Background of the Operation:

CESVI is a secular and independent association founded in Italy in 1985 that works for global solidarity and the ideal of social justice through humanitarian development projects. Its very name, CESVI, Cooperazione e Sviluppo (Cooperation and Development), expresses its philosophy of action, based on empowering its beneficiaries to take ownership of their own progress, so that international aid is not merely a temporary act of charity, but rather fosters genuine sustainable development for the most vulnerable populations.

Since 2019, Cesvi has been working in Venezuela on initiatives focused on protecting children, adolescents, and women in highly vulnerable situations, including survivors of abuse and sexual exploitation. Starting in 2021, Cesvi began implementing projects funded by the Humanitarian Fund within the country in various communities.

During 2022, Cesvi implemented projects of: “Multisectoral humanitarian assistance to address the urgent needs of the most vulnerable people in Venezuela” which aims to strengthen the availability of protection services, primary health care and humanitarian assistance to the most vulnerable people and communities in the national territory.

Following the 7.5 magnitude earthquake that struck the northern coast of Venezuela on June 24, 2026, CESVI activated its humanitarian response protocol. Since June 26, 2026, the organization has been implementing its operational response to deliver emergency humanitarian assistance to affected populations in the Caracas Metropolitan Area, as well as in the states of La Guaira, Miranda, and Aragua.

Job Summary:

Location: Caracas, Venezuela, with periodic field deployments in the states of La Guaira, Miranda and Aragua.

Under the direct supervision of the Logistics Officer, the Logistics Assistant provides the necessary operational and administrative support for the daily execution of emergency response logistics and supply chain processes. The position is operational and supportive in nature: it does not make decisions regarding awards, purchase thresholds, supplier contracting, or asset disposal. Instead, it prepares, processes, verifies, and documents transactions defined by the Logistics Officer and the Logistics and Supply Chain Manager. Its functions focus on supporting low-value purchases, the movement and physical control of warehouse stock, supporting fleet operations, asset registration, and organizing and safeguarding logistics records, in compliance with CESVI’s internal policies, donor regulations, and national laws.

Main Responsibilities of the Position:

1. Support for the Execution of Acquisitions:

  • Support the Logistics Officer in the execution of the acquisition processes, through the collection of quotations, the preparation of preliminary comparative tables and the preparation of the purchase formats established by CESVI, without deciding on the award.
  • Receive and preliminarily review Purchase Requests (PRs) submitted by program teams, verifying that they are complete and signed, and return them to the Logistics Officer indicating any missing information.
  • Conduct surveys and price inquiries in the local market according to the specifications provided, and keep the list of registered supplier contacts up to date.
  • Follow up on current orders with suppliers (confirmation of availability, delivery dates, dispatch status) and immediately report any delays or non-compliance to the Logistics Officer.
  • Perform the receipt of goods together with the warehouse, verifying quantities and specifications against the Purchase Order (PO) and the supplier’s delivery note, and support the preparation of the Goods Receipt Notes (GRN).
  • Prepare, number and complete the purchase files with the supporting documentation (quotes, PO, GRN, invoices, dispatch guides), delivering them to the Logistics Officer for review and final validation.

2. Warehouse, Inventory and Distribution Support:

  • Perform daily warehouse tasks: receiving, verifying, labeling, physically placing, stacking and dispatching supplies, following the instructions of the Logistics Officer.
  • Keep warehouse stock movement records up to date, ensuring that no item leaves without the corresponding authorized form.
  • Participate in cycle counts and general inventories, supporting the reconciliation between the physical balance and the system record, and immediately reporting any discrepancies, damage, or losses detected to the Logistics Officer.
  • Apply the defined stock rotation methodologies (e.g., FIFO/PEPS), verifying expiration dates and conditions of sensitive items, and alerting about stocks nearing expiration.
  • Keep the warehouse tidy, clean, signposted and with clear aisles, complying with the security and access control measures established in the Standard Operating Procedures (SOP) of CESVI.
  • Support the preparation, loading, accompaniment and unloading of shipments to distribution sites in the Caracas Metropolitan Area and in the field, verifying that the load corresponds to what is documented and delivering the signed supports upon return.

3. Fleet Operation Support:

  • Coordinate the daily scheduling of vehicles by consolidating the requests for equipment mobilization and submitting them to the Logistics Officer for authorization.
  • Verify daily that the vehicle logbooks/route books are correctly completed by the drivers (mileage, route, fuel consumption, occupants) and file the records.
  • Keep track of fuel consumption, vouchers and associated invoices, and consolidate the information for the Logistics Officer’s reports.
  • Follow up on the preventive maintenance schedule, coordinate the entry of vehicles into the workshop according to the instruction received, and immediately report any failure, accident, or incident.
  • Verify the validity of driver’s licenses, legal documentation of vehicles and emergency equipment (fire extinguisher, first aid kit, spare tire), reporting expiration dates in advance.

4. Support for Asset Management and Control:

  • Support the labeling, coding, and registration of new assets in the centralized registry, documenting location, assigned user, status, and acquisition date.
  • Participate in periodic physical verifications of assets in offices, guesthouses and warehouses, supporting the reconciliation with the master register.
  • Prepare supporting documentation for transfers, loans, write-offs and final disposal of assets, for review and authorization by the Logistics Officer and the relevant authorities.
  • Keep equipment delivery and return forms updated for staff, ensuring they have the required signatures.

5. Archive, Reports and Alerts:

  • Maintain the physical and electronic file of logistics documentation in an orderly, paginated, complete and easily accessible manner, in accordance with CESVI’s filing standards and in preparation for audits.
  • Scan, name and upload the supporting documents to the mission’s shared folders according to the established naming convention.
  • Consolidate and update the tracking formats and matrices (purchase status, stock, fleet usage) that serve as input for the reports prepared by the Logistics Officer.
  • Immediately inform the Logistics Officer of any irregularity, discrepancy, security risk or possible non-compliance observed during operational execution, refraining from resolving it on your own.

6. Operational Safety Support (if applicable):

  • To comply with and enforce the established movement protocols within their scope of action, ensuring that no field trip is carried out without the corresponding prior authorization and registration.
  • Support the Logistics Officer, in their role as the Base Security Focal Point, by collecting the operational information required for mission security documents and SOPs.
  • Daily verification of the basic functioning of physical security measures in logistics facilities (locks, closures, lighting, visitor access control to the warehouse) and report any failures.
  • Maintain constant communication during travel, following the reporting procedures established by the coordinator.

7. Coordination and Collaboration:

  • Work in close coordination with the Logistics Officer and, when instructed, with the Logistics and Supply Chain Manager, respecting the established reporting line.
  • Attend to the operational requests of program teams in a timely and respectful manner, channeling through the Logistics Officer any request that exceeds your level of decision.
  • Support drivers, maintenance staff, and cleaning staff in organizing their daily tasks, as assigned by the Logistics Officer.
  • Participate in the inductions, training sessions, and logistics and supply chain review workshops convened by the mission.

Minimum Requirements and Technical Skills:

  • Education: A minimum of a high school diploma is required. Technical training or courses in logistics, warehousing, administration, or related areas will be considered an asset.
  • Experience: Minimum 1 year of experience in logistics support, warehousing, purchasing, or administration. Previous experience in Non-Governmental Organizations (NGOs) or international organizations will be considered an asset.
  • Technical knowledge: Basic handling of procedures for receiving, storing and dispatching goods; preparation of purchase forms and stock control; notions of asset control and fleet logs.
  • Regulatory compliance: Willingness to strictly apply CESVI’s internal procedures and donor regulations. No prior experience with donor regulations is required; it will be provided through induction and training.
  • Computer skills: Proficiency in Microsoft Office, with an intermediate level of Excel (tables, filters, basic formulas). Experience with inventory management systems is a plus.
  • Languages: Fluency in Spanish (spoken and written). Basic knowledge of English is a plus.
  • Other: A valid driver’s license is preferred. Availability to travel to the field in the states of La Guaira, Miranda, and Aragua.
