General context of the project
INTERSOS has been operating in Chad since 2004, with humanitarian operations focused on protection, health and nutrition, food security and water, hygiene and sanitation (WASH).
In Chad, INTERSOS implements projects in the Lake and Eastern regions for the benefit of internally displaced persons and Sudanese refugees. After a break in 2016, activities resumed in 2017 with an emphasis on the protection of human rights, particularly those of children and women, through the establishment of Child Friendly Spaces, the management of GBV cases, social cohesion, community rehabilitation, as well as access to drinking water, health and food security.
INTERSOS works on the front lines to meet the needs of populations affected by crises, in partnership with national authorities, United Nations agencies and international donors such as ECHO, UNHCR, WFP, UNICEF, UNFPA, the US Department of Defense, FCDO, SV, AICS and FHRAOC
General objective of the position
The Research, Monitoring-Evaluation and Accountability Project Manager is responsible for the planning, technical coordination and implementation of the UNICEF-INTERSOS project aimed at strengthening accountability to affected populations in Chad.
He is responsible for conducting formative and operational research activities, steering the MeRI inter-organizational accountability mechanism, producing and analyzing data, disseminating results, and using evidence to improve the quality of the humanitarian response.
He ensures the programmatic and budgetary management of the project and oversees the achievement of results in accordance with the requirements of INTERSOS, UNICEF and international standards for collective accountability.
Main responsibilities and tasks
Main responsibilities
- Strategic management and project coordination.
- Ensure the planning, implementation and monitoring of the project in accordance with the document approved by UNICEF.
- Ensure the achievement of project results, indicators and deliverables.
- Ensure technical coordination between INTERSOS, UNICEF, the Chadian Red Cross (CRT) and the partners of the AAP Working Group.
- Ensure compliance with contractual deadlines and landlord requirements.
- Identify operational risks and propose mitigation measures.
Formative and operational research:
- Supervise the methodological design of qualitative and quantitative studies.
- Coordinate Baseline, Midline and Endline surveys.
- Supervise focus groups, key informant interviews, community perception surveys, and stakeholder mapping exercises.
- Ensure the systematic integration of considerations related to gender, age, disability and protection.
- To ensure the scientific quality of protocols, collection tools and analyses.
- Supervise the consultants or firms involved in the studies.
- Ensure the validation of research reports.
Management of the inter-organizational accountability mechanism (MeRI):
- Coordinate the national deployment of the MeRI v2 platform.
- Oversee the collection, processing and analysis of feedback and complaints.
- Ensure the application of standards to Accountability to Affected Populations (AAP).
- Ensure the quality of data recorded in MeRI is monitored.
- Supervise the mechanisms for referring and closing complaints.
- To produce regular analyses to guide humanitarian decision-making
Data analysis and knowledge production:
- Ensure the use of quantitative and qualitative data.
- Oversee the production of dashboards, analytical reports, summary notes, and capitalization products.
- Identify trends, risks, community concerns and programmatic opportunities.
- Ensure the dissemination of results to humanitarian actors.
Capacity building:
- Develop capacity-building plans for partners.
- Organize training sessions on AAP principles, complaints and feedback management, the use of MeRI v2, and research and data collection methods.
- Supporting the accountability focal points of partner organizations.
- Carry out regular formative supervision missions.
Coordination of the AAP Working Groups:
- Supporting the facilitation of the national, Lake and East GT-AAP.
- Prepare and present monthly analytical dashboards.
- Ensure follow-up on recommendations and action plans resulting from meetings.
- Facilitate the sharing of best practices and lessons learned.
Capitalization and advocacy:
- Supervise the external evaluation of the inter-organizational accountability mechanism.
- Coordinate the development of capitalization products. Organize the National Capitalization and Advocacy Conference.
- Contribute to efforts aimed at the institutionalization and sustainability of the MeRI mechanism.
- Produce advocacy documents based on project results. Financial and administrative management:
- Ensure the overall management of the project budget.
- Develop and monitor financial and supply plans.
- Control the use of resources in accordance with INTERSOS and UNICEF procedures.
- Ensure compliance of expenditures and quality of supporting documents.
- Contribute to budget forecasts and any revisions. Supervise project staff.
- Organize planning and follow-up meetings.
- Provide technical coaching to the teams.
- Conducting performance evaluations.
- Ensure compliance with the INTERSOS Code of Conduct and policies.
Reporting :
- Prepare technical reports for UNICEF.
- Produce the intermediate and final narrative reports.
- Ensure the quality of data and verification methods.
- Contribute to the production of communication and visibility materials.
- Develop and update the project indicator monitoring framework. Ensure performance and results monitoring.
- Organize periodic data reviews.
- Document lessons learned and best practices.
- Contribute to the continuous improvement of accountability mechanisms.
Required profile
- Master’s degree or higher university diploma in Monitoring and Evaluation, Social Sciences, Statistics or related field.
- Minimum of 3 years of professional experience in humanitarian project/programme management, monitoring and evaluation, operational research, community accountability mechanisms (AAP/CFM).
- Inter-agency coordination experience is highly desirable.
- Experience in complex emergency situations
- In-depth knowledge of AAP principles and IASC commitments.
- Proficiency in qualitative and quantitative research methods.
- Proficiency in Kobo, ODK or similar tools.
- Excellent statistical analysis and writing skills.
- Experience in designing dashboards and analytical products.
- Good command of advanced Excel; Power BI or equivalent is an asset.
- Fluent French is essential.
