Mission:
She is responsible for the country’s administrative, financial, human resources, and logistics processes, establishing guidelines (standards and procedures) to ensure the availability of the financial, human, and logistical resources necessary for the execution of program activities and the achievement of the proposed objectives, all in close coordination with the Country Directorate and the country’s technical-administrative team. She coordinates with the corresponding national levels to standardize processes in accordance with organizational guidelines, compliance with local laws, and obligations to government entities. She also participates in country administrative matters alongside the organization’s local and international experts and advisors.
Qualifications and Experience:
- Bachelor’s degree in Business Administration, Accounting, Auditing or Finance.
- Preferably with a degree in Commercial Expert and Public Accountant, duly registered.
- Advanced knowledge of IFRS and GAAP.
- Ten (10) years of progressive work experience occupying leadership positions related to administration and/or accounting. At least two (2) years of work experience specifically in NGOs or international cooperation agencies.
- More than five (5) years of experience leading multidisciplinary teams.
- Intermediate level and mastery of the English language.
- Comprehensive and advanced knowledge of accounting, administrative, and financial concepts in a non-governmental organization; with the skills necessary to create or modify accounting, administrative, and financial policies, procedures, and instructions.
- Intermediate knowledge of the principles and procedures of recruitment, selection, training, compensation, and benefits; labor relations, negotiations, and disciplinary actions.
- Intermediate knowledge of the country’s tax and labor laws.
- Experience in strategic planning for the development of the work team under his/her charge and proactive leadership towards achieving objectives.
- Experience driving standard 4×4 vehicles on difficult terrain. Valid driver’s license.
- Ability to project and maintain a calm work environment while simultaneously operating in an environment defined by timelines and deadlines and required by internal and external customers.
- Excellent interpersonal, relationship, and communication skills, with a history of inspiring collaboration across multiple functions.
- Possess a deep connection with the local context of communities at social risk.

Role Responsibilities:
Bank:
- Oversee the preparation of bank reconciliations and review them before obtaining approval from the National Director.
- Monitor bank balances.
- Serve as the primary point of contact between Feed the Children and the bank, and be responsible for uploading vendors to the banking platform.
- Maintain cordial and effective working relationships with banking institutions related to the organization.
Finance:
- Review and validate the organization’s daily records and monthly financial reports (Profit and Loss Statement, Balance Sheet, General Ledger), including, but not limited to, Pipeline reports, quarterly commitments, VAT reports, indirect cost calculations, payment reviews, Mobile Money, financial reviews of sub-agreements/sub-awards, among others.
- Ensure all reconciliations and the complete accounting closing package are uploaded to SharePoint and reported.
- Prepare and monitor monthly budget execution and funding requests in accordance with budget and operational needs.
- Collaborate with internal and external audits from inception to delivery of final reports.
- Review and validate the information included in the payroll and its payment.
- Ensure all reports, information, and transactions are uploaded to SharePoint on time and within deadlines and timelines.
- Upload documents and reports to SharePoint.
- Reconcile the payroll.
- Prepare pipeline reports (where applicable).
- Prepare the quarterly commitment report (where applicable).
- Calculate indirect costs.
Taxes:
- Prepare and submit all tax documentation to the relevant government institutions in a timely and appropriate manner.
- Provide the necessary follow-up with legal advisors on all matters related to the organization’s tax exemptions in the country.
- Maintain cordial and effective working relationships with tax collection institutions.
Acquisitions / Purchases:
- Oversee all of the organization’s procurement or purchasing processes.
- Maintain cordial and effective working relationships with donors and suppliers.
Logistics
- Supervise and monitor the organization’s import, export, and distribution processes for in-kind donations within and outside the country.
- Coordinate with legal advisors customs exemptions for the organization.
- Maintain cordial and effective working relationships with related government institutions, service providers, and internal points of contact in other countries with which we have import-export relationships.
- Supervise and monitor the organization’s inventory and storage control processes.
Asset Management:
- Oversee the organization of physical and electronic files.
- Ensure the maintenance and proper use of the organization’s assets.
- Monitor depreciation processes.
Strategic Planning:
- Analyze current administrative and financial policies, procedures, instruments, or instructions, or the lack thereof, to determine plans for their creation, maintenance, or modification.
- Examine the consistency or variations in the execution of the processes under your responsibility by collaborators in general.
- Observe the work team under your charge with respect to their duties and identify opportunities for improvement and strengths.
- Create a framework with clear criteria for all operational, administrative, and financial aspects. This includes creating, maintaining, or modifying policies, procedures, instruments, or instructions. These policies must be compiled in a manual in accordance with local legislation, applicable tax plans, accounting standards, and best practices. This includes ongoing training and counseling for employees on their use.
- Prepare annual operating plans and special plans derived from them.
- Collaborate in the preparation of budgets for the organization or specific projects.
Team Leadership and Coordination with Other Departments:
- Supervise and mentor the team, ensuring that teams are well coordinated to foster a productive and efficient work environment.
- Conduct annual performance evaluations of the work team under his or her direct supervision and ensure that performance evaluations of other collaborators are conducted.
- Collaborate with other departments to align operational objectives with the overall goals of the organization.
Human Resources Focal Point:
- Talent Files:Â Update confidential documents (physical and digital), such as courses, workshops, or training received, performance evaluations, talent actions; general documents required for new employees; and coordinate with local attorneys for contract changes and terminations.
- Human Resources Database:Â Generate updates when there are changes, such as new hires or terminations; record timesheet information to enable payroll generation and accounting records of these payments, as well as control vacations, absenteeism, personal, sick, or annual leave (other leaves).
- Labor Law Monitoring:Â Communicate any changes in labor laws to the Regional Human Resources Manager, in collaboration with local legal counsel. Coordinate communication between the Regional Human Resources Manager and local stakeholders to facilitate information processes for employees regarding changes in labor laws.
- Benefits Management Support:Â Record employee registrations/deregistrations in legal benefits, health and life insurance, among others, in accordance with established parameters, signed contracts, or the law, and validate that payments are processed as stipulated.
- Administrative Support:Â Facilitate local purchasing processes for regional training, workshops, and meetings (e.g., accommodation, space rentals, meals, etc.).
