Job Purpose:
Ensures the achievement of the objectives of emergency and humanitarian action projects at the national level, guaranteeing the application of the program quality policy, the monitoring and evaluation framework, and the rights-based, gender, and inclusion approach in emergency and disaster situations, in accordance with humanitarian principles. Works at the nexus between humanitarian and development efforts, aligned with the organization’s purpose.

General Responsibilities:
- Establish strategic guidelines for Emergency, Food Security, and Humanitarian Action projects and ensure their implementation.
- Support the mobilization of resources by overseeing the formulation, follow-up and monitoring of Grant funds in the field of emergencies and humanitarian action.
- To influence the strengthening of the National Risk Management System
- Update emergency plans and strengthen the capabilities of response teams.
- Lead and manage the performance of the national team and the successful management of binational projects, if any.
- Ensure compliance with the PMERL System (Learning, Monitoring, Evaluation and Research) as part of compliance with the Program Quality Policy and Influence in the field of emergencies and humanitarian action
- Promote gender equality and inclusion in emergency and humanitarian action projects throughout the project cycle.

Specific Gender Responsibilities
- Use inclusive language

- Mainstreaming gender in all Emergency and Humanitarian Action documents and activities
- Support in the monitoring and evaluation of the implementation of Plan’s approach and guidelines for gender equality in Emergency and Humanitarian Action projects.
Specific Responsibilities of Child Protection (PN)
- Ensure the incorporation of the child protection approach in the design and implementation of programs and projects.
- Acquire knowledge about the Plan’s PN procedures.
- Communicate the protection policy to partners and allies prior to the signing of agreements and verify that protection responsibilities are included when partners and allies come into contact with children, and monitor compliance.
- Ensure that the requested civil contracts specify the specific protection responsibilities that suppliers/consultants have when they have contact with children or access to sensitive information.
- Report child protection concerns or incidents to the protection focal point
- Activate reporting mechanisms during the implementation of Emergency and Humanitarian Action projects.
Required Qualifications and Experience:
- Third-level degree in: Risk Management or related fields
- Postgraduate studies: Risk Management, Security, Disaster Management, Migration
- Experience in Risk Management and Human Mobility (minimum 4 years).
- Desirable knowledge and experience in Climate Change (two years)
- High level of proficiency in spoken and written English.
- Computer package management.
- In case of emergencies, full-time availability and willingness to travel are required.
