Job Context
The Pacific is a vast geographical area, with small countries, many of which are composed of a multitude of islands, often sparsely populated but with significant access constraints. The Pacific is heavily affected by multiple natural hazards (earthquakes, volcanoes, cyclones, etc.) of significant magnitude. Four of the ten countries most at risk in the world are located in the Pacific. The vulnerability of Pacific populations has increased in recent years due to the impacts of climate change. Cyclone occurrence forecasts are decreasing, but with greater intensities, causing greater damage without adequate anticipation, adaptation, and preparation for these frequent crises.
Thanks to its unique expertise in supporting National Societies (Red Cross/Red Crescent) in contexts of small territories and island states around the world, the Directorate of International Operations (DOI) of the French Red Cross (FRC) has reopened the South Pacific Ocean Regional Intervention Platform (PIROPS) in New Caledonia since October 2024. This new platform allows for the implementation of disaster preparedness, emergency response, and risk reduction operations and projects in the Pacific, and more specifically in Vanuatu and Fiji. PIROPS is recognized as a key player in the humanitarian response in the Pacific, both among the authorities and actors of New Caledonia and within the International Red Cross and Red Crescent Movement in the Pacific.
The 3 Oceans project, funded by the French Development Agency (AFD), has a strong component in capacity building for Pacific National Societies. Furthermore, funding agreements between the CDCS of the MEAE and the French Red Cross allow PIROPS to intervene quickly in the event of a crisis at the request of host National Societies. PIROPS can rely on the Territorial Delegation of New Caledonia of the French Red Cross (DTNC) in New Caledonia, which has trained volunteers ready to be deployed, as well as pre-positioned stocks in New Caledonia and rapid and efficient logistical capacity with regional partners. With the assistance of the World First Aid Reference Centre (CMRPS) based in Paris, PIROPS also supports Pacific National Societies and partners on the subject of First Aid. It also works to better take into account gender considerations and to reduce the environmental footprint of humanitarian aid.
Reporting to the Regional Representative, the Disaster Preparedness and Response Officer is part of the PIROPS Programs team. The working language outside of New Caledonia is English.

GENERAL DESCRIPTION
The post holder is responsible for the implementation of the Disaster Preparedness and Response component, particularly in Vanuatu. This involves frequent travel (once a month to Vanuatu).
In carrying out all of his/her duties, he/she complies with the guidelines of the French Red Cross and collaborates with PIROPS partners for the implementation of activities, in a spirit of delegation and transfer of activities to national partners. The main role of the delegate focuses mainly on the supervision of activities in Vanuatu, in close collaboration with the Vanuatu Red Cross. This position also contributes to strengthening the capacities of the French Red Cross in NC in terms of disaster preparedness and response.
All activities carried out by the Disaster Preparedness and Response (DPR) manager must be integrated into GRC activities over the long term. In this perspective, he/she also works in close coordination with the Alert Project Manager (Risk Reduction Awareness in Schools).

Training and Experience
▪ DU or Master in risk management
▪ Failing this, higher education in the field of international solidarity project management, humanitarian aid or development – or proven professional experience in a similar position
▪ Good knowledge of the Vanuatu context
▪ Proven experience in the field of risk management
▪ Proven experience in the humanitarian field, particularly in emergency situations
▪ Experience within the International Red Cross Movement or an NGO desired
▪ French and English: fluent, spoken and written.
