SOLIDARITES INTERNATIONAL (SI) is an international humanitarian aid organization that, for over 40 years, has been providing assistance to populations affected by armed conflict and natural disasters by addressing their vital needs: water, food, and shelter. Particularly committed to combating diseases linked to unsafe water, the leading cause of death worldwide, SI implements its interventions with expertise in the areas of access to drinking water, sanitation, and hygiene promotion, as well as in the essential areas of food security and livelihoods. The mission
Solidarités International has been working in the DRC since 2001 to address the humanitarian needs of populations impacted by conflict and natural disasters, and to contribute to the fight against epidemics. The mission is active in the areas of food security and livelihoods (FSL), water, hygiene and sanitation (WASH), and multi-sectoral cash transfer assistance (direct cash or vouchers). Each activity includes a protection component (either integrated across sectors or implemented independently through an implementing partner). Programs cover emergency response through Rapid Response Mechanisms (RRMs) and second-line support. However, they also include recovery and development activities in stabilized areas. This approach reflects the mission’s strategy: maintaining a strong emergency response capacity while developing more sustainable solutions to the challenges facing populations in the eastern part of the country.
The mission comprises a coordination office and operational bases located in the provinces of North Kivu, Ituri, and South Kivu. As part of its multi-year strategy, Solidarités International in the DRC aims to open new sub-bases and expand its program portfolio. In 2026, the financial volume reached USD 30 million. Field teams implement various projects while conducting multi-sectoral assessments to secure additional funding and continue supporting vulnerable populations.
Description of the offer
General objective:
The Ethics and Compliance Coordinator’s role is to verify the compliance of internal practices and ensure the dissemination of good internal control practices, as well as, as a priority, to ensure the follow-up and processing of reports/alerts as quickly as possible.
He/she actively contributes to the success of external audits and ensures the implementation of recommendations.
They play an active role in preventing and addressing abusive behavior, as well as in implementing risk management within the organization. They are the primary contact at headquarters for audits, abuse prevention and management, and matters relating to internal ethics and compliance procedures.
Main Challenges:
– Capacity building for the E&C Manager with a view to promotion to E&C Manager. Capacity building for the E&C Assistant.
– Coordination of audits and production & archiving of documentation.
– Volatile security context; Access issues to certain localities; Opening of a new intervention area; Numerous cases of fraud, corruption, and PEASH requiring time for investigations.
– Management of a significant financial volume (30M in 2026) with a diverse donor portfolio, and consequently, frequent audits and reports to be submitted to donors through various channels.
Priorities for the first 2-3 months:
– Coordinate the management of all alerts/reports on the mission
– Lead investigations and propose management tools (reports, interview forms, signatures of confidentiality agreements from resource persons, etc.)
– Strengthen the capacities of the E&C Manager and the E&C Support Team
– Support archiving practices on the mission (already well underway)
Security :
The entire eastern region of the DRC is categorized as a level 4 security zone, and all operational areas remain particularly volatile. Regarding the major security constraints:
1. persistent instability of the area linked to the presence and activity of several armed groups;
2. logistical constraints due to the impassability of roads, and the need to support the development of the area with a strengthening of the logistical structure in order to reduce security risks during field missions;
3. Acceptance from communities is generally very good, but there is a need to continue community engagement on an ongoing basis in order to maintain this acceptance;
4. Constant media disinformation which can increase psychosis in the area and must be disseminated quickly; 5. Added to this is the current Ebola epidemic which is raging in the East of the DRC, with obvious security/access constraints.

FORMATION ET EXPERIENCE:
- Experience in the humanitarian sector: +5 years
- Experience in a similar role: +5 years
COMPETENCES:
Technical skills:
1. Complete audit management: planning, document preparation, coordination with relevant teams, responding to auditors, follow-up and closure
2. Conducting internal audits of local partners, including preparation, evaluation of management practices, and follow-up on recommendations
3. Ability to explain compliance and ethics issues in simple terms to non-specialist colleagues.
4. Proven experience in investigating various types of abuse, fraud, corruption, PEASH, and safeguarding = Ethics Expert
Cross-cutting skills:
1. Autonomy, sense of coordination and team spirit.
2. Strong intercultural sensitivity and ability to adapt to varied contexts.
3. Good stress management: ability to work under pressure, with heavy workloads and short deadlines.
4. Prior experience in team management.
5. At least one experience in an emergency context and if possible in Central Africa.

SI will offer you the following conditions
A salaried position: Depending on experience, starting from EUR 2860 gross per month (2600 base salary + 10% annual leave allowance paid monthly) and a monthly Per Diem of USD 800.
SI also covers accommodation costs and travel expenses between the expatriate’s home country and the place of assignment.
Breaks: During the mission, a system of alternating work and leave is in place, with 7 working days off every three months (with USD 850 allocated by Solidarités International). In addition to these break periods, one extra day of leave is granted for each month worked.
Social and medical coverage: Expatriates benefit from insurance that reimburses all healthcare costs (including medical and surgical fees, dental and ophthalmological care, and repatriation) and a supplementary benefits system that includes war risks. Essential vaccination and antimalarial treatment costs are reimbursed.
LIVING CONDITIONS:
– Accommodation in guesthouses with private rooms and bathrooms.
– Cooks available and access to a relatively varied, high-quality menu that can be adapted to different dietary needs.
– Some activities available (restaurants and bars; possible opportunities for sports).
– Security measures are subject to change depending on the situation, with curfews varying by area.
Note: Due to the Ebola virus disease (EVD) epidemic, certain restrictions are currently in place in the city of Goma, where the post is based. However, these rules are reviewed as the situation improves and stabilizes.
