3IS is an international non-profit organization that provides information management services to humanitarian and development organizations, enabling partners to make informed decisions that ultimately deliver high-quality, targeted assistance to the world’s most vulnerable populations. 3IS transforms data into information and creates knowledge for decision-makers operating in conflict, disaster, post-disaster, and recovery environments, as well as other complex emergency and development contexts.
Context
The objective of this intervention is to strengthen the availability, quality, and timely use of information for decision-making, contributing to a more effective, coordinated, and evidence-based humanitarian response in Mexico and Central America.
The humanitarian response in Mexico and Central America faces persistent challenges related to the availability, quality, and timely use of information for decision-making. In scenarios marked by crises stemming from conflict and other situations of violence, significant gaps persist in information management, anticipatory analysis, and coordination among humanitarian and institutional actors, limiting the capacity for an effective and evidence-based response.
In this context, humanitarian actors require timely, accessible, and needs-based information management products and services to improve response prioritization, coordination, and monitoring. Weaknesses have also been identified in local and territorial capacities to produce, analyze, and use strategic information, which affects the quality of planning and decision-making processes.
Additionally, the dynamics of violence and associated protection risks continue to generate significant humanitarian impacts, which demands strengthening anticipatory analysis, early warning and information management systems to improve the understanding of crises and their evolution.
In this context, it is necessary to consolidate mechanisms that integrate information production, independent analysis, and the strengthening of local capacities, in order to guarantee the flow of quality information from the community level to humanitarian coordination centers. This will allow for a more timely, coordinated, and effective response to complex crises.
Leveraging its experience in humanitarian coordination mechanisms, 3iS seeks to strengthen and empower humanitarian partners, enabling them to optimize tools, technologies, and best practices in information management to respond more effectively to crises.
Description of Services
The individual providing these services will be responsible for the design, analysis, and presentation of information management products to support strategic decision-making in the humanitarian field. Among their main functions, they will be required to organize the collection, processing, and analysis of data, ensuring that the information products are accurate, accessible, and understandable for both general and specialized audiences.
Additionally, the professional will need to interact with different sectors and humanitarian organizations at the local and national levels, ensuring an adequate flow of information and the development of innovative methodologies to improve the quality and impact of the analyses.
Activities
- Specific activities:
Planning and Coordination
- Develop the work plan in agreement with the National Coordinator for Mexico and Central America. The final list of deliverables will be created based on this plan and according to the needs identified by the various local and national humanitarian organizations. Potential deliverables include infographics, dashboards, presentations, newsletters, and/or information systems, created in collaboration with the 3iS team.
- Participate in the meetings to which you are summoned and take minutes.
- To act as a liaison between humanitarian partners, at the local and national levels, and international organizations to facilitate data exchange and ensure consistency in information management.
- Participate in the 3iS cross-functional team meetings and in the knowledge management spaces organized for this purpose.
- Attend the in-person sessions to which you are summoned.
- Carry out field missions when their participation is required.
Information Collection, Processing and Analysis
- Compile, debug, process and analyze information from existing databases or databases created specifically at the request of the coordination.
- Identify and manage information exchange flows with key stakeholders.
- Apply innovative methodologies for collecting information on internal displacement, implementing remote technologies, artificial intelligence, web scraping and data mining, to improve the processes of information analysis and visualization.
- Develop and update information repositories and databases for continuous monitoring of needs, context on the situation of violence, internal displacement and humanitarian response.
Development and Presentation of Information Products
- Design reports, summaries, and visual products to facilitate data interpretation.
- Prepare analyses on humanitarian needs, situations of violence, internal displacement, monitoring of the humanitarian response and operational capacity of the organizations involved.
- Generate information products related to the established requirements.
- Present information products at meetings with key stakeholders.
Monitoring and Evaluation
- Record and validate key performance indicators.
- Ensure the timely delivery of information products according to the agreed work schedule.
- Prepare monthly progress reports with statistical analysis and strategic recommendations.
- Contribute to the development and strengthening of evaluation strategies.
- Ensure the follow-up, monitoring and proper closure of requests received through EVIDESK in support of the various coordination structures, implementing partners and local and/or national authorities
B. Cross-cutting activities:
- Prepare the work plan and promptly communicate its progress, difficulties and challenges to the reference person for this contract.
- Attend to the in-person spaces of the project.
- Carry out field missions when their participation in the project is required.
- Prepare monthly progress reports.
- Guarantee the timely delivery of products.
- Participate in cross-cutting groups in a timely manner.
- Contribute to the organization’s knowledge management strategy and to strengthening internal knowledge about the use of statistics and AI in data management.
MINIMUM QUALIFICATIONS:
Education
Professional with a university degree in systems, statistics, economics or related areas. Postgraduate studies (desirable).
Experience
To be eligible, applicants for this position must have at least three years of experience in activities similar to those described herein. Experience in the humanitarian sector is desirable. Experience in primary and secondary data collection and analysis is required, as well as experience in analytical processes and report writing.
Technical Skills
- Experience in managing information systems and having relevant skills for data analysis.
- Knowledge of data analysis tools (SPSS, SAS, STATA, R, or any other relevant statistical package).
- Intermediate knowledge of Python, JavaScript or SQL, data visualization platforms such as Power BI, Tableau, data studio or other similar tools.
- Knowledge in the development and training of artificial intelligence agents.
- Basic programming knowledge.
- Knowledge of data visualization packages.
- Advanced proficiency in Microsoft Office, with special emphasis on Excel.
- Ability to work based on objectives and compliance with standards through management indicators.
Languages
Fluency in Spanish (spoken and written) is required, as well as advanced knowledge of English (spoken and written).
