Terms of Reference (ToR) – Construction of Twin Workshop, Office Space, and Sanitation Block at Muguga Vocational Training Center

Background

ChildFund Kenya, through the Fundi Fiti and Ujenzi Fiti Programme, intends to construct a Twin Workshop, Office Space, and Sanitation Block at Muguga Vocational Training Center. The project aims to enhance vocational training and youth employability in the construction sector while promoting the use of Interlocking Stabilized Soil Blocks (ISSBs) as a sustainable construction technology.

Project Objective

To construct the facility while providing practical, hands-on learning opportunities for vocational trainees, particularly in ISSB production and construction techniques.

Scope of Works

The contractor will undertake:

  • Site preparation and mobilization.
  • Foundation and substructure works.
  • Production and installation of ISSB walling.
  • Construction of superstructure, roofing, doors, windows, and finishes.
  • Installation of plumbing, drainage, water supply, electrical, and sanitation systems.
  • External works including drainage, access paths, and site restoration.

Trainee Engagement Requirements

A key component of the project is capacity building. The contractor must:

  • Involve trainees in all major construction activities.
  • Provide structured practical training and mentorship.
  • Demonstrate construction quality standards and occupational health and safety practices.
  • Ensure trainees actively participate in ISSB production, curing, testing, and laying.

ISSB Technology Requirements

The contractor must:

  • Have proven expertise in ISSB technology.
  • Train trainees on soil selection, stabilization, block production, curing, testing, quality control, and construction techniques.
  • Ensure high-quality ISSB workmanship throughout the project.

Deliverables

The contractor will provide:

  1. A fully completed workshop, office, and sanitation block.
  2. Quality ISSB wall construction.
  3. Hands-on training for trainees.
  4. Documentation of trainee participation and skills transfer.
  5. ISSB quality assurance records.
  6. A final project completion report.

Minimum Eligibility Requirements

Bidders must demonstrate:

  • Legal registration and compliance with statutory requirements.
  • Valid NCA registration and practicing license.
  • At least 5 years of construction experience.
  • Completion of at least 3 ISSB projects within the last 5 years.
  • Availability of qualified personnel, including a Project Manager, Site Engineer, Site Supervisor, ISSB Specialist/Trainer, and Health & Safety Officer.

Bid Submission Requirements

Technical Proposal:

  • Company profile.
  • Methodology and work plan.
  • Trainee engagement plan.
  • ISSB quality assurance approach.
  • Team composition and references.

Financial Proposal:

  • Priced Bill of Quantities (BoQ).
  • Cost breakdown.
  • Proposed payment schedule.

Preliminary Evaluation (Mandatory Requirements)

Bidders must submit:

  • Certificate of Registration/Incorporation.
  • NCA Category 8 and above Certificate (Building and Water Works).
  • Valid NCA Practicing License.
  • Single Business Permit.
  • VAT Registration Certificate.
  • Tax Compliance Certificate.
  • Completed Form of Tender.
  • Completed Tender Documents (Confidential Business Questionnaire and Qualification Information).

Note: Failure to provide any one of the mandatory requirements will result in automatic disqualification.

Interested and eligible contractors are invited to submit their bids in accordance with the requirements outlined in the tender document.
