Background
SLM is preparing a proposal in response to UNOPS’s Request for Proposals for Third-Party Monitoring Agent (TPMA) services in Myanmar for the Health Assistance and Nutrition Support (HANS) Project. The project aims to improve the health status of vulnerable and conflict-affected populations, with a particular emphasis on women and children. The services include monitoring the provision of health care services (maternal, newborn, and child health, and child nutrition), emergency referral services, community engagement, health education, and essential health care services for vulnerable and displaced persons.
The TPMA will conduct regular site visits, verify implementing partner reports , and assess compliance with environmental and social safeguards (including medical waste management , OHS, LMP, GRM ), and ensure adherence to Prevention of Sexual Exploitation and Abuse and Sexual Harassment (PSEAH) and Gender-Based Violence (GBV) standards.
Position Summary
The Team Leader provides strategic leadership, comprehensive oversight, and overall management for the Third-Party Monitoring Agent (TPMA) project. This role is accountable for the successful delivery of all project objectives, ensuring the quality and timely submission of deliverables, and maintaining effective communication and collaboration with the donor and other key stakeholders. The Team Leader will drive the technical and management approach, manage human resources, and oversee risk mitigation strategies in a complex operational environment.
Reports to: Donor M&E Senior Manager
Key Responsibilities
- Provide overall supervision, coordination, and quality control of all TPMA activities and deliverables.
- Act as the primary focal point and liaison between the TPMA and the donor.
- Lead the development and adaptation of monitoring tools (questionnaires, checklists, etc.) in close consultation with the donor.
- Oversee the recruitment, management, training, and supervision of the Field-level Data Collection Team.
- Ensure the preparation and submission of high-quality monitoring and assessment reports in English, including required annexes, following agreed templates and timelines.
- Facilitate pre-deployment and debrief meetings with donor staff before and after field visits.
- Ensure immediate reporting to the donor of any security-related incidents or special events that could impact project activities, or any violations of donor/Partner Contracts/Operational Guidelines.
- Manage all logistics for remote and field work, including providing necessary equipment (vehicles, computers, tablets).
- Drive the implementation of the risk assessment and mitigation plan, ensuring the safety and security of personnel and assets.
- Cultivate and maintain strong relationships with Implementing Partners and other key stakeholders to build trust and ensure access to project areas.
- Ensure the TPMA team’s adherence to ethical considerations, data confidentiality, privacy, and safeguarding/PSEAH principles.
- Oversee financial management and ensure compliance with the agreed budget.
Minimum Qualifications and Experience
- Education:Â Master’s degree in health, development, social science, or a related field is required.
- Experience:
- Minimum of 7 years of relevant professional experience in team management and delivery of large contracts.
- Demonstrated professional experience in program assessment of development and/or humanitarian projects, monitoring and evaluation, data analysis, reporting, and field-based research/interview or survey services, ideally in the health sector.
- Proven experience in third-party monitoring.
- Extensive experience working in Myanmar or a similar context/risk environment.
- Experience working with the UN system, bilateral donors, and NGOs in delivering monitoring, evaluation, data collection, analysis, and reporting activities.
- Demonstrated capacity to independently arrange all logistical and security arrangements, including clear protocols for emergencies and insurance coverage for monitoring teams.
- Language:Â Fluency in English (written and spoken) and excellent English writing skills are essential. Knowledge of Myanmar local languages is an asset.
