Mission context

Doctors of the World Belgium (MdM-BE) is an international health and human rights NGO and a member of the Doctors of the World international network. The organization works in Belgium, the Sahel, the Great Lakes region, North Africa, and Eastern Europe to promote the right to health and reduce inequalities in access to healthcare.

Its action is based on a human rights-based approach, the sustainable strengthening of health systems and civil societies, community participation, advocacy, and the pursuit of systemic changes that promote inclusive and sustainable universal health coverage.

As part of the evolution of its programmatic approaches, MdM-BE wishes to progressively strengthen the capacity of its teams to integrate health systems and health economics approaches into the analysis, design, monitoring and strategic development of its programs.

This approach aims to strengthen the understanding of structural factors influencing access to care, to identify conditions favorable to the sustainability of interventions, to better understand the mechanisms enabling their institutionalization, replication and scaling up, as well as to strengthen the strategic positioning and advocacy of the organization.

In this context, MdM-BE is seeking a consultant for an institutional support mission aimed at defining an operational analysis framework and a capacity-building roadmap.

Mission Description

The main objective of the mission is to support MdM-BE in defining an analytical framework and a roadmap enabling better consideration of health systems and health economics dimensions in its programs and strategic development.

The main tasks of the mission will consist of:

  • To conduct an assessment of the current needs, knowledge and practices of the teams involved;
  • Identify the main concepts, approaches and issues relevant to MdM-BE regarding:
    • health systems;
    • health financing;
    • governance;
    • sustainability of interventions;
    • resilience of health systems;
    • scaling up interventions;
    • multisectoral and One Health approaches where relevant;
  • Develop an operational analysis framework applicable to diagnostics, project design, country strategies and funding proposals;
  • Design practical tools to enable the integration of these approaches into programs;
  • Facilitate two participatory online workshops;
  • Develop a capacity-building roadmap over a period of two to three years;
  • Formulate strategic recommendations regarding partnerships, expertise needs, and funding opportunities.

Desired profile

MdM-BE is looking for a consultant who can demonstrate:

  • Proven expertise in health systems and/or health economics;
  • Significant experience in fragile, humanitarian or development contexts;
  • A good understanding of how international NGOs operate;
  • Proven experience in capacity building and facilitating workshops;
  • An ability to develop practical tools adapted to operational needs;
  • Knowledge of low-income countries.

Experience with One Health approaches will be an asset.

MdM-BE wishes to draw the bidder’s attention to the fact that:

  • Services will primarily be provided remotely;
  • Online interviews and virtual workshops will need to be organized with the MdM-BE teams;
  • The maximum budget available is EUR 10,000 including all fees and any potential costs.

Mission Planning

The services will be performed during the period from September to October 2026 and the deliverables must be submitted no later than November 30, 2026.

The submission package must include

  • A technical offer including the consultant’s updated CV* and a description of the methodological approach envisaged to answer the questions and objectives outlined above, as well as a detailed timetable.
  • A financial offer including a detailed financial proposal in EUR , including all envisaged costs.

*The bidder’s CV will clearly and in detail indicate (organization, type of services and period of services), his similar experiences.

The bidder’s attention is drawn to the fact that the total lump sum price relates to one mission, and includes fees and expenses inherent to missions (possible travel and accommodation expenses).

The candidate’s offer, the documents attached to it, and the documents exchanged are written in French.

By submitting its bid, the bidder accepts all the clauses of the Specifications and waives all other conditions. If, during the analysis of the bids, the contracting authority finds that the bidder has added conditions that render the bid imprecise, or if the bidder expresses reservations regarding the conditions of the Specifications, the contracting authority reserves the right to consider the bid as substantially irregular.
