Currently, as part of the emergency response to the earthquake, DRC is seeking a highly qualified Economic Recovery Officer based in Caracas, Venezuela.
About the job:
DRC manages its operations in Venezuela through its country office in Caracas and three field offices located in the states of Sucre, Apure, and Zulia. DRC Venezuela implements protection monitoring, legal assistance, individual protection assistance for persons with specific needs (PWSN), information sessions for persons of concern (PoC), prevention of human trafficking, and food security initiatives.
As part of the emergency response to the earthquake that occurred in June 2026, DRC is opening a new implementation office in Caracas, separate from the country office, to address the needs of the affected populations. To this end, it is seeking to hire an Economic Recovery – Livelihoods Officer who will be responsible for the effective and timely implementation of DRC’s Economic Recovery programs in Venezuela.
General objective of the position
Under the supervision of the Economic Recovery Team Leader or the Economic Recovery Manager, the Economic Recovery – Livelihoods Officer will be responsible for the effective and timely implementation of DRC’s Economic Recovery programs in Venezuela. This includes providing on-the-ground technical support to strengthen entrepreneurs, microbusinesses, and other productive initiatives in vulnerable communities exposed to protection risks and disasters, as well as developing soft skills and competencies for entrepreneurship, employability, and sustainable income generation, promoting their connection to market and employment opportunities.
The Officer will also be responsible for facilitating career guidance processes, strengthening employability skills, and coordinating with private sector stakeholders, technical training institutions, and other strategic partners that contribute to the labor market integration and economic recovery of Persons of Interest (PDI). They will also facilitate the transfer of training methodologies to local partners using tools developed by DRC and ensure the proper collection of the necessary verification methods for monitoring, tracking, and reporting on implemented activities.
You will also be able to support the implementation of project activities on the ground, mainly in the preparation and execution of food distribution days, as well as in logistical, community and documentation processes, ensuring compliance with DRC procedures and guidelines.
The Officer will promote integrated and coordinated programming with the Protection, WASH, and Disaster Preparedness teams, ensuring high-quality, cross-sectoral interventions at all stages of the project. Furthermore, they will be responsible for effectively coordinating with the Economic Recovery team, local partners, public institutions, training centers, and potential employers, ensuring compliance with the action plan, the achievement of results, and the strengthening of the economic resilience of the communities served.
Responsibilities:
Identification of activities specific to the Livelihoods sector
- Lead socioeconomic and market diagnoses to identify production chains, ecosystems of key actors in the public and private sector, and opportunities for financial inclusion (institutions, banking, private sector) that promote the self-sufficiency and resilience of People of Interest (PDI).
- Evaluate the technical, social, environmental, and economic feasibility of income-generating proposals, ensuring that livelihood projects are sustainable, culturally relevant, and sensitive to protection and disaster risks.
- Contribute local context data for the adjustment and formulation of proposals, ensuring the integration of the Economic Recovery approach with other sectors (Protection, WASH and Disaster Preparedness).
- With the support and guidance of your supervisor and technical coordination, suggest innovative ideas and appropriate techniques for Economic Recovery interventions based on the context.
Technical and logistical implementation
- Responsible for implementing the planning, execution, monitoring and technical closure of livelihood activities (targeting, diagnostics, selection, training, deliveries, PDM surveys, baseline/exit and database management), in coordination with the Team Leader or Economic Recovery Manager, and with the Logistics and Finance teams to ensure compliance with the action plan and the timely reporting of the proposed indicators.
- Design and implement training processes in business plans, employability skills, career guidance, soft skills, marketing plans, cost structures, management, and financial literacy. Activities include direct facilitation, Training of Trainers (ToT) for partners, and the necessary logistical and financial management for implementation.
- With technical guidance from the Economic Recovery coordination, in conjunction with the supervision of the Team Leader or Economic Recovery Manager, be the focal point for strategic alliances with actors from the private, public or institutional sector for livelihood activities, such as strategic alliances for entrepreneurs.
- Carry out follow-up plans for the PdI related to the increase in their income generation and measurement of indicators established in the Economic Recovery program.
- Identify, coordinate and deliver in-kind support (such as productive inputs, tools, equipment, etc.) according to the identified socioeconomic and productive needs, as well as the technical guidelines of the coordination and the protection approach.
- Support the planning and execution of distribution days and other logistical activities of the project, including the reception, unloading, verification of quantities and quality of supplies, the organization and conditioning of service sites, and the control of inventories and materials on site.
- Participate in the preparation of monthly/quarterly/annual reports by providing technical analysis on the component and the activities carried out, as well as technical guidance for preparing budgets for this component in project formulations.
- Transferring knowledge, providing support, and monitoring the implementation of Economic Recovery programs by local organizations, using methodologies developed by DRC. This knowledge transfer and support includes targeting, training, business plan evaluations, and monitoring the progress of participants.
Community participation
- Facilitate information, outreach, and community participation processes that allow for access and community acceptance.
- Monitor the participation of vulnerable groups (women, older people, people with disabilities) and their specific needs for participation
- Ensure quality, community participation and accountability mechanisms in the execution of activities.
Monitoring and reporting
- Ensure the compilation of the required means of verification and qualitative data of the project activities.
- Conduct surveys for registration, baseline, PDMs, exit line, and other surveys necessary for project implementation.
- Report to supervisors any incidents, delays, or any other challenges or obstacles to the implementation of activities at the programmatic, logistical, and/or financial level.
- Monitor the progress of beneficiaries, document results, and generate lessons learned.
- Contribute to the documentation of best practices, life stories or success stories.
- Contribute to the preparation of technical and narrative reports according to the project requirements.
Experience and skills:
- Two years of relevant experience in livelihood-related work, especially with the economic recovery of businesses, jobs, and income sources. Experience developing cost structures for small businesses, marketing plans, and/or strengthening soft skills for entrepreneurship is valued.
- Experience in working in conjunction with projects related to protection, disaster preparedness, WASH, social work, human rights, or other similar field work, related to an NGO or other non-profit organization.
- Field experience and experience working with communities in hard-to-reach urban areas, displaced persons, and/or migrants and refugees.
- Experience in facilitating hybrid learning models and using digital tools (such as Moodle) for training vulnerable populations is valued.
- Experience and ability to relate to people, interact with multidisciplinary teams, resolve conflicts and manage group dynamics.
- Skills and experience in training and capacity building of non-profit organization staff with basic or intermediate knowledge in livelihoods.
- Skills in writing reports and other internal communication documents.
- Excellent skills in MS Word, Excel and PowerPoint.
- Experience in managing databases.
Education:
Relevant university degree related to business administration, accounting, economics, human development, social work, psychology, marketing, teaching or equivalent professional qualification.
