The Danish Refugee Council (DRC) is one of the world’s leading humanitarian NGOs, working in over 40 countries to provide appropriate assistance and protection to refugees, asylum seekers, internally displaced persons, returnees, people on the move, and vulnerable local populations/host communities. Currently, as part of the emergency response to the earthquake, DRC is seeking a highly qualified Economic Recovery Officer based in Caracas, Venezuela.
About the job:
DRC manages its operations in Venezuela through its country office in Caracas and three field offices located in the states of Sucre, Apure, and Zulia. DRC Venezuela implements protection monitoring, legal assistance, individual protection assistance for persons with specific needs (PWSN), information sessions for persons of concern (PoC), prevention of human trafficking, and food security initiatives.
As part of the emergency response to the earthquake that occurred in June 2026, DRC is opening a new implementation office in Caracas, separate from the country office, to address the needs of the affected populations. To this end, they are seeking an Economic Recovery Officer – Food Security who must have strong technical experience in the logistical and operational management of food assistance projects.
General objective of the position
The Economic Recovery Officer – Food Security must have solid technical experience in the logistical and operational management of food assistance projects. The ability to plan, coordinate, and supervise the processes of receiving, storing, and distributing food assistance is required, including food baskets, provisioning community kitchens, and hot meal programs. This includes ensuring inventory control, traceability of supplies, and compliance with standards of quality, food safety, transparency, and accountability. The officer must demonstrate the ability to define and organize efficient food distribution and delivery routes, aimed at optimizing beneficiary flow, reducing wait times, and ensuring orderly, safe, and efficient processes.
The ideal candidate will have experience coordinating field teams, organizing community distribution points, supporting and monitoring community kitchens and soup kitchens, and liaising with community leaders, local authorities, suppliers, and partner organizations. They will also be proficient in logistics tracking and reporting tools (inventories, post-distribution reports, reconciliations, and consumption monitoring), and have the ability to monitor progress, manage operational risks, and resolve issues under pressure.
Knowledge and application of humanitarian principles and cross-cutting approaches such as protection, accountability to affected populations (AAP), gender and inclusion are essential, ensuring that food interventions, including food distributions and hot meal programs, are carried out in a safe, dignified, accessible and culturally appropriate manner for Persons of Concern (PIC).
Responsibilities:
Operational and logistical support:
- Participate in the preparation and organization of the distribution site, ensuring adequate conditions of order, security, signage, flow of attention, crowd control and accessibility for people with specific needs.
- Actively collaborate in the direct delivery of food or kits, promoting dignified, respectful and non-discriminatory treatment towards Persons of Interest (PDI), and ensuring order and fluidity in the process.
- Assist in the reception, unloading, verification of quantities and quality control of food and other supplies, ensuring their proper temporary storage in accordance with basic hygiene and preservation standards.
- Ensure the safekeeping, organization and control of materials, field inventories and means of verification (minutes, signed lists, logistics forms, incident reports).
- Participate in the joint verification of acquired goods and equipment, checking their conformity with the established technical specifications, quantities and conditions.
- Support the supply of food inputs intended for community kitchens, verifying the timely availability of food, adequate storage conditions and compliance with food safety and hygiene procedures.
- Strengthen community kitchens supported by the project in the correct preparation and delivery of food assistance, and compliance with basic hygiene and food safety standards.
- Other activities necessary for the correct implementation of the project, according to the guidelines of the Team Leader or Economic Recovery Manager.
Community support
- Provide guidance to beneficiaries on the delivery process and delivery times.
- Give priority to people with specific needs: older people, pregnant women, people with disabilities, among others.
- Support in the planning and operational preparation of community activities (calls, coordination with community leaders, verification of lists and organization of schedules).
- Respect the cultural practices of indigenous communities and support the logistics of participatory activities.
- Facilitate the implementation of the workshops or community activities required by the program, in accordance with the identification of needs.
Documentation and monitoring support
- Support in the collection and organization of verification media required for reports, post-distribution monitoring (PDM) and baselines.
- Inform the Team Leader about any incident, complaint, or difficulty encountered during the activities.
- Keep a log of activities and routes when required by the base manager.
Experience and skills:
- At least 2 years of experience working with communities or on social/humanitarian projects.
- Experience in the delivery and administration of humanitarian aid.
- Experience in urban or peri-urban and difficult-to-access contexts will be an added value.
- Self-organization capacity
- Knowledge of and interest in the humanitarian sector
- Basic knowledge of Excel.
Education:
- Technical or professional training in Nutrition, Logistics/supply chain, industrial engineering, social work, community assistance, or related areas.
Language:
- English (A2 Desirable)
