Background

SLM is preparing a proposal in response to UNOPS’s Request for Proposals for Third-Party Monitoring Agent (TPMA) services in Myanmar for the Health Assistance and Nutrition Support (HANS) Project. The project aims to improve the health status of vulnerable and conflict-affected populations, with a particular emphasis on women and children. The services include monitoring the provision of health care services (maternal, newborn, and child health, and child nutrition), emergency referral services, community engagement, health education, and essential health care services for vulnerable and displaced persons.

The TPMA will conduct regular site visits, verify implementing partner reports , and assess compliance with environmental and social safeguards (including medical waste management , OHS, LMP, GRM ), and ensure adherence to Prevention of Sexual Exploitation and Abuse and Sexual Harassment (PSEAH) and Gender-Based Violence (GBV) standards.

Position Summary

The Environmental & Social Safeguards (ESS) Expert is responsible for assessing and verifying the implementation of environmental and social risk management measures within the Project, with a specific focus on the Medical Waste Management Plan, Occupational Health and Safety (OHS), Labor Management Procedures (LMP), and Grievance Redress Mechanisms (GRM). This role ensures project activities comply with relevant environmental and social standards and identifies areas for improvement.

Reports to: Team Leader

Key Responsibilities

  • Verify the implementation of Medical Waste Management Plan for the project (mainly for primary and secondary health service provision under non-profit organizations and private providers).
  • Assess the level of compliance by implementing partners with requirements related to Occupational Health and Safety (OHS), Labor Management Procedures (LMP), and Grievance Redress Mechanisms (GRM).
  • Conduct on-site observations of key interventions related to environmental management and social management.
  • Observe the effectiveness of training and capacity-building activities related to OHS, LMP, and GRM, and other environmental and social requirements.
  • Proactively identify any emerging environmental or social issues affecting the project implementation that require immediate attention.
  • Contribute to monitoring reports with specific findings and recommendations related to ESS compliance.
  • Ensure the TPMA’s internal operations consider and adhere to environmental and social best practices.

Minimum Qualifications and Experience

  • Education: University degree (Bachelor’s or Master’s) in Environmental Science, Environmental Management, Civil Engineering, Public Health, Social Sciences, or a related field.
  • Experience:
    • Minimum of 5 years Minimum of 5 years of specialized experience in environmental and social safeguards assessment and implementation, preferably within development or humanitarian projects.
    • Proven experience with environmental management plans (e.g., waste management, pollution control) and social safeguards (e.g., labor standards, community engagement, grievance mechanisms).
    • Familiarity with international environmental and social standards (e.g., World Bank ESF, IFC Performance Standards, UN environmental guidelines).
    • Experience in conducting field-based environmental and social compliance audits or assessments.
    • Understanding of the Myanmar regulatory context for environmental and social issues is an asset.
  • Language: Fluency in English (written and spoken) is required. Proficiency in relevant local Myanmar languages is highly desirable.
