Context :

  • The United Volunteers for the Francophonie program

The United Volunteers for the Francophonie program allows for the deployment of one hundred International Solidarity Volunteers (VSI) to support initiatives within the framework of the Francophonie. The program is funded by the Ministry for Europe and Foreign Affairs in partnership with the International Organization of the Francophonie. It was announced at the 19th Summit of the Francophonie, hosted by France in October 2024, and aims to increase and make more visible international volunteer opportunities in the French-speaking world. The program foresees the deployment of approximately 100 international volunteers and should make it possible to:

  • Facilitate and develop international mobility within the French-speaking area, in the North/South, South/North and South/South directions, originating from the French-speaking area;
  • Encourage civic engagement among French-speaking youth;
  • Make initiatives in favor of international volunteering in the French-speaking world more readable and more visible;
  • Bring together a community of actors (state, interstate, non-governmental) in volunteering within the French-speaking world;

The program will be implemented in Benin, Cambodia, Cameroon, Costa Rica, Egypt, France, Ghana, Madagascar, Morocco, Mauritania, Mexico, Rwanda, Senegal, Togo, Tunisia and Vanuatu.

  • Context of the project in which the volunteer mission is included

The French through sport clubs project is a 12-month project led by PLAY International in conjunction with the Rwandan Ministry of National Education -MINEDUC- as part of the broader national plan to strengthen the practice of French.

As part of this project, led by MINEDUC and Expertise France, pilot schools are being set up to develop French workshops that are participatory, dynamic, and attractive to volunteer students. Twenty of these schools will run French through sport clubs.

PLAY International’s mission is to implement and develop these clubs (secondary school level) through the following means: (1) the creation of educational and linguistic content that combines the practice of French and learning through sports; (2) the training of volunteer teachers in these clubs in 20 schools in socio-sport techniques; and (3) the monitoring and capitalization of these clubs.

Associated partners:

Planète Urgence is an international NGO dedicated to the protection and restoration of forest ecosystems, created in 2000 and currently active in the three major tropical basins (Amazon, Congo Basin, and Southeast Asia). Planète Urgence is a field actor with nearly 80 local partners and local teams. To ensure their sustainability, its interventions combine local community development, awareness-raising and education activities, as well as forest protection and restoration. Planète Urgence uses volunteering as a leveraging tool for projects. It is approved to carry out International Solidarity Volunteering and provides its approval to the services of other NGOs.

Planète Urgence and Play International are members of the SOS Group, a European leader in social entrepreneurship. It brings together 650 associations, social enterprises, and institutions that strive, act, and innovate to benefit vulnerable people, future generations, and communities.

Main objectives of the volunteer mission:

The educational officer will be invited to visit the network of partner schools, to follow, evaluate and monitor the French clubs implemented, as well as to support the teachers in charge to capitalize on this experience of a workshop practicing French through sports games within the framework of the aforementioned program.

Planned activities:

All activities are carried out under the hierarchical supervision of the Country Representative and in close collaboration with the educational coordinator and the rest of the PLAY Rwanda team.

Facilitate “Sport & French language” training

  • Participate in the organization and facilitation of the educational formulation workshop
  • Facilitate the creation of the educational kit (thematic sheets, activity kit and teacher’s manual)
  • Participate in the organization and preparation of teacher training modules in line with their level and qualification in French
  • Contribute to the facilitation of training and their evaluation in a project monitoring and evaluation logic

Support the establishment of French clubs

  • Organize the provision of sports equipment for each school (ordering and delivery)
  • Organize the creation of clubs in each school (specifications and links with the management of the establishment)
  • Launch the first club sessions and ensure the link with all the schools involved in the project

Ensure monitoring, evaluation and capitalization of the program

  • Regularly visit and support clubs for continuous improvement of volunteer teachers
  • Supporting the demands, challenges and skills development of teachers in clubs
  • Provide assessment workshops at regional and/or national level
  • Take charge of monitoring, evaluation and reporting to the main donor and partners

Contribute to the communication and influence of the project and the program

  • Ensure internal and external communication of the project and activities
  • Ensure the representation of PLAY Rwanda in the project bodies
  • Ensure relations with PLAY Rwanda partners and donors

Expected results:

The volunteer will be required to lead a network made up of 40 teachers from the 20 beneficiary schools and, more broadly, will participate alongside Expertise France and MINEDUC in facilitating the sharing of experience between French teachers beyond the new approach through sport in order to capitalise on it and even disseminate it.

Link with the program themes

The project is in line with the priorities of the International Organization of La Francophonie and encourages the learning of French and the engagement of Rwandan youth through a participatory approach. It promotes a local initiative in favor of French, led by teachers and supported by institutions. The project also contributes to structuring a network of actors committed to the promotion of French in Rwanda.

Volunteer reception and monitoring system:

The reception arrangements allow us to monitor and support the volunteer’s development throughout the project:

  • A two-day training course prior to departure will be provided by Planète Urgence, the organization responsible for the administrative support of the volunteering.
  • An induction week will be held at PLAY International’s headquarters in Saint-Ouen or remotely, depending on feasibility. It will allow the volunteer to familiarize themselves with the organization, working methods, and strategic directions of the association. A safety briefing will also be organized.
  • Upon arrival, the volunteer will be on a cover period for the first month. He/she will participate in all meetings, encounters and trips alongside the team to facilitate his/her adoption of the position and his/her understanding of the local context.

Volunteer support is based on regular and supervised monitoring. A monthly interview with the Country Representative will provide an opportunity to review learning, successes, any difficulties encountered, as well as the overall experience of living in Kigali and Rwanda.

The Planète Urgence volunteer manager will also organize follow-up and may be requested by either party if necessary.

Expected profile of the volunteer:

Formation

Master’s level in the fields of project management or teaching French as a Foreign Language; with a strong interest in socio-sporting activities or education.

Know-how

Proficiency in the Office suite (Word, Excel, PowerPoint) is required.

English: Level B2 appreciated

Experience in one of the following areas preferred:

  • Educational engineering or adult training engineering
  • Socio-sporting activities or physical and sports education, particularly for children
  • Multi-stakeholder educational project management

Soft skills

Organizational rigor, team spirit and good interpersonal skills

Ability to work in an intercultural context

Sense of observation and listening

Conditions :

  • VSI contract for a duration of: 12 months
  • Round trip ticket price charged by PLAY
  • International and medical insurance covered
  • Monthly allowances to which is added a housing allowance: package of €1,200 per month (depending on experience)
  • Visa and resident card fees covered
  • Regional and national travel related to the mission supported
  • Contract start date: early December 2025
  • Departure training provided by Planète Urgence (November 13 & 14, 2025)
  • Legal compensation for return at the end of the mission
