UNHCR, the UN Refugee Agency, and The ProFuturo Foundation for Education are seeking experienced evaluators to assess the impact of a digital education programme in Rwanda.
Since 2021, UNHCR and ProFuturo have partnered to bring connected education opportunities to over 30,000 children and 800 teachers across 14 refugee-hosting schools in Rwanda, providing equipment, digital resources, teacher training, and ongoing support at school level..
We are commissioning an external evaluation to understand the programme’s impact on learning outcomes and digital skills, education engagement, as well as inclusion and strengthening social cohesion in refugee-hosting communities.
Why This Matters
This evaluation will:
- Measure the impact of ProFuturo’s model on digital education on student competencies, attendance and enrolment, and teacher skills.
Explore how technology can bridge gaps in refugee education. - Inform future programmes and policies for refugee and host communities.Key Details
Location: Rwanda (Mahama Camp and other refugee-hosting schools)
Duration: June 2026 – December 2027
Budget: €100,000–€130,000 (two projects)

This study is currently set within the range of 20.000€ – 30.000€. - Pre-post Evaluation Design
This study is currently set within the range of 80.000€ – 100.000€.
The contractor is expected to complete both evaluations as part of its deliverables.

What We’re Looking For
- Experience in quasi-experimental evaluations and mixed-methods research.
- Local knowledge of Rwanda’s education system and refugee contexts.
- Strong analytical skills and a commitment to ethical, inclusive research.
- Africa-based applicants are strongly encouraged.
