CONTEXTE :
Afin d’assurer une réponse pertinente, rapide et efficace aux crises aiguës, la division Urgence de HI a pour rôle d’assurer le suivi, la préparation et la réponse aux catastrophes naturelles et d’origine humaine.
Dans le cadre de ses interventions d’urgence, HI vise à garantir la surveillance humanitaire, la préparation et la réponse aux catastrophes naturelles et d’origine humaine, en incluant tous les membres des communautés touchées.
La Division Urgence peut mener certaines interventions d’urgence ou soutenir la division Géographique pour répondre à de nouvelles catastrophes, en fonction de l’intensité de la crise et de la capacité du programme en place. Cette division est composée de :
· 1 équipe de 5 personnes dédiée à la veille, l’alerte et la préparation aux urgences,
· 1 responsable des urgences et 1 équipe de 3 personnes dédiée aux interventions d’urgence de grande envergure,
· 7 personnes dans le Pool Urgence,
· 1 assistant(e) pour la Division.
Le Pool Urgence fait partie de la Division Urgence, sous la direction du Directeur Urgence basé au siège à Lyon.
The Emergency Pool is composed of a team of emergency experts, ready to be deployed within 72 hours. Their role is 1) to conduct diagnoses and launch new emergency operations in the field 2) to support pre-established programs and teams to respond to new disasters in the field 3) to contribute to learning exercises, technical methodology and advice, toolkits in coordination with members of the Emergency Division team, shared services divisions and technical divisions at headquarters.
JOB OBJECTIVES:
To date, the Emergency Pool consists of 6 specialists (Area Manager, Logistics Manager, Finance and Human Resources Manager, Mental Health and Psychosocial Support Manager, Physical and Functional Rehabilitation Manager, and Water/Food/Shelter Manager), placed under the hierarchical responsibility of the Pool Manager.
Reporting to the Pool Manager, as Emergency Area Manager you are responsible for:
• Coordinate the initial diagnosis as area manager;
• Coordinate the opening of the base in accordance with HI’s procedures and objectives;
• Represent and promote HI’s mandate within the framework of emergency interventions in its area of operation.
Depending on the needs and configuration, you may be assigned to the position of regional manager or operations manager.
WORKPLACE ACCESSIBILITY:
The premises are easily accessible by public transport (bus, metro). Car park and bicycle parking are also available. Within the building, access ramps and elevators ensure smooth circulation. All workstations are located in an open-plan area, but quiet booths are available on each floor for those who wish to work in peace and quiet. The workspace is very bright.
A disability liaison officer is available to answer any questions and assist you with the necessary procedures. The position can be adapted to your needs.
Profile
– You have at least 2 years of experience as an Area Manager and/or Operations Manager or similar position in the emergency or post-emergency field.
– You have proven experience in team management, staff training and capacity building in emergency situations;
– You have a good knowledge of the regulations and processes of emergency donors, in particular donor policies and operational procedures related to emergency interventions;
– You are proficient in the conceptualization and development of emergency interventions;
– Experience in opening missions/or bases is an asset.
– You demonstrate teamwork, sociability and good leadership.
