Estimated Budget: Php 285,000.00

I. Background

The project titled “NARRA – Roots to Resilience” is a three-year project of the Philippine Red Cross, supported by the German Red Cross and Spanish Red Cross, and funded by the European Union. The overall goal of the project is to enhance community resilience through scalable networks between Civil Society Organizations (CSOs) and Local Government Units (LGUs) in the target municipalities of Tarlac and Eastern Samar province. (Please see Annex I)

The project is structured around three outcomes:

  • Outcome 1: Strengthened CSO-LGU collaboration on Disaster Risk Reduction (DRR) and Climate Change Adaptation (CCA)
  • Outcome 2: Increased climate-resilient livelihoods through Natural Resource Management (NRM) and Nature-based Solutions (NbS)
  • Outcome 3: Improved disaster risk governance in target communities

The baseline study is required to establish benchmarks for key indicators and inform the design and implementation of project activities.

II. Objectives

Establish baseline values for project indicators at outcome and output levels, as outlined in the project’s Logical Framework.

III. Scope of Work

The consultant will be responsible for leading the design and implementation of the baseline study for the project. The scope of work includes the following key tasks:

  1. Document Review and Inception report
  2. Review of relevant project documents, including the project proposal, logical framework, and resilience radar tools.
  3. Submit an Inception Report (maximum of 10 pages) that outlines the proposed methodology, work plan, and data collection design and plan, and must be consulted and agreed upon with the project team.
  4. Data Collection Tools
  • Adaptation of the Resilience Radar Tool, to fit the context of the target communities, ensuring alignment with project objectives and indicators
  • Create Network Performance Index Tool to measure effectiveness and efficiency of CSO-LGU networks’ performance outlined in the project logframe
  • And other tools necessary to measure key indicators that require a baseline specified in the project logframe.
  1. Pilot Testing and Orientation
  2. Conduct pilot testing of the data collection tools and revise based on the feedback.
  3. Conduct orientation sessions for the project staff and volunteers who will be involved in the data collection process.
  4. Data Collection and Analysis
    1. Onsite supervision of field data collection
    2. Analyze collected data to establish baseline values for key indicators
  5. Validation of Data and Reporting
  6. Prepare and submit a Draft Baseline Report summarizing methodology, findings, and limitations, to be reviewed by PRC, GRC and SRC.
  7. Deliver a presentation of the draft Baseline Report to PRC, GRC, and SRC.
  8. Submit a Final Baseline report, including executive summary, methodology, findings and limitations, based on feedback from PRC, GRC, and SRC.

IV. Coordination

The consultant will be directly coordinated with the National Project Coordinator (NPC), who will ensure alignment with project objectives.

  • Periodic updates will be provided by the consultant as needed, particularly at key milestones or upon request.
  • Regular coordination meetings (face-to-face or hybrid set-up) may be scheduled to review progress, address challenges, and ensure timely delivery of outputs, while also reinforcing adherence to the agreed code of conduct.

PRC will coordinate logistics and scheduling for interviews with key informants and stakeholders.

Technical oversight will be supported by the project team.

V. Deliverables and Timeline

The consultant is expected to submit the following deliverables:

  • Inception report with methodology and tools (Full Report not more than 10 pages)
  • Submission of First draft of Report
  • Customized network performance tool
  • Presentation of draft baseline report
  • Final baseline study report with executive summary and annexes

The timeline for conducting the baseline study is two months from the official signing of the contract. A recommendation of timeframe of activities is expected in the submitted tender. Finalization of details of the timeframe are to be done jointly by PRC,GRC, SRC and the selected consultant(s) during the inception.

VI. Key Milestones and Payment Terms

Disbursement of payment to the consultant based on deliverables as per milestone below:

Milestone – Description

Submission of Inception Report – 30% of contract cost

Submission of First Draft of Report – 30%

Submission of Final Report and acceptance by the PRC and GRC – 40%

The consultant is solely responsible for the payment of taxes and other lawful fees that may be incurred from this transaction. The net amount payable to the consultant shall be after the deduction of such taxes.

The consultant must provide an invoice containing contact details, the services provided, bank details, and VAT number/ taxpayer ID and should allow at least two weeks for the processing of the payment.

The consultant is expected to submit the following deliverables:

  • Inception report with methodology and tools (Full Report not more than 10 pages)
  • Submission of First draft of Report
  • Customized network performance tool
  • Presentation of draft baseline report
  • Final baseline study report with executive summary and annexes

VII. Qualifications and Experience

The firm or team of consultants selected for this study shall have the necessary qualifications, experience, and technical expertise to deliver a comprehensive baseline study. They should have a proven ability to conduct complex analyses, facilitate stakeholder engagement, and deliver actionable recommendations tailored to the Philippine context.

  1. Educational Background:
    • Preferably with an advanced degree (Master’s or higher) in DRR, CCA, Environmental Science, Development Studies, or a related field.
  2. Technical Expertise and Relevant Experience:
    • Experience in conducting baseline studies, needs assessment, or evaluations for EU-funded or development projects.
    • Knowledge and experience of DRRM, CCA, Nature-based Solutions (NbS), Natural Resource Management (NRM), circular economy, and green livelihoods in past projects.
    • Experience using risk assessment tools and methodologies.
    • Experience working with government agencies, NGOs, and local communities in the Philippines.
  3. Technical Skills:
    • Proficiency in data collection methods, including surveys, KIIs, FGDs, and secondary data review.
    • Ability to analyze complex data and produce clear, concise reports.
    • Strong analytical and report-writing skills, with the ability to present clear, concise, and actionable findings.
    • Excellent written and verbal communication skills.
    • Ability to facilitate workshops and engage with diverse stakeholders.
