Hand in Hand for Aid and Development (HiHFAD) is a Non-Profit, Non-Governmental, Charitable Incorporated Organization registered in the United Kingdom and in Türkiye (TR: İyilik İçin El Ele Derneği) that provides high standards in humanitarian and relief services to the most vulnerable wherever needed through local engagement and global support.
Established in 2011 by a group of British-Syrian diaspora, HiHFAD was born out of a desire to extend a helping hand to vulnerable groups and displaced families in Syria and beyond. Since then, HiHFAD remained at the forefront of humanitarian agencies, providing life-saving aid to Syrians in hard-to-reach areas. Our extensive Healthcare Program has enabled us to expand and reach even more communities and internally displaced people; providing a comprehensive, integrated multi-sectoral intervention in Health, Nutrition, WaSH (Water, Sanitation and Hygiene), Protection, Shelter, Non-Food Assistance, Food Security, Livelihoods, and Education.
HiHFAD mandate is to alleviate the suffering of those in need without any type of discrimination, protect the most vulnerable, promoting social justice and welfare, and fostering durable solutions through delivering community-based humanitarian and development interventions.
Job overview
To lead and manage HR operational processes including HRIS administration, employee compensation and benefits, records management, and compliance with organizational policies and local labor laws. The position ensures effective and timely execution of HR services, operational accuracy, and integrity, while upholding safeguarding and GESI principles in all procedures.
Main Tasks & Responsibilities
1. HR Operations and HRIS Management:
- Manage the Human Resources Information System (HRIS), ensuring accuracy, data security, and integration with other systems.
- Oversee the maintenance of employee records, contracts, and personnel documentation in both digital and physical formats.
- Generate operational HR reports including headcount, contract status, turnover, and leave tracking.
2. Payroll, Compensation, and Benefits:
- Coordinate with Finance on monthly payroll processing, ensuring timely and error-free payments.
- Administer benefits programs including health insurance, leave entitlements, and other staff allowances.
- Maintain updated records of entitlements and benefits, ensuring alignment with HR policies and donor requirements.
- Contribute to the periodic review of salary scales and benefits packages using benchmarking data.
3. HR Policy Implementation and Audit Support:
- Ensure HR administrative procedures comply with labor laws, internal policies, and safeguarding principles.
- Support internal and external audits through accurate documentation and timely data provision.
- Participate in updating operational SOPs and HR forms/tools in coordination with the policy team.
4. Employee Data Management and Reporting:
- Maintain an accurate, up-to-date HR database for employee lifecycle management.
- Prepare monthly, quarterly, and annual HR reports for internal use and donor reporting.
- Track and report key operational HR metrics such as time-to-hire, turnover rate, contract renewals, and staff demographics.
5. Employee Services and Support:
- Respond to staff inquiries related to HR administration, payroll, and benefits in a timely and confidential manner.
- Coordinate onboarding and exit processes to ensure smooth integration and offboarding.
- Conduct HR induction sessions focusing on administrative procedures, rights, and responsibilities.
6. Compliance, Risk, and Safeguarding Integration:
- Ensure all HR operations reflect safeguarding, gender equality, and inclusion standards.
- Monitor HR practices for compliance risks and propose mitigation actions where needed.
- Support the documentation and referral process in safeguarding-related HR matters.
7. Workplace Wellbeing Support:
- Coordinate logistics for staff care initiatives including leave management, insurance claims, and well-being activities.
- Contribute to the implementation of workplace safety measures in coordination with Admin and Security.
8. Coordination and Team Support:
- Provide technical guidance to field HR staff on operational processes, documentation, and compliance matters.
- Act as the focal point for coordination between HR operations and other support departments (Finance, IT, Admin).
- Maintain an up-to-date tracker for all operational HR requests, deadlines, and compliance checks.
Background Knowledge & Experience
Education Level: Bachelor’s degree in a related field.
Work Experience: minimum 3 years in Human Resources
Languages: English: b2 Arabic: C2
