About TGH

Founded in 1994, TGH is a French association for international solidarity based in Lyon. It designs and implements emergency, rehabilitation and development programmes in the fields of water, hygiene and sanitation, food security and rural development, socio-education and psychosocial support. TGH is currently active in 10 countries in Africa, Europe and Asia.
TGH in Syria and in Yemen
TGH has been present in Syria since 2017. The organization is specialized in integrated programming in the sectors of Water, Sanitation and Hygiene (WASH), Education, Child Protection, and Livelihoods, particularly in the governorates of Rural Damascus, Hama, Southern Idleb, Aleppo, and Daraa.
TGH has historically worked in coordination with the Syrian Arab Red Crescent (SARC), the government-mandated body for humanitarian coordination in the country. As part of its current strategy, TGH is actively seeking to develop new partnerships with both national and international actors, in line with its objective to strengthen its engagement in early recovery and development-oriented programming, while maintaining the capacity to provide humanitarian assistance as needed.
After 15 years of activity, followed by a 6-year hiatus, TGH is back in Yemen since 2020, in the areas controlled by the Internationally Recognised Government. TGH is currently active in Aden and Lahj governorates. The core of its interventions since 2020 has been the access to water and sanitation, with a response gradually moving from emergency to rehabilitation, with large-scale projects highly praised by the local communities and authorities. The organization also provides daily nutritious meals to children through a school feeding program.
General objectives of the job
Under the joint supervision of Syria Country director and Yemen Country director, the WASH Project Manager will be responsible of the study phase of the project “Improvement of water network performance in Syria and Yemen” (APRESY). He will be the focal point for al project partners and will participate in the writing of the proposal for the operational phase of the project.
The study phase is going to be rolled out in partnership with the expertise of Fondation Véolia. TGH WASH project manager will be leading the coordination of this partnership. He will lead the technical assessment with the support of the Fondation Véolia expert consultant and facilitate the work of the consultant.
The project aims at defining and studying a restraint area of Aden City water network and a local water network in the neighboring peri-urban area of Damascus.
The study will aim to propose operational actions to improve the performance of the targeted networks in order to reduce non-accounted water and lower the leakage rate. To this end, it will compile, analyze, and discuss data on the targeted water networks, including technical, economic, social, and environmental aspects, as well as operational and maintenance procedures.
The responsibilities of the APRESY WASH Project manager are the following:
Project management
- Oversee the proper implementation of the project, ensure operational planning and monitoring of activities;
- Ensure complementarity and coherence between TGH, Fondation Véolia and the local Water Authorities;
Technical and Operational Coordination
- Lead the technical study;
- Facilitate the work of Fondation Véolia expert;
- Ensure qualitative cleaning, collation and interpretation of the data collected during the study;
- Write a list of realistic activities to be carried out during the operational phase, and a list of resources needed;
- Lead discussions about operational activities with the local water authorities in order to list enabling and blocking factors;
- Lead the organization of a training on leak detection jointly with Fondation Véolia expert;
- Organize and animate discussions between the project’s partners;
- Participate in field assessments and needs analyses.
Human Resources Management
- Participate in the recruitment of project teams;
- Supervise, guide, and support the project team;
- Contribute to conflict management and maintaining a positive team dynamic.
Logistics, Administrative, and Budgetary Management
- Anticipate the project’s logistical and administrative needs;
- Participate in the planning and monitoring of purchases related to activities;
- Ensure budgetary monitoring of the project in collaboration with support departments;
- Ensure compliance with TGH and donor administrative, financial, and logistical procedures.
Reporting, Monitoring, and MEAL
- Ensure the quality of collected data;
- Contribute to the design of a monitoring plan for the operational phase;
- Produce internal and donor reports within the given deadlines;
- Participate in the drafting of project proposals and capitalization documents;
- Identify and document lessons learned and best practices of the project.
External Coordination and Representation
- Represent TGH with local authorities, partners, and humanitarian actors as delegated;
- Participate in WASH sector coordination meetings;
Security
- Ensure that teams comply with security rules;
- Participate in the collection and analysis of security information;
- Adapt the organization of activities to the security context in conjunction with the Country Directors.
This list of responsibilities could be modified according to the needs.
Priorities for the first 3 months
For the 1st 3 months, the APRESY WASH project manager is expected to :
- Gather remotely as much data about Water networks
- Clean, organize, collate and interpret data as much as possible
- Discuss the collected data with Fondation Véolia
- List the remaining blur area, the hypothesis to explore, the provisional activities to be run during phase 2
- Plan the remaining data collection and discussions needed during field visit
- Organize Field Visits with TGH Country offices, TGH HQ and Fondation Véolia HQ
Security, working and living conditions
In Syria
Living conditions in Damascus are currently considered good. Expatriate staff are accommodated in guesthouses, organized separately for male and female staff, with individual rooms provided for each person. The office space is located in a separate building and is shared with other international NGOs. Walking between the guesthouses and the office is possible during the day. Communication means are satisfying (efficient internet, international phones).
In Yemen
TGH’s office in Aden include 2 bedrooms, a bathroom and a kitchen on the last floor of the building. The building is equipped with most modern conveniences (hot water, AC, solar panels and generator, WIFI…). The overall security status of Aden is unstable and preventive security measures could apply at any time. Social life is quite limited due to a curfew in place, small expatriate presence and not many leisure activities available. Field visits outside of Aden will be subject to security conditions.
Profile
- At least 3 years of humanitarian experience in the field
- Experience in water network and knowledge of extensive water management network
- Experience in challenging security environments and understanding of the humanitarian environment
- Excellent communication and writing skills in English
- Preferably competent user of spoken and written French
- Experience of Arabic countries and knowledge and/or Arabic language is an asset
- Experience in team management and capacity building
- Capacity to represent TGH with different stakeholders
- Proficient user of MS Office pack
- Knowledge on data treatment
- Autonomy and tasks prioritization
Employment terms
Location: Home based with deployments in Aden – Yemen ; Damascus – Syria
Duration:6 months, from August 2026
Conditions:
- French employment contract
- Gross monthly salary from €1 957 to € 2678 depending on experience
- Medical coverage of 100% + repatriation insurance
- Accommodation, international and local transportation as part of the mission
- Resting policy: 06 working days at 3 and 9 months + RnR allowance €930 – 25 paid leave days/ year (transportation covered by TGH every 6 months)
