Field Coordinator – Northern Border Intervention At Save the Children

THE POSITION

Within the Protection Structure, the Migrant Minor Protection and Inclusion Area contributes to achieving the objectives of strengthening the protection and care system for migrant minors in Italy, particularly unaccompanied and vulnerable minors. It also promotes and enhances best practices for the inclusion of migrant and young adult minors in its local area, networking with internal and external stakeholders and local actors.

The strategic objectives of the area focus on increasing access to and exercise of the rights of migrant minors and young adults in Italy – and those transiting through Italy.

In consultation with their manager, the Field Coordinator will be responsible for implementing field activities and will be the contact for project teams, for relations with partners (where applicable), and with key institutional and non-institutional stakeholders. They will contribute to strengthening the protection and reception system for migrant minors by enhancing the teams’ operational capacity, both in activities aimed at directly supporting and assisting both accompanied and unaccompanied minors, as well as their families, if present, arriving, receiving, or transiting in the Northern area, and in training and capacity-building activities for those involved in the reception and management of migration flows.

In coordination and collaboration with the Operations and Safety & Security Areas, and with the support of the Border Intervention Manager, the Field Coordinator will oversee the project’s operations . He or she will therefore monitor and supervise the project environment in order to develop and/or adapt operational procedures, Safety & Security procedures, and preparedness plans to adapt operational capacity to changing migration flows. He or she will be responsible for activating new resources and ensuring procurement and the purchase of goods and services. He or she will support the field teams, ensuring induction , accommodation, and other supplies for new members, holding regular team meetings, and acting as the local Health & Safety Focal Point.

He or she will also be responsible for the proper implementation of any projects related to the Northern Border intervention, in compliance with internal and funder guidelines, and ensuring accurate reporting.

MAIN RESPONSIBILITIES

GUARANTEES:

  • Proper execution of local intervention activities: coordinates and monitors resources, ensuring project activities are executed locally and managing project expenses according to the agreed budget and compliance with procedures.
  • The role of Project contact at local level with respect to internal and external stakeholders.

IS RESPONSIBLE FOR:

  • Manage, coordinate, and supervise project teams assigned to their respective territorial areas of expertise to ensure the successful achievement of team objectives and activities.
  • Ensure constant monitoring of interventions through frequent missions to the border areas where the reference teams operate.
  • Ensure the correct application of the intervention methodology (disembarkations, reception centers, hotspots, land border crossings, child-friendly spaces, night shelters, child-friendly information and legal guidance, vulnerability reporting, etc.) and compliance with procedures, actively contributing to the continuous improvement of the quality of activities.
  • Manage human resources, including: potential selection of new staff, induction, capacity building, management of any individual issues with follow-up, reporting, and escalation mechanisms; performance reviews.
  • Ensure self-adherence and compliance with Save the Children principles and values by all assigned staff, reporting any non-compliant behavior as appropriate.
  • Ensure the development of new intervention proposals and/or operational adjustments based on new phenomena and/or contextual changes in one’s area of expertise.
  • Ensure the preparation of high-quality narrative project reporting (and of all grants funding the project) within the required timeframes regarding the activities implemented on-site.
  • In agreement with the Frontier Manager, implement the strategic line of relations with project partners, institutions, and all stakeholders involved in the project.
  • Support the Border Manager in Interagency Coordination forums that concern aspects of support for field operations.
  • Activate, in agreement with the Border Manager, a territorial network aimed at welcoming and protecting foreign minors in the local area, with particular attention to those under fourteen and the most vulnerable.
  • Plan, manage, and monitor your budget to ensure effective and efficient use of financial resources.
  • Represent the organization at institutional meetings and with external stakeholders and project partners in the area.
  • Monitor and report to the Border Manager any changes in context and phenomena that require an adaptation of the intervention.
  • Ensure adequate reporting both internally and for donors.
  • Liaising with the Border Manager and Program Manager, ensure procurement of goods and services, store and distribute materials based on the needs of the relevant areas, in line with procedures and within the required timeframes. Where applicable, provide support regarding facilities and staff mobility, identifying and setting up the logistics base, sourcing the necessary accommodations and vehicles, and organizing travel, in compliance with required safety and security standards.
  • Conduct assessments and develop the necessary SOPs to ensure effective and efficient operational management of the sites and to define/adapt, in collaboration with the Safety & Security (S&S) Area, the related procedures.
  • Ensure that staff are trained and comply with safety procedures and protocols, reporting any training needs to the H&S Area.
  • Ensure that safety incidents are duly reported and reported to the H&S Area and that information is collected and exchanged effectively with staff.

SUPPORT:

  • Submitting financial reports in the time and manner required by donors, gathering the necessary supporting documents together with the Border Manager and the Program Manager.
  • The development of informational, training, and awareness-raising materials, as planned by project activities, in coordination with the Border Manager.
  • Local development of advocacy and policy actions.
  • The coordination between areas with diverse thematic expertise, in order to ensure the development of integrated and qualified interventions.
  • The development of a preparedness plan focused on logistical and operational needs, which ensures, during periods of increase and peak arrival of migrants, the adequacy and timeliness of operational support in compliance with the rules and principles adopted by the Organization
