- Preamble: Presentation of the sponsoring structure and the consortium partners
ECPAT France, as Beneficiary, has entered into a financing agreement with the French Development Agency (AFD) for the implementation of a project to support feminist civil society organizations in the Indian Ocean region, called “Feminists Organized and Strengthened to Weave Equality and Solidarity – STRONG!”
- ECPAT France is the leader of the consortium made up of four NGOs:ECPAT France is a French non-partisan, non-denominational child protection NGO, a member of the ECPAT International network. It is an international solidarity organization with a social impact, which promotes cooperation, otherness, and learning organization as the core values and methods of its action. Its mission is the protection of all children, without exclusion, and the fight against their sexual exploitation and trafficking, in all its forms. ECPAT’s mission is to concretely respond to the ongoing needs of individual, collective, and societal RdC of children, parents, communities, organizations, and state services that protect children and fight against sexual exploitation and trafficking.ECPAT France initiates, manages, and supports multi-year programs in France, Europe, Africa, and the Middle East. To implement these programs, it relies on its network of hubs and local branches, as well as on partnerships with organizations rooted in the heart of the areas of intervention and which have a national and regional impact.Recognized for its transformative feminist action, ECPAT France has implemented and is implementing 3 “FSOF” projects (1 in Madagascar and 2 in Nigeria).As leader of the consortium and signatory of the financing agreement with the AFD, ECPAT France is the sponsor of this offer.
- Asmae – Association Sœur Emmanuelle is an independent and secular international NGO recognized as being of public utility created in 1980 by Sister Emmanuelle. Its action is structured around 4 areas of intervention: Access to quality education; the protection of children against all forms of violence and exploitation and the promotion of their well-being; training and professional integration; as well as the promotion of living together in a sustainable and peaceful world. In addition, the promotion of gender equality, the approach based on children’s rights, the participation of children and young people and the inclusive approach are the 4 cross-cutting approaches that reinforce this thematic framework and are the subject of action plans. Asmae’s methodology internationally is characterized by the development of projects in partnership with local organizations and by an action that targets not only children and young people, but also their families, professionals and authorities in order to foster an environment conducive to their development and respect for their rights. Asmae operates in 8 countries (Burkina Faso, Ivory Coast, Egypt, France, India, Lebanon, Madagascar and the Philippines). As part of the FORTES program, Asmae focuses on education, training and professional integration.
- The Comorian Association for Family Welfare (ASCOBEF) was founded in 1994 by men and women concerned about maternal and child health and family well-being in the Comoros. It adheres to the principles, goals, and objectives of the International Planned Parenthood Federation (IPPF), of which it is a member association. ASCOBEF, like IPPF, actively works to ensure SRH rights, promote gender equality, value diversity, and protect young people and people living with HIV. ASCOBEF’s actions have always been part of the broader national priorities as defined in the National Health Policy and the National Health Development Plan. They are implemented through greater collaboration and joint programs with national and international partners, using the ICPD as a framework. the MDGs, the Beijing Platform and the IPPF Strategic Plan. The aim of ASCOBEF’s interventions is to increase access to services and support for vulnerable groups.
- IPPF – ARO (IPPF Africa Regional Office) is part of the IPPF secretariat, a global network created in 1952 in India and now comprising 118 associations in 129 countries. IPPF works to ensure that sexual and reproductive health and rights (SRHR) are considered fundamental human rights. Its mission is to contribute to improving the quality of life of women and men by promoting sexual health and rights at the political level and in the field with populations. In this sector, IPPF-ARO plays a role in capitalizing on good practices in SRHR. It also carries out support actions for its members in terms of coaching and technical training. It promotes the exchange of experiences between its members, favoring South-South dynamics. The IPPF constitutes an essential link in the project on SSR subjects and will be able to provide the consortium with the benefit of its extended network of affiliated members present in the three countries where the project is implemented (including ASCOBEF, a member of the consortium) as well as its solid experience and experience in the management of FSOF consortia (FON and soon J4S).
- The FORTES program!
In October 2025, this consortium launched the implementation of the program financed by the French Development Agency (AFD) within the framework of the Support Fund for Women’s Organizations (FSOF).
Despite the progress made, adolescent girls in the Indian Ocean continue to face major challenges in accessing education, health, civic engagement, and combating GBV. It is therefore essential to strengthen initiatives and policies that promote their empowerment to ensure a more equitable, inclusive, and secure future for all. Thus, the program aims to anchor itself in the dynamics of societal transformation through gender equality, fully integrating multidimensional inequalities in order to work towards the autonomy of adolescent girls.
The financing and strengthening mechanism for civil society set up by the consortium will be intended to finance the activities of feminist CSOs and adolescent girls’ movements on the following three pillars : education : Improved access to educational services, with better consideration of the needs of adolescent girls entering and/or completing secondary school, in literacy or vocational training; health : improved access to health services, with better consideration of the specific needs of adolescent girls, particularly on SRHR and the fight against gender-based violence (GBV), citizenship : more active citizenship of adolescent girls and the promotion of their leadership.
Program Content
The objective of the program is to strengthen feminist CSOs in the Indian Ocean, and in particular adolescent girls’ movements, so that they are recognized as legitimate actors and citizens, that they actively participate in decisions at the individual and societal level, and have the necessary capacities to defend their rights, fight against gender-based violence, access sexual and reproductive health, education and empowerment.
The specific objective is as follows: Targeted feminist civil society organizations in Madagascar, Comoros, Mauritius, Mayotte and Réunion have strengthened their action strategies, enabling them to become agents of change in the fight against gender-based violence, access to education including training and professional integration, health and active citizenship for adolescent girls.
Implementation and management methods
The members of the Consortium will rely on their networks, their partners and mapping in order to finance and support feminist organizations and/or adolescent movements in 4 intervention areas:
- Madagascar
- The Comoros
- Mauritius Island
- 2 French overseas departments: Mayotte and Réunion
It should be noted that while the intervention will be large-scale in the first three countries, the pilot phase of the intervention in the French overseas departments will result in a less extensive intervention and a field of action focusing on existing formal organizations.
The logic of intervention is to offer support to feminist organizations engaged in issues of education, health and in particular sexual and reproductive health rights (SRHR), citizenship and the fight against gender-based violence (GBV) among adolescent girls and according to the following methods:
- Funding feminist CSOs, feminist youth activist groups or movements
- Strengthening feminist CSOs and movements by themes, organization and also in advocacy
- Creating a Feminist Safe Space
- Advocacy actions to create specific agendas for adolescent girls in different territories
- A SERA strategy enabling the implementation of capitalization actions throughout the program
Objective and purpose of the mission
One of the first actions of the program is to conduct a preliminary study in order to produce a map of feminist adolescent CSOs, feminist networks or adolescent movements (unstructured) in the 4 countries of intervention of the program.
The overall objective of the study is to complement the knowledge of the consortium and its partners on existing feminist CSOs and adolescent girls’ movements as well as the challenges faced by adolescent girls in the program’s areas of action, on the realities, the capacities of organizations working on gender and potential needs – particularly in terms of capacity building as well as peer-to-peer dynamics, coordination, joint interventions, advocacy or networking involving these organizations and movements.
The purpose of the mission will be, taking into account the specificities mentioned in the methodological section, to carry out:
- An initial diagnosis to map feminist CSOs and informal adolescent movements as well as allies in the intervention area who are taking up these issues and the axes of the current FSOF, namely GBV, education, SRHR and citizenship.
- Identification of network dynamics and alliances of actors in the region, at national and sub-regional level and opportunities for synergies
- Identification of existing capacities, needs, demands and difficulties of feminist CSOs and informal adolescent movements on the axes of the FSOF as well as their practices in terms of communication (communication strategy, means of communication between activists, use of social networks, etc.)
- Identification of dynamics, modes of action, good practices on issues related to the axes of the feminist CSO project, and informal movements of adolescent girls on the axes of the FSOF, in particular the level of involvement and participation of young adolescent girls in the associative life of the different territories and cross-border initiatives between the territories concerned
- Identify advocacy spaces, innovative initiatives and areas of low coverage or high vulnerability
- Formulate recommendations to the consortium based on the capacities, identified needs of CSOs and adolescent girls’ movements and analysis
Specific expectations
This study aims on the one hand to meet the expectations of the members of the consortium and their partners in order to:
- Deepen knowledge of feminist CSOs of adolescent girls, informal movements of adolescent girls existing in the program territories as well as their communication practices
- Identify feminist organizations of adolescent girls with disabilities and informal movements of adolescent girls with disabilities
- To have a better understanding of the nature of initiatives, existing capacities, needs, demands and difficulties faced by feminist CSOs and informal adolescent movements, as well as their dynamics, modes of action, and good practices on issues related to the project’s axes.
- Promote networking among feminist CSOs and create links with other local, regional or international networks
- Increase knowledge of the positioning of influential actors
Methodology
The methodology proposed for carrying out this mission must comply with the quality standards of studies financed by the French Development Agency (AFD) and be adapted to the objectives and specificities of the FORTES! program – Organized and Strengthened Feminists to Weave Equality and Solidarity.
The selected provider will be required to implement a participatory, feminist and intersectional approach, ensuring the inclusion of feminist civil society organizations (CSOs), informal collectives and adolescent girls’ movements, while ensuring that ethical and safety dimensions are taken into account.
In order to produce this mapping work, the consortium wishes to recruit a consultant who will coordinate and conduct the study.
The consultant will be required to:
- Develop (1) a common analysis grid of contexts and issues, CSOs and feminist adolescent movements and (2) gender dynamics which will serve as a baseline for this study and for this program
- Produce a documentary review using previous reports and maps and existing literature
- Propose a methodology for data collection that will be carried out by the project teams in each of the countries (5 project managers) who will be able to devote themselves to this task for 2 months – plan for hybrid collection methods
- Travel to Madagascar to train the Consortium project team and be available for occasional support during the data collection phase (a SERA manager for the program could be responsible for this data collection work)
- Process and analyze the collected data
- Produce an elaborate mapping of formal and informal feminist adolescent CSOs, detailing their mandates, roles, knowledge, practices, skills and size (number of staff, budget and scope of their project).
The consultant must ensure:
- Mobilize and leverage the skills, knowledge, and practices of local feminist CSOs and stakeholders contributing to the mapping. The consortium already collaborates with a network of relevant stakeholders. The consultant will need to mobilize these stakeholders as well as those outside this network and ensure a comprehensive and in-depth review of their mandates, actions, knowledge, practices, etc.
- Mobilize the expertise and knowledge of AFD agencies and the Cooperation and Cultural Action Service (French embassies) in the territories concerned and in the overseas departments
- Include existing initiatives in the territories and adolescent programs implemented (AFD/FSOF, UNICEF, etc.)
- Adapt the methodology according to the contexts. The consultant must ensure that the local contexts in the four target territories and communication practices are respected and taken into account; accurately and impartially represent each CSO and each actor in the mapping; and conduct a thorough ethical review before conducting the study.
- Use a methodology with a feminist and participatory approach, as well as an intersectoral approach. These methodologies are fundamental to the project and the consultant will have to demonstrate how they will be integrated into their approach.
- Respect the digital and physical security of the adolescent girls and CSOs involved (consent protocol, anonymization) and respect the child protection and safeguarding policies and PSEA of the lead organization (ECPAT France).
Deliverables
- Framework note detailing the understanding of the mission, the proposed methodology (collection tools, sample selection, languages used, ethical protocol and protection of participants), the detailed schedule and the resources mobilized
- Consolidated database of identified actors:
- Comprehensive list of feminist CSOs and adolescent girls’ movements and networks identified in the 4 countries, key data by organization,
- Their capacities and their potential needs in capacity building with identification of dynamics according to the themes of the project
- Methods of action, good practices and difficulties on the issues related to the axes of the project (GBV, education, health including SRHR and citizenship, in particular the level of involvement and participation of young adolescent girls in the associative life of the different territories) as well as their practices in terms of communication
- Cross-border initiatives between the territories concerned
- Recommendations to the consortium based on the capacities, identified needs of CSOs and adolescent girls’ movements and analysis
- Final report V1 to be submitted to the consortium for feedback and partial validation

Terms of the mission
Profile sought:
The consortium wishes to entrust this mission to a consultant or a research firm with:
- Proven experience in actor mapping and network analysis
- Expertise in gender equality, adolescent girls’ rights and feminist approach
- Skills in data management, GIS and collaborative tools
- Mastery of the socio-political and cultural context of the Indian Ocean
- Strong analytical and writing skills in French
- Ability to work in several local languages and in French.
Due to the security risk in the areas where the Services are to be carried out, the evaluation of Expressions of Interest will verify that the applications meet the following criteria:
- The Candidate has at least one experience of providing services in a similar security risk area, for which he/she will provide proof of implementation of security measures (invoice or contract with security provider, proof of security awareness before leaving on site, etc.).
- The Candidate has internal security management procedures: he will provide a description of his monitoring system and his crisis management system.
- The Candidate has, for services performed abroad, a contract for assistance and repatriation of his/her employees: he/she will provide the certificate justifying this.
- The Candidate will describe their standard process for preparing for departure on a mission to sensitive areas, and will attach supporting documents for its implementation (mission orders with associated instructions, certificates of awareness-raising or training actions, etc.).
