General context of the project

INTERSOS began operating in Cameroon in 2015 with an intervention in the Far North region, funded by AICS. Three years later, it expanded its activities to the Northwest and Southwest regions. Working on the front lines and in close proximity to the most vulnerable people affected by crises, INTERSOS has demonstrated its expertise in its areas of intervention in just a few years in Cameroon and is now recognized by both the authorities and the entire humanitarian community as a leading actor in the field of protection and the primary actor in protection monitoring.

It currently has about 250 people spread between a coordination office in Yaoundé, two main bases in the NOSO (Bamenda and Buea) and two main bases in the EN (Kousseri and Maroua).

The priority areas of intervention are protection and food security. In addition, INTERSOS carries out activities in the areas of nutrition, sanitation, distribution of non-food items (NFIs), and cash assistance, increasingly seeking an integrated approach for a holistic response to the needs of populations affected by crises.

General objective of the position

The field coordinator is responsible for the overall supervision, management and coordination of INTERSOS operations in the designated geographical area of ​​responsibility and in accordance with the mission’s country strategy.

The field coordinator will be primarily responsible for directing and managing operations in the geographical area of ​​competence (identifying new opportunities, program operations, office administration functions and support services) to ensure the effectiveness and efficiency of harmonization systems, compliance with financial and administrative procedures, and the planning and implementation of appropriate security measures.

The field coordinator ensures that projects carried out within the area of ​​competence receive adequate support for their implementation and maintains responsible relationships with leaders/representatives, relevant government authorities, and national and international NGOs.

The Field Coordinator contributes to the design and implementation of the country strategy and, ultimately, will actively participate in high-level strategic decision-making and representation in the area of ​​responsibility, working closely with the Head of Mission/Country Director and the Head of Programme/Operations/Programme Coordinator.

Main responsibilities and tasks

Strategy and vision

  • Provide, within its area of ​​expertise, strategic contributions to the implementation of the program and contribute to the development of the country strategy and the annual action plan within the framework of INTERSOS’s overall strategic plan, values ​​and principles.
  • As a member of the senior management team, contribute to the development of recommendations, support and implementation of continuous improvement of processes and procedures in order to optimize results and improve the quality of service in accordance with quality standards.
  • In collaboration with the country manager/head of operations, ensure that operational strategies and processes are in place to achieve operational objectives and needs in terms of budget, quality and delivery targets.
  • Contribute to the design and implementation of creative and innovative programs, support evaluations.

Program management and development

  • Regularly analyze the context, risks, operational access challenges and resource availability in relation to program objectives in the area of ​​expertise.
  • In collaboration with the program manager, support and supervise the implementation of field evaluations for new projects.
  • Discuss with the program manager/program coordinator and program managers the feasibility of current proposals and help realign them in light of the results of the field evaluation.
  • Support program managers by providing them with timely and high-quality reports, work plans for project activities, a logical framework and related financial plans, in accordance with the requirements and guidelines of INTERSOS and donors.
  • Ensure timely communication and information flow on operational achievements internally and with external stakeholders (funders, authorities, partners, etc.).
  • Administrative and office support activities (agreements, amendments, signed reports, communications, etc.), ensuring that the documentation cycle is up to date and that the requirements of all departments are harmonized and addressed.

Accountability and quality control

  • In collaboration with the head of operations, the program manager, the program coordinator and the head of mission, support the continuous improvement of quality standards of support services.
  • Conducts periodic field visits to ensure the quality of the intervention in compliance with internal standards and donors.
  • Ensure that appropriate systems and procedures are established and followed, ensuring that best practices in operations management are developed and adopted and that appropriate operations management frameworks are in place.

Representation and advocacy

  • In collaboration with the Head of Mission/Country Director and the Programme Coordinator/Programme Manager, establish strong and effective partnerships with organisations, donors and authorities, in line with the country strategy and within the area of ​​responsibility.
  • Represent INTERSOS in relevant coordination forums within the area of ​​responsibility.
  • Contribute to defining the country’s communication strategy and represent INTERSOS in community activities, as appropriate.
  • Coordinate and advocate on key issues with local and national authorities.

Logistics and supply

  • In collaboration with the national logistics and supply coordinator, ensure that appropriate logistics structures and procedures are followed and maintained in accordance with Intersos guidelines. Provide feedback on any malfunctions.
  • Responsible for asset management, internal management system (purchase requests) according to the area of ​​responsibility.
  • Oversee the rapid and efficient planning and implementation of procurement and supply chain based on project needs.
  • Ensure proper management of warehousing, guest houses, offices, vehicles and assets in accordance with Intersos’ security procedures and protocols.

Finance

  • Oversee the budgeting and expenditure of support costs, within the area of ​​responsibility, ensuring compliance and accountability in collaboration with program managers and the finance team.
  • In conjunction with program managers, ensure that resources are allocated appropriately to maintain operational presence in the area of ​​responsibility and to execute programs.
  • Oversee administrative and financial activities aimed at improving operational systems and processes, and collaborate with the Country Finance Coordinator for the supervision of financial and administrative aspects in the field.

Personnel and Human Resources Management

  • Managing staff under their responsibility, ensuring that individuals work effectively as a team to achieve program objectives.
  • In collaboration with the human resources coordinator and the country director, ensure adequate staffing for the proper implementation of programs in accordance with Intersos’ mission and organizational chart.
  • Supporting, motivating and leading field staff to ensure smooth and effective implementation of projects and communication.
  • Share relevant information and hold regular team meetings to review planning and discuss key concerns. In collaboration with the Human Resources Coordinator, they are responsible for the proper implementation of human resources policies and related processes within their area of ​​responsibility (recruitment, onboarding, briefings/debriefings, performance reviews, staff learning and development, internal communication, and conduct) to ensure transparent personnel management.
  • Conflict resolution and mitigation management in collaboration with the human resources coordinator, in accordance with Intersos’ standard procedures and humanitarian principles.

Safety and security

  • In collaboration with the Security Coordinator and the Head of Mission/Country Director, contribute to the development of the security plan and ensure compliance with procedures, follow up on the development of the context, and analyze and follow up on recommendations within the area of ​​responsibility.
  • Interact regularly with the Security Coordinator and the Head of Mission/Country Director on security issues.
  • Ensure the safety and security of personnel in the area of ​​responsibility with the technical support of the security coordinator
  • Assist the Head of Mission/Country Director in managing critical incidents, escalating and reporting all incidents within the area of ​​responsibility and in accordance with the country’s security and management plan.

Required profile

Education

  • Advanced university degree in social sciences, political science, international relations, humanitarian and international cooperation or in a related field.

Professional Experience

  • At least three years of professional experience in humanitarian project/program management, including responsibilities in financial and logistical management.
  • Experience in complex emergency situations and in insecure countries.

Professional requirements

  • Skills in administration, finance and budget management.
  • Essential computer skills (Word, Excel and Internet).
  • Analytical mind, analytical skills and expertise in developing strategic programs.
