HEAL – INNOVATE – TOGETHER:

Since its creation in 2009, ALIMA has reached more than 18 million beneficiaries in 15 countries, primarily in Africa. In 2024, we developed 59 humanitarian medical response projects to address the needs of populations affected by conflict, epidemics, and extreme poverty. All of these projects are carried out in support of national health authorities through health facilities (including hospitals and health centers). Our work stems from a constant adaptation to the realities on the ground and advances in medicine. In 2024, ALIMA reached 5.9 million beneficiaries. We work in partnership, particularly with local NGOs, whenever possible to ensure that our patients benefit from expertise wherever it is found, whether in their own country or elsewhere in the world. Furthermore, to improve the humanitarian response, we conduct operational and clinical research projects, particularly in the areas of combating malnutrition and viral hemorrhagic fevers.

OUR PROJECT THEMES: Malnutrition, Sexual and reproductive health including gender-based violence, Primary and secondary health, surgery, pediatric care, deadly diseases such as Malaria, ARI, Diarrhea, Epidemics (Hemorrhagic fevers, meningitis, Cholera, Measles, Dengue, Covid-19).

THE ALIMA TEAM: More than 2,000 people currently work for ALIMA. The field teams, working closest to patients, receive support from the coordination teams, generally based in the capital cities of the countries where they operate. These teams are supported by the four desk teams and the emergency and openings team based at the operational headquarters in Dakar, Senegal. The teams in Paris and New York actively work on fundraising and representing ALIMA. The rest of the ALIMA network includes individuals and partner teams working for other organizations such as the medical NGOs BEFEN, ALERTE Santé, SOS Médecins/KEOOGO, AMCP-SP, and Demtou; the research organizations PACCI, INSERM, and INRB; the Universities of Bordeaux and Copenhagen; the NGO Solidarités International; and many others.

**OUR COUNTRIES OF INTERVENTION:** Mali, Burkina Faso, Central African Republic, Nigeria, Niger, Chad, Democratic Republic of Congo, Cameroon, Ethiopia, Guinea, South Sudan, Mauritania, Senegal, Sudan and Haiti.

ALIMA in the Central African Republic

Since its creation in 2009, ALIMA has been conducting health-focused humanitarian interventions. Present in the Central African Republic (CAR) since 2013, the organization develops activities there focused on the medical and nutritional care of children, reproductive health, primary and secondary health care, epidemic response, and operational research.

With 15 years of experience in humanitarian medical action, including in the Central African Republic, the organization relies on both the expertise of international professionals and that of local staff to effectively meet the needs of the population.

ALIMA also has solid experience in strengthening the provision of care in CAR, at both the primary and secondary levels.

The Central African Republic (CAR) has nearly 6 million inhabitants spread across 35 health districts and more than 1,000 health facilities. ALIMA provides support to populations affected by armed conflict, natural disasters, and epidemics. The organization works in the areas of health and nutrition in zones impacted by humanitarian and security crises, which have significant consequences for the nutritional status and access to healthcare for vulnerable populations.

To date, ALIMA is present in six health districts (Haut-Mbomou, Berberati, Carnot, Gamboula Batangafo-Kabo and Bouca) and supports more than 20 health facilities as well as two hospitals (Zémio Secondary Hospital and the Bouca District Hospital).

FUNCTIONAL AND HIERARCHICAL LINKS

  • Refers to the head office pharmacist technical expert
  • Supervises the pharmacy managers/supervisors of the projects and the central pharmacy, and indirectly, the stock managers.

MISSION AND MAIN ACTIVITIES

The Country Pharmacy Manager is responsible for analyzing the needs for medicines and medical equipment, and ensures the quality of the products used and their availability in the field. He is the

  • Responsible for the proper management of medications throughout the mission
  • A bridge between our activities and drug-related issues in connection with national pharmacy policies
  • Responsible for strengthening the HR skills of our pharmacies as well as those of the supported healthcare facilities.
  • Responsible for defining the medication circuit in accordance with donor requirements
  1. General supervision of pharmacies in the country
  • Providing technical support in the organization of distribution units (central and/or project stock) and consumption units: layout of premises, storage and classification of products, storage conditions, hygiene…
  • Set up and supervise the appropriate use of pharmacy management and monitoring tools (stock sheets, order sheets, Saga Stock, Saga Stock reporting, etc…).
  • Provide technical support and ensure proper management of distribution and consumption units: entries, exits, receipts, deliveries, stock rotations, consumption, expiry dates, theoretical and physical inventories, expired medicines, etc.
  • Ensure regular checks, replenishment/filling of emergency kits/trunks.
  • Ensure that the temperature, humidity and light exposure are appropriate for the medications in the pharmacy, according to the application of standard procedures.
  • Ensure that the cold chain is properly maintained, according to ALIMA standards.
  • Ensure monthly monitoring of stock levels (risk of stockouts, stockouts, overstock, dormant stock, products nearing their expiration date, inventory discrepancies) and provide feedback on monthly pharmacy reports to the medical coordination team.
  • Travel regularly to projects to ensure the supervision and monitoring of pharmacy-related activities in the field.
  • Train staff in charge of pharmacy management on the knowledge and management of medicines, equipment or items commonly used or ordered from project stocks.
  1. Management of the supply of medicines and equipment
  • Ensure the existence and proper functioning of a supply chain for medicines and medical equipment (procedures, schedules, etc.)
  • Develop internal medical orders: both in terms of periodicity (taking into account geographical, security, operational and financial constraints) and needs (based on average monthly consumption analyzed with stock rotations and epidemiological factors).
  • Ensure a clear and consistent distribution circuit/system between the different units (distribution/consumption), including the assignment of responsibilities among the staff involved.
  • Encourage interdepartmental communication and information exchange regarding the state of Central stocks and projects, pharmacy management and activity monitoring, for better management and use of medical stock.
  • Collect and record all data and indicators for the purpose of mission reports (monthly, quarterly, annual).
  • Ensure the monitoring of actual and theoretical consumption (according to Saga Stock) and in the development, consolidation, planning and monitoring of international medical orders, including the budgeting part with finance and logistics, as well as taking the necessary measures in the event of delivery delays, risks of stock shortages, etc.
  • Prepares import authorization requests (for products requiring one) and oversees obtaining them from national authorities and assists logistics, if needed, in customs clearance procedures for medical orders.
  • Ensures that the final version of the orders is transmitted to the fields (deadlines, quantities, etc.).
  • Ensure follow-up of current orders (receipt, backorders).

Management of distribution units (central pharmacy, project pharmacies )

  • Ensures that items are correctly stored and identified according to ALIMA standards.
  • Ensures storage conditions according to ALIMA standards (hygiene, temperature, ventilation, storage, security), with special attention given to dangerous products, those requiring a cold chain and narcotics.
  • Ensures the correct use of stock records (entries/exits/inventories/signature on each line etc…).
  • Supervises and/or participates in regular physical inventories (quarterly/ before the end of landlord contracts/ and always before order preparation) which are complete and mandatory.
  • Prepares an inventory report (with initialed and archived copy) after each complete inventory and takes the opportunity to value the stock.
  • Constantly monitor products with an expiry date less than 6 months away, produce a report to the Medical Coordination and make proposals.
  • Ensure that the following are kept constantly up to date:
  • the register of psychotropic and narcotic substances
  • the register of expired products
  • Track monthly donations, loans and product repayments between projects or to third parties.

Ensure that expiry dates of items are monitored, and that emergency kits, first aid kits and pharmacies in offices and/or expat homes are kept up to date according to the respective pre-established schedule.

  • Stay properly informed about national import regulations and any possible changes to procedures.
  • Understanding national standards for the destruction of perishable medical items and advocating for compliance with international standards.
  • Communicate regularly with logistics, administration and finance regarding medical supplies.
  • Set up the information, validation, and reporting circuit within the medical supply chain in conjunction with the Medical and Logistics department.
  • Establish a regular meeting system to improve communication and information sharing, which is essential for operations.
  • Report regularly to the Medical Coordination (at least monthly and whenever deemed necessary) on the pharmacy situation: current state of affairs, expiry of medications, consumption, prevention of stock shortages, etc., using the monthly pharmacy report.

Capacity building and team leadership

  • Define, with the help of the direct managers of the people concerned, the training needs of the teams involved in the management of the pharmacy, in line with the objectives of the project.
  • Participate in the training of team members in charge of pharmacy management in projects by providing support in the work.
  • Participate in the selection and monitoring of the staff responsible for pharmacies.
  • Collaborating on the clear definition of tasks and the regular updating of job profiles for pharmacy managers.
  • Assists in the evaluation of the technical and supervisory capacities of agents involved in the management of pharmacies.

EXPERIENCES AND SKILLS

Training:

  • Doctor of Pharmacy
  • A trained nurse with experience as a pharmacy manager on a mission with a medical humanitarian NGO.

Experiences:

  • At least 2 years’ experience in a similar position
  • Experience in a humanitarian medical intervention context
  • Experience in team management and supervision

TERMS

Contract duration and type : Fixed-term contract under French law – 6 months with possibility of extension

Salary : Salary according to ALIMA scale + per diem

ALIMA takes care of:

  • Travel expenses between the expatriate’s country of origin and the mission location
  • accommodation costs
  • 2.08 days of leave per month
  • daily per diem
  • Medical coverage from the first day of the contract until one month after the departure date from the country of assignment for the employee and their dependents
  • The policy of taking a break every 3 months (for a 6-month mission)
  • The evacuation for the employee
