Purpose

We have been building powerful partnerships for children for over 85 years, and now Plan International is seeking a Technical Resource focused on providing training, planning, and advocacy services in child protection processes and education in emergencies for people on the move. These roles are crucial to responding to the protection, human mobility, and return crisis in Honduras. The objective is to offer support in line with the Minimum Standards for Child Protection in Humanitarian Action and other relevant guidelines.

Through the Safe Steps project, the goal is to strengthen the capacities of service providers focused on child protection, gender, and education in emergencies. It also aims to advocate for public policies geared toward this end and strengthen municipal capacities by developing action plans and integrating returning populations into the municipal agenda.

JOB DIMENSIONS

Under the supervision of the General Coordinator of the Safe Steps Project, the Emergency Education Technician will be the main point of contact for a child and/or adolescent facing specific protection risks, at strategic and border points with flows of people in situations of human mobility in Honduras, based in San Pedro Sula, focusing actions on the Returned Migrant Care Centers (CAMR) under the administration of the Ministry of Foreign Affairs/Chancellery of the Republic and Irregular Migrant Care Centers (CAMI) under the administration of the National Migration Institute (INM) in Honduras, located in the following municipalities of the country:

• Cortés: San Pedro Sula, La Lima, Omoa
• Francisco Morazán: Tegucigalpa
• El Paraíso: Danlí
• Choluteca: Choluteca

Targeting populations experiencing migration, displacement, and return, local service providers, civil society organizations, and community leaders,
she is responsible for coordinating and monitoring all actions related to project implementation, specifically the implementation of safe and friendly spaces, as one of the key strategies to protect and guarantee the right to education for children and adolescents affected by humanitarian crises. She facilitates temporary learning spaces, provides school kits and educational materials, monitors child protection, mental health, and psychosocial support, and promotes safe learning environments with a focus on gender equality and non-discrimination. In this area of ​​work, she must ensure that decisions are made in accordance with the best interests of the child.
She plays an important role in the implementation of the Safe Steps project within six prioritized municipalities in the departments of Cortés, Francisco Morazán, El Paraíso, and Choluteca in Honduras. Must collaborate and coordinate with the PIH project team, technical staff from the corresponding territorial PUs, and the technical staff of the organizations involved in the project.

RESPONSIBILITIES
Protection
• Develop and enhance the capacities of service providers, teaching staff, and specifically at the level of local governments and organizations in the communities and municipalities covered by the project, from a gender, Child Protection, and Education in Emergencies perspective.
• Promote, coordinate, and participate in advocacy actions jointly with civil society organizations, national and international NGOs, municipal and local governments aimed at strengthening and implementing policies and protocols for the care of children and youth and their families.
• Position the project in prioritized municipalities with different stakeholders to promote practices within the framework of compliance with children’s rights, specifically guaranteeing the right to education in emergency contexts.
• Establish partnerships and alliances at the municipal and community levels from a gender perspective that allows strengthening the work to be implemented under the Safe Steps project.
• Actively participate in the planning and implementation processes of child protection and education in emergencies actions to be developed in the different prioritized municipalities.

Supervision
• Participate in meetings with the supervisor regarding child protection actions.
• Conduct follow-up visits, monitor the situation of children, and support training and advocacy actions at the level of service providers in prioritized municipalities.
• Ensure that gender and child protection approaches are integrated into training, planning, and advocacy processes, as well as into reintegration plans generated at the level of the municipalities covered by the project and in the training processes generated at the level of service providers and the respective replications at different levels.
Support
• Provide experience and leadership in the integration of approaches promoted by PIH into the strengthening and advocacy processes generated within the framework of the project.
• Provide the required support in the training processes and construction of municipal plans for social, community, and school reintegration that are required, in coordination with organizations and educational centers in the territories.
• Develop and implement relevant protection, safeguard, and security measures in the context of project implementation.

Information management

• Construct a mapping of key stakeholders in project implementation and impact.
• Update the database of planning and impact processes.
• Store information and files on training processes, stakeholder mapping, and case management for child protection and education in emergencies, in accordance with data protection protocols.
• Contribute to the preparation of monthly, interim, final, and ad hoc reports on project activities.
• Produce informative infographics for dissemination to humanitarian stakeholders.

Training
• Facilitate training processes for service providers, municipal authorities, and stakeholders based on gender, child protection, and emergency education approaches.

Collaboration and Coordination:
• Serve as a liaison with municipal and community authorities, service providers, among others.
• Participate in inter-institutional meetings on relevant topics and in relation to the processes required for project implementation.
• Coordinate municipal and community awareness-raising activities based on protection, gender, and education in emergencies approaches, with an emphasis on children in the context of human mobility and/or humanitarian crises.
Other duties:
• Provide feedback on written documents and the design of future intervention proposals.
• Participate in subnational coordination meetings of the Child Protection Working Group (CPWG) and the Education Sub-cluster, and in other institutional meetings, as needed.
• Support in the performance of other tasks assigned by the supervisor.

Safeguarding
Ensures that Plan International’s global safeguarding policy and PII policy to prevent sexual harassment, exploitation and abuse; and Gender Equality and Inclusion are fully integrated in accordance with the policy principles and requirements, including relevant Implementation Standards and Guidelines as appropriate to their area of ​​responsibility. This includes, but is not limited to, ensuring that staff and partners are aware of and understand their responsibilities under these policies and the Plan International Code of Conduct (CoC), their relevance to their area of ​​work, and that concerns are reported and managed according to appropriate procedures.

TECHNICAL EXPERIENCE, SKILLS AND KNOWLEDGE
Knowledge:
• Professional qualifications in Pedagogy, Sociology, Social Work, or a related field in the Social Sciences.
• Previous work experience, preferably in Child Protection, Reintegration, and Human Mobility.
• Experience and leadership in facilitating institutional meetings, advocacy spaces, and with the educational community.
• Professional experience in the humanitarian field and migration context (including migratory and returnee populations).
• Excellent writing, facilitation, and organizational skills.
• Experience and process management focused on the provision of education services in emergencies, social and educational reintegration of children in situations of human mobility, case management of child protection and gender-based violence in a child-sensitive and child-adapted manner, advocacy processes, and support in the development of Municipal and Community Protection and/or Education Plans.

Skills:
• Solid knowledge in supervision, evaluation, research, and conducting multi-sector participatory evaluations, specifically in the education sector.
• Experience managing files and databases, as well as regularly documenting information generated by the project.
• Ability to work individually, in teams, and under pressure with limited supervision and results-based management.
• Proactive and proactive.
• Strong analytical, conflict resolution, case management, project planning, and administration skills.
• Ability to communicate clearly and strategically with internal and external stakeholders as a representative of Plan, including effective negotiation and representation skills.
• Skills in training, coaching, and supporting institutional, community, and internal and external staff.

• Driving skills to facilitate mobility to project intervention areas.
