Caritas Germany (DCV) was founded in 1897 and gave rise to all other Caritas organizations worldwide. It is an international humanitarian organization that provides humanitarian aid and rehabilitation during and after disasters, supports social programs for children, people with disabilities, and the elderly, advocates for women’s empowerment, and promotes peacebuilding activities in Germany and 165 other countries around the world, working in collaboration with other Caritas organizations in Eastern Europe, Latin America, Africa, and Asia.

Caritas Germany (DCV) and Caritas Switzerland (CACH) were among the first international humanitarian organizations in the region to respond to the impact of the migration crisis from Venezuela through the EuroPana program and previous projects since 2016 .

Program Summary

Structure and implementation

The EuroPana Program is implemented through the consortium of Caritas Switzerland (CACH) and Caritas Germany (DCV), organizations that have worked together to respond to the migration crisis in the region within the framework of integral human development and the construction of sustainable peace. This consortium is developed with the European Commission’s Humanitarian Aid Office (ECHO) to address the migration situation in several countries in the region. Assistance and protection actions are carried out in Colombia, Ecuador, Peru, Brazil, and Venezuela, as follows:

  • In Colombia, National Secretariat of Social Pastoral Care/Cáritas Colombiana (SNPS/CC)
  • In Ecuador: Caritas Ecuador
  • In Peru: Caritas Peru and CEDEH (Center for Human Development)
  • In Brazil: Caritas Brasileira and Pastoral Service for Migrants (SPM)
  • In Venezuela: Caritas Venezuela and Jesuit Refugee Service (JRS)

Purpose of the contract to be signed

To contract professional services for technical support in information management during the analysis process of the humanitarian and protection situation of the Europan program, which specifically includes: establishing information cleansing and systematization processes, building dynamic dashboards and data visualization maps, and preparing technical information sheets to guide decision-making.

Requirements and commitments on the part of those interested in participating in the call.

Both individuals and work teams are required to meet the professional training, experience, skills, competencies, general and specific obligations of the position, as indicated below:

Professional training and experience

  • Professional in Statistics, Economics, Social Sciences, Engineering, Administration or related to the development of the position.
  • Technical capacity and demonstrable experience in conducting humanitarian sector needs assessments and protection risk analyses, particularly in the design and use of information processing and visualization tools.
  • Experience in formulating proposals, writing reports, and evaluating humanitarian and ECHO-funded projects is desirable.
  • Familiarity with the humanitarian system, SPHERE, and experience in sectoral data management (ideally in protection, food security, nutrition, WASH, shelter).
  • Excellent analytical and evaluative skills and research methodologies, including an understanding of sampling frames and analysis of large data sets.
  • Excellent communication and report writing skills with experience in high-level presentations.
  • Ability to multitask under tight deadlines in a complex environment.
  • Have a minimum of three (3) years of demonstrable experience in the requirements described above.

Specific knowledge

  • Extensive knowledge of human rights, international humanitarian law, humanitarian aid, and comprehensive protection.
  • In-depth knowledge of humanitarian crisis contexts due to mixed migration flows, internal armed conflict, and the risk of natural disasters.
  • Advanced Microsoft Office skills. Geographic Information Systems and equivalent statistical software (QGIS, STRATA, Python) skills are preferred.
  • Skills in managing quantitative data collection programs (Kobo Toolbox).
  • Skills in using specialized programs for qualitative data systematization (Atlas.TI, DELVE, or other similar programs).
  • Data visualization skills (Power BI, Tableau).
  • Respect for cultural diversity and religious beliefs.
  • Not having family ties or direct relationships with the staff of the main or local partners.
  • Knowledge of Portuguese and English (Desirable)

General requirements

  • Carry out activities under the leadership of the Program’s Regional Information Management Expert.
  • Punctuality in meeting the plans and deadlines stipulated by the contractor for the performance of the tasks under their responsibility, as well as in the conditions and criteria for delivering results for the assigned activities.
  • Immediate availability to perform the tasks under your charge.
  • Effective protection, confidentiality, and safeguarding of files, programs, and other information obtained and produced in the course of performing your contract, which Caritas Switzerland and Germany have not expressly and formally authorized you to use for personal gain, and/or to provide and disseminate to third parties.

  • Review and adjust data collection instruments (quantitative and qualitative) to ensure their relevance and quality, based on the prioritized population profile in each territory in the region.
  • Support in the debugging and cleaning of databases or primary sources of information, as needed.
  • Systematize and organize the primary information already collected by local partners implementing the program in the region (from focus groups, interviews with key stakeholders, and surveys).
  • Systematize and organize information from secondary sources that can contribute to updating the analysis.
  • Provide a dynamic dashboard that visualizes the most representative quantitative findings of the humanitarian and protection situation in the region.
  • Prepare the maps that support the analysis based on the primary information collected.
  • Propose adjustments to existing tools and design new tools that can improve data research, collection, systematization, and visualization within the analysis framework.
  • Be available to provide technical support within the framework of the analysis of the humanitarian and protection situation of the Europan Program, as required.

Deliverables

  • Detailed work plan, including the methodology for cleaning and systematizing information, the development of dashboards and maps, as well as a schedule with weekly milestones and intermediate deliverables that encompasses the other activities described.
  • Matrices with the systematization of quantitative and qualitative information according to the analysis categories proposed and agreed upon with the regional information management expert.
  • Dynamic data visualization dashboards and interactive maps with filters for quantitative and qualitative information highlighting the most representative findings and analyses (by region, country, department, and/or municipality). The number of dashboards and maps may vary depending on the amount and type of information collected for the analysis. Editable versions must be submitted.
  • Technical sheets of the main findings on the humanitarian and protection situation. One technical sheet will be prepared for each zone, i.e., city or municipality, to be agreed upon. (Format to be defined jointly with the regional information management expert). Each sheet should include graphs, data, and information that is as representative and accurate as possible, as well as maps or illustrations, as needed.
  • Layout of thematic maps based on the information collected (e.g., protection risks, priority basic needs, care gaps, humanitarian access status). They should be available in high-quality versions for use in presentations and digital or physical documents, and should be editable files to allow for future updates.

Other considerations to keep in mind

  • Anonymity and confidentiality: Training must respect individuals’ right to provide information, ensuring their anonymity and confidentiality.
  • Integrity: The training team will be responsible for highlighting issues not specifically mentioned in the Terms of Reference, if necessary to achieve better results.
  • Independence: The team must guarantee its independence from the intervention, not being linked to its management or any element that comprises it.
  • Data Protection: The consulting firm or individual is obligated to maintain the strictest professional secrecy and confidentiality regarding any personal data to which they have access due to the training provided, as well as to diligently fulfill the duty of protection and custody imposed by the Organic Law on Personal Data Protection. These obligations will be enforceable on the evaluating firm or individual during the term of the service provision contract, and even after it has terminated for any reason. Likewise, the evaluating company or natural person expressly undertakes to adopt the necessary technical and organizational measures to guarantee the security of the personal data to which it has access and to prevent its alteration, loss, processing and unauthorized access, taking into account the state of the technology, the nature of the stored data and the risks to which they are exposed, whether they come from human action or from the physical or natural environment, and must comply at all times with the provisions on this matter in Organic Law 15/1999, of December 13, on the Protection of Personal Data.
  • Copyright and Disclosure: It is clarified that all copyright resulting from the services covered by this call belongs to the entity contracting the evaluation.
  • Sanctioning regime: In the event of a delay in the delivery of products or the performance of activities, or in the event that the quality of these activities is clearly inferior to that agreed upon, the penalties and arbitration measures established by the contracting entity in the Administrative Clauses of the contract to be signed with the evaluating entity will be applicable.

Duration and period of execution

The services will begin on November 24, 2025, and conclude on January 30, 2026.

Three payments will be made according to the following table:

The service provider must submit the electronic invoice in Colombian pesos at the exchange rate of the Bank of the Republic on the billing date. ( Project exempt from VAT ) Individuals must submit their social security payment.

Consultants who meet the minimum requirements and are available within the indicated time period must submit:
