General context of the project

INTERSOS has been operating in Chad since 2004 and in Cameroon since 2015, with humanitarian operations focused on protection, health and nutrition, food security, and water, hygiene and sanitation (WASH).

In Chad, INTERSOS implemented projects in the Lake and Eastern regions for the benefit of internally displaced persons and Sudanese refugees. After a break in 2016, activities resumed in 2017 with an emphasis on the protection of human rights, particularly those of children and women, through the establishment of Child Friendly Spaces, the management of GBV cases, social cohesion, community rehabilitation, as well as access to drinking water, health and food security.

General objective of the position

In coordination with the SMT, MEAL, program/project managers and technical coordinators, provide timely support for the design and development of new project proposals, high-quality reports and regular grant management activities, in accordance with the goals, objectives and indicators of the INTERSOS program and in compliance with donor requirements.

Main responsibilities and tasks

Project design and development

  • Supporting the program coordinator in drafting and updating the donor mapping and donor strategy
  • Supporting the Go/No-Go process through analysis of the donors’ call for proposals and its relevant elements.
  • In coordination with the SMT, program managers and project managers support the design and development of new project proposals, ensuring that these are structured in accordance with the goals and objectives of the INTERSOS program and in accordance with the model and requirements of the donors.
  • Regularly update the mission master plan, ensuring that internal and external deadlines are met and communicated promptly to relevant colleagues.
  • Maintain regular and/or ad hoc liaison with the regional office, in particular with the regional grants and reporting manager, to ensure that the project design complies with donor guidelines and that the submission process follows the defined workflow.
  • Under the direction of the program coordinator, ensure internal coordination of the proposal writing process, promote a clear distribution of roles, responsibilities, commitment of the ministries concerned and of the timeline.
  • Ensure the correspondence and consistency of information and budget figures in proposal documents, including financial components.
  • Ensure that the final set of documents before submission is complete, consistent and compliant with the donor’s rules.
  • Promptly report any problems or delays to relevant colleagues at the mission and regional levels.

Quality reports

  • Under the supervision of the program coordinator, promote the periodic review and harmonization of models and formats used for monitoring, tracking and reporting on activities, in coordination with program/project managers and technical coordinators.
  • Liaise with the Grants Unit and the regional office at headquarters to receive and stay informed of donor templates and guidelines.
  • Regularly update the mission master plan (monitoring reports) ensuring that internal and external deadlines are met in accordance with grant agreements and promptly communicated to relevant colleagues at mission and regional level.
  • Under the supervision of the programme coordinator and in coordination with the regional office and the grants and compliance unit of the central administration, ensure the timely compilation, review and submission of reports that are compliant and consistent, in accordance with the requirements of INTERSOS and donors.
  • Ensure the consistency and coherence of information and budget figures in reporting documents (including program, finance and logistics components).
  • Ensure the correct storage of reports and associated attachments on the INTERSOS management platform (IMP).

Grant implementation management

  • Under the supervision of the program coordinator and in coordination with program managers, prepare and lead project kick-off (KO) meetings, playing an active role in reviewing partner capacity assessments and grant agreements.
  • Promote, with the support of the regional grants and reporting manager, information sessions (also integrated into KO projects) on the main donor guidelines, involving all relevant departments (Programs Unit, MEAL, Finance, Logistics, Human Resources and Headquarters, Grants and Compliance).
  • Support for on-the-ground monitoring of performance indicators, for carrying out spot checks on compliance of ongoing projects and program partners (e.g., local partners).
  • Perform periodic review of project documentation, ensuring that downloading and archiving are correct on the mission disk and on the IMP.
  • Program coordinator providing support in the organization and implementation of project review meetings and project closure meetings.
  • Ensure that requests for project modifications (if applicable) comply with donor procedures and regulations.
  • Support data analysis and visualization of program results for monitoring and reporting purposes through Google Data Studio and/or other recommended tools, and report any deviations in achievements/trends to the program coordinator.
  • Ensure that the mission’s communication plan is updated regularly and support the program coordinator and the head of mission in drafting external products and liaising with the central administration’s communication department.

Required profile

Education

  • Bachelor’s degree in international affairs, development, international political economy or another relevant field.

Professional Experience

  • Minimum of 3 years of relevant professional experience in program departments within the humanitarian sector.

Professional requirements

  • Experience in managing grants from institutional donors (BHA, ECHO, UNHCR, AICS among others) and understanding of donor requirements and compliance.
  • Skills in project cycle management and ability to plan and organize work activities.
  • Basic financial skills.
  • Ability to analyze data to inform reports and new programs.
  • Strong reporting and writing skills.
  • Essential computer skills (Word, Excel and Internet).

LANGUAGES

  • Fluency in French required and intermediate level of English.
