Purpose:
To ensure the timely and accurate implementation of the Safe Steps project, coordinating with organizations within the National Child Protection System in Honduras and project stakeholders, in accordance with the guidelines of the project management team, which includes the Program Implementation Manager, a team of specialists, and a project administrative assistant. The project will also coordinate the technical teams directly involved in the project, contracted for the project, in the municipalities prioritized for its implementation.
General Job Responsibilities – Key Final Results for the Position:
Technical Coordination Management
– Prepare the annual operational planning of the project according to its components according to results and proposed actions, seeking to keep management within the scope established in the implementation agreement with the donor Post Code Lottery, the National Office of Plan International Sweden and our country strategy of Plan International Honduras.
– Socialize the technical procedures to the project staff that they must follow during the implementation of the same, in coordination with the specialists/advisors in the areas of Protection, Education in Emergencies, Risk Management, Gender and M&E.
– Coordinate the operational and financial execution of the project in a timely manner and in the prioritized municipalities, taking into consideration the Operational Plan for each year and the responsibilities of the assigned personnel, the agreements established with members of the consortium, strategic allies and the defined functions in advice-implementation for the project.
– Collect and consolidate information with the Project staff to prepare the technical and financial reports on the progress of the project, in coordination with the Monitoring and Evaluation Specialist and the Finance area.
– Keep the Country Directorate, Program Implementation Management, technical specialists, and other areas within the organization informed about the implementation and progress of the project and other matters within their jurisdiction.
– Lead the project’s information flow, communications, and donor requirements processes, including Post Code Lottery and the Plan International Sweden National Office.
– Manage coordination spaces with decision-makers and alliances with other key civil society actors on issues related to the project, in coordination with project partners and advisory services.
– Support key project partners in promoting advocacy processes with guarantors of rights at the central and municipal government levels, in line with the coordination logic of the Comprehensive System for the Guarantee of Children’s Rights in Honduras, and other key actors, regarding the strengthening of public policies and legislative reforms with a strong focus on children that contribute to the promotion of the rights of girls, boys, and adolescents, from a gender perspective.
– Represent the project and the organization in inter-institutional forums, civil society platforms, and regional and global forums related to the project.
– Keep the Program Implementation Management, the relevant advisory bodies, and other units informed about the project’s implementation and progress, as well as other matters within their jurisdiction.
– Lead the project’s information flow processes, communications, and requirements from the Plan International Sweden National Office and the Post Code Lottery, based on the organization’s line of command.
– Keep project partners informed about progress, challenges, and challenges in project implementation at the national level, based on the management line.
– Coordinate the execution of the actions established in the project planning with each of the strategic allies, their interrelationships, and Plan’s participation in the inter-institutional scope of the project.
– Coordinate with each of the CO’s Program specialists in the areas relevant to the project (Monitoring and Evaluation, Protection, Education, Gender, DRM).
– The Monitoring and Evaluation Specialist will generate guidelines for the analysis of the project’s required data and other relevant information for decision-making and communication.
– Document, systematize, and disseminate Plan International Honduras’ good practices to promote equity, learning, and continuous improvement.
– Collaborate in the preparation, documentation and financial audit process of the project.
Planning, Monitoring, and Evaluation Management
– Prepare quarterly, semiannual, and annual narrative and financial reports on progress and results, as well as other reports required by the organization and the donor.
– Ensure ongoing monitoring and follow-up of project results, indicators, and goals together with partner organizations, including mutual evaluation of the process.
Human Talent Development Management
– Facilitate the development and dissemination of learning and systematization of good practices in coordination with Plan International’s technical advisors.
– Support capacity building for project staff and partner organizations in the required areas and participate in knowledge management and capacity development to ensure quality in project execution.
Security Management and Organizational Risk Reduction
– Coordinate with the risk management specialist the security measures that must be implemented to reduce risks during project implementation.
– Continuously and participatively monitor and contribute to the project risk analysis, ensuring the reduction of organizational and security risks at all times.
Child Protection and Gender
– Implement all institutional regulations to ensure the protection of children, adolescents, and young people, as well as report any concerns about violence, child or youth abuse or mistreatment, and any rights violations.
– Ensure compliance with Child Protection policies and procedures in the processes implemented within the framework of the project.
– Actively promote and practice gender equality and inclusion in all areas of institutional and operational work so that young people can develop their full potential.

Academic Qualifications and Experience
– University degree in social or related fields
– English proficiency is desirable (not essential)
– 5 years of demonstrable experience in planning, management, monitoring, and administration of social development projects, especially in the areas of child protection and rights in crisis or emergency contexts, especially human mobility.
– Experience working in the human mobility/migration component.
– Knowledge of international and national regulations, as well as public policies related to children’s rights and migration.
– Knowledge of gender mainstreaming and inclusion in projects is desirable.
– Experience developing projects or programs aimed at strengthening local coordination mechanisms for the reintegration of displaced and returned children and adolescents and their families.
– Experience participating in national platforms of civil society organizations, or coordinating with organizations related to children’s rights, migration, and other emergency and crisis contexts, is desirable.
– Knowledge of the situation of children in Honduras.
– Knowledge and experience in administrative processes (quotes, preparation of applications and settlement of funds, purchases, among others)
