Program Background
DT Global has been engaged by the Australian Department of Foreign Affairs and Trade (DFAT) to manage the next phase of Australia’s investment in strengthening the delivery of law and justice services in Papua New Guinea for a 4-year period to 31 December 2027.
APLJ seeks to contribute to PNG’s law and justice sector capacity to provide inclusive, safe, secure and accountable law and justice foundations for peaceful and prosperous communities, equitable economic development and private sector growth.
The Infrastructure and Equipment Fund (IEF) is one of the core delivery mechanisms under the Australia–Papua New Guinea Law and Justice Partnership (APLJ). It provides targeted funding to PNG law and justice sector agencies to procure essential equipment and undertake priority infrastructure upgrades that strengthen service delivery. The fund supports improvements to the functionality, safety, and accessibility of justice institutions—such as courts, police facilities, and correctional services—directly contributing to APLJ’s end-of-program outcomes.

The Role
The Site Engineer, Infrastructure will provide day-to-day technical oversight and supervision of construction and infrastructure projects supporting law and justice agencies across the Autonomous Region of Bougainville (ARoB). The role is responsible for ensuring that works are delivered in accordance with approved designs, technical specifications, contract requirements, applicable standards, project schedules, and health, safety, environmental, and safeguarding obligations.
Working closely with APLJ’s infrastructure team, contractors, consultants, government counterparts, and other stakeholders, the Site Engineer will act as a key liaison between project partners and site-based activities to support successful project delivery.
The position will also play a critical role in identifying and resolving technical and implementation issues, monitoring contractor performance, and providing accurate and timely reporting on project progress, quality, risks, and emerging issues to support effective decision-making and project outcomes.

About You
Qualifications
- A bachelor’s degree or recognised tertiary qualification in Civil Engineering, Construction Engineering or a closely related discipline.
- Registration or eligibility for registration as a professional engineer in Papua New Guinea, is desirable.
Essential Experience and Knowledge
- Demonstrated professional experience in construction supervision, site engineering or infrastructure project delivery.
- Practical experience supervising building and/or civil construction works.
- Strong understanding of construction drawings, specifications, bills of quantities and construction contracts.
- Demonstrated experience in construction quality assurance and quality control.
- Experience verifying construction progress, quantities and contractor claims.
- Sound understanding of workplace health and safety requirements applicable to construction sites.
- Strong analytical and problem-solving skills, including the ability to identify construction issues and recommend practical solutions.
- Strong written reporting and record-keeping skills.
- Proficiency in Microsoft Office and relevant engineering/project management applications.
Preferred Experience and Knowledge
- Experience delivering infrastructure projects in Papua New Guinea or comparable Pacific or developing-country environments.
- Experience with institutional, government, justice, corrections, police or other public infrastructure.
- Experience working on donor-funded infrastructure programs, particularly Australian Government-funded programs.
- Familiarity with Australian Standards and relevant Papua New Guinea building and construction standards.
- Experience working with geographically remote construction projects and managing associated logistical and security constraints.
Personal Attributes
- Ability to work independently and exercise sound professional judgement in remote or challenging operating environments.
- Strong interpersonal skills and demonstrated ability to work effectively with contractors, government counterparts, communities and multidisciplinary project teams.
- Willingness and ability to undertake regular travel to project sites throughout Papua New Guinea.
