Who are we ?

Maries Stopes International’s mission is “children by choice and not by chance”; as an organization specializing in reproductive health rights, we act through our service delivery channels to strengthen the provision of family planning in Niger.

In Niger, the contraceptive prevalence rate is very low (12%) and stagnant, while the fertility rate remains high (7.6). At the invitation of the Nigerien Ministry of Health to participate in the implementation of the 2020-2030 Action Plan for Family Planning in Niger, Marie Stopes International Niger was established in 2014. MSI Niger quickly became one of the leading providers of sexual and reproductive health (SRH) and family planning services in Niger. The organization is constantly expanding thanks to the support of multiple donors who recognize the quality of MSI’s services.

The Function

Under the supervision of the Chief Financial Officer, he/she contributes to the sound financial management of the organization and the implementation of its financial strategy. He/she ensures the proper application of procedures and monitors activities related to general and analytical accounting, treasury, taxation, management control and budget control.

Under this supervision, his main missions are as follows:

Main Responsibilities

  1. Support in Strategy and Team Management
  • Develop the annual budget in line with MSI Niger’s strategy.
  • Supervise general and analytical accounting, treasury, taxation, management control and budget monitoring.
  • Contribute to the annual strategic planning and development initiatives of MSI Niger.
  • Promote an ethical, respectful and performance-oriented work environment.
  • Strengthen internal collaboration, support problem-solving and promote inclusive decision-making.
  • Collaborating with the regional finance team on projects to improve financial systems.
  • Supervise the finance team, organize the distribution of tasks, monitor work plans and support the professional development of employees.
  • Establish a culture of transparent, responsible and professional management.
  • Supporting Management in developing financing plans and validating external financing needs.
  1. Support in Financial and Accounting Management
  • Ensure accounting complies with local standards, donor requirements and MSI Global procedures.
  • Ensure transparent use of financial resources through effective internal controls over payroll, cash, banks, inventory and fixed assets.
  • To manage financial risks and propose appropriate mitigation measures.
  • Manage program cash flow and prepare funding requests to headquarters and local donors.
  • Monitor national tax obligations, assess their impact on MSI Niger and recommend necessary measures.
  • Check and validate accounting journals before they are recorded in the system.
  • Control the coding of intercompany transactions with London and other countries in the region before the monthly closing.
  • Analyze balance sheet accounts before each closing and ensure that balances are justified and properly documented.
  • Prepare monthly accounting reports for headquarters within the required deadlines.
  • Establish a monthly and annual closing schedule, with a clear allocation of tasks for the finance team.
  • Organize monthly reviews with the management team to analyze financial trends and areas of concern.
  • Ensure secure, systematic archiving that complies with local regulations and grant agreements.
  • Monitor debt recovery from debtors.
  • Ensure the payment of supplier invoices, service fees and authorized advances.
  • Share monthly financial performance analyses with the relevant departments, highlighting areas requiring follow-up.
  • Develop, in consultation with the Regional Finance Advisor, the financial procedures manual, train the teams in its use and ensure its regular updating.
  1. Contribution to Project Management and Reporting
  • Establish mechanisms to monitor expenditures in relation to planned activities and propose necessary adjustments with program managers.
  • Maintain budget monitoring tools, including HR forecasts and indirect operating cost analysis.
  • Prepare a detailed monthly analysis of programmatic spending by landlord for the management team.
  • Verify the eligibility of the expenses charged with regard to budgets and financing agreements, then propose the necessary corrective actions.
  • Prepare financial reports for donors on time and in accordance with contractual commitments.
  • Develop the annual budget with the program teams and update the forecasts on a monthly and quarterly basis.
  • Support the program and New Business teams in preparing budgets for new funding proposals.
  1. Audit Support
  • Coordinate internal and external audits by facilitating communication between auditors and relevant teams.
  • Prepare, with the regional finance team, management’s responses to audit recommendations.
  • Follow up on the implementation of audit recommendations within the agreed timeframe.
  1. Support for internal control
    • Update and apply financial management systems, procedures and policies in accordance with national, international and MSI standards.
    • Follow internal controls related to cash, inventory, fixed assets and other assets.
    • Identify weaknesses in internal control and propose appropriate corrective measures.
    • Disseminate financial policies, procedures and tools to MSI Niger executives.
    • Conduct periodic control visits to service delivery centers.
  2. Administrative management
    • Ensure that MSI agreements comply with national regulations.
    • Ensure compliance with the legal obligations applicable to MSI Niger.
    • Ensure the application of administrative and financial procedures.

Skills and Experience (desired)

  • At least seven years of experience in financial management, including three years in a supervisory role, ideally in an NGO or international organization.
  • Bachelor’s degree (Bac+4/5) in finance, accounting, auditing, management or equivalent field.
  • Experience in the financial management of projects funded by institutional donors.
  • Good command of budget monitoring, financial reporting and compliance rules.
  • Good experience in internal control, audit and financial risk management.
  • Ability to analyze financial data and formulate clear recommendations.
  • Experience in team management, coaching and skills development.
  • Proficiency in Excel and good knowledge of Microsoft Office tools.
  • Knowledge of accounting software such as SUN, SAGE or Infor is an asset.
  • Fluency in French is required; a good working ability in English is desirable.
