Job overview:
The Compliance Assistant with an emphasis on Finance will provide technical and operational support to the Finance area, ensuring that financial, administrative and programmatic operations are executed in accordance with CIR Venezuela’s internal policies, donor requirements and Venezuelan legal regulations.
It will play a key role in promoting transparency, integrity and efficiency in the use of institutional resources, contributing to compliance with the global standards of the CIR – Venezuela and local regulatory frameworks.
Main responsibilities:
Financial Compliance
- Verify that financial and administrative operations comply with CIR Venezuela’s internal policies, donor requirements, and current Venezuelan legal regulations.
- Record expenses, advances, and other transactions within the organization’s accounting system.
- Monitor the correct application of internal control procedures in all financial processes.
- Generate the corresponding accounting adjustments in the system
- Conduct periodic reviews of financial compliance, identifying deviations and proposing corrective measures.
- To properly manage the physical and digital archive within the framework of compliance and auditing.
- Support in accountability and audit processes
- Review and process travel expense reports, cash funds, and petty cash in the system.
- Control the flow of programmatic and travel advances.
- Prepare tax withholdings
- Other activities assigned by the Financial Management, which are related to the contractual purpose and which facilitate the development of the CIR Venezuela programs
Risk Management and Internal Control
- Collaborate with the Financial Management in the identification, evaluation and mitigation of financial and operational risks.
- Monitor the application of preventive controls in spending, purchasing, and cash management processes.
- Support the implementation of audit recommendations and the continuous improvement of financial processes.
Responsibilities in Ethics
- Promote compliance with the CIR’s professional conduct standards and its policies on protection against exploitation and abuse, and anti-corruption.
- Maintain strict confidentiality regarding financial and compliance information.
- Report immediately any irregularity or suspected non-compliance in financial or administrative processes.
Job requirements:
Education:
- Bachelor’s degree or higher technical degree in public accounting, administration or related areas
- Additional training in internal control, regulatory compliance, auditing or financial management of international projects is desirable.
Preferred experience and skills:
- Minimum 2 years of professional experience in accounting, finance, compliance or auditing areas, preferably in non-profit organizations, international cooperation agencies or entities in the humanitarian sector.
- Proven experience in reviewing financial documentation, internal controls, risk management, and audit processes.
- Practical knowledge of local accounting standards, Venezuelan tax requirements, and international donor policies.
- Experience in managing accounting systems and financial management platforms
- Attention to detail and analytical skills to identify risks or inconsistencies
- Teamwork and ability to adapt to change.
- Ability to manage databases and Excel.
Work environment ***:***
- I work in an office based in Caracas, but may have to travel within the country.
- The security situation is constantly monitored by the security area and theCountry Director. All third-party contractors, regardless of where they are located.They must comply with all safety protocols to guarantee thesafety of staff, partners and beneficiaries
