Introduction

1. Context
Under the leadership of its regional office in Dakar and in close coordination with operations in the neighboring Central African Republic (CAR), DRC began its operations in Cameroon in 2018, responding to the humanitarian needs of CAR refugees and vulnerable Cameroonians in the Adamawa Region. Currently, DRC operates in Garoua-Boulai (East Region). In 2024, DRC began its work in the Mayo Tsanaga Department, coordinating with other humanitarian actors to provide livelihood support to the most vulnerable refugees in the Minawao camp. In 2025, DRC opened operations in the Northwest Region (Bamenda).
2. Purpose
Under the direct supervision of the Finance Officer/Finance Specialist, the Finance Assistant is responsible for preparing payments (cash, bank checks, and bank transfers) from suppliers as well as employee advances for DRC staff. They manage the petty cash register during its opening hours. They record daily petty cash and bank transactions in Dynamics and attach supporting documentation. They contribute to the production of financial reports, ensure the proper filing of accounting documents, and actively participate in the preparation of financial audits.
3. Responsibilities
Main responsibilities
A/PAYMENT MANAGEMENT
- Receiving and verifying payment requests; ensuring that files comply with DRC procedures;
- Prepare e-banking transactions for validation by authorized persons;
- Prepare the transfer orders and have them signed;
- Prepare the bank cheques and have them signed;
- Submit the signed transfer orders to the bank against receipt;
- Contact suppliers to arrange payment (cash or checks) during payment hours;
- Obtain the check deposit receipts from the suppliers.
B/CASH MANAGEMENT
- Verify payment requests submitted by the logistics department for all cash payments to suppliers (verify validation by the budget manager);
- Anticipate cash payments from suppliers during cash register opening hours;
- Prepare DRC employees’ professional advances for payment during cashier’s opening hours;
- Settle professional advances using DRC formats (professional advance request, professional advance closure);
- Complete the professional advance tracking table;
- Prepare cash replenishment requests to ensure that the balance is always sufficient to cover expenses (request validated by the Finance Manager);
- Perform a daily reconciliation of the cash register inventory and balance in Dynamics;
- Report any cash discrepancies to the Finance Manager;
- Report any suspicious and/or non-compliant expenditure according to DRC’s accounting and financial procedures to the Finance Manager and the Head of Support Services;
- Perform a weekly (end of week) reconciliation of the cash register signed by the Finance Manager.
C/Accounting Data Entry in Dynamics
- Respect the weekly and monthly closing deadlines for accounting journals communicated by the Finance Manager;
- Enter daily cash and bank transactions (debit and credit) in Dynamics;
- Scan all financial documents justifying cash and bank transactions;
- Upload (attach) accounting documents daily in Dynamics;
- Perform the weekly closing of accounts under the supervision of the Finance Manager;
- Enter the charges to be allocated based on the Excel file provided by the Finance Manager.
D/ARCHIVING OF ACCOUNTING DOCUMENTS (Cash and Bank)
- Archive all accounting documents using the Dynamics Voucher number;
- Ensure that archiving is done daily and that it meets DRC requirements criteria;
E. LOCALISATION
- Strengthening partners in accounting and archiving
- Conduct experience-sharing missions with partners
F/PREPARATION OF FINANCIAL AUDITS
- Prepare all the accounting documents requested by the auditors;
- Perform an initial review of these accounting documents and communicate any problems to the Finance Manager.
4. Required qualifications
A/ Qualifications
- Minimum of two years of higher education in accounting, finance or management.
- Having relevant knowledge in cash management;
- Good knowledge of Word, Excel and accounting software;
- To have good filing skills;
- Having excellent communication skills, being flexible and able to work under pressure;
- To enjoy meticulous work and to have a concern for quality.
B/ Experiences
Minimum 1 year of experience in the accounting department of an international NGO
C/Personal Qualities

- Being able to work under pressure at a fast pace;
- Strong understanding of humanitarian commitment.
D/Languages
- Fluency in spoken and written French and English.
5. General Regulations
- The employee must follow DRC’s instructions regarding security, confidentiality, and ethical guidelines, including the code of conduct and the humanitarian accountability framework.
- The employee must not engage in any other paid activity during the term of the DRC contract without prior authorization.
- The employee must not engage in any activity that could harm DRC or the implementation of any project during the term of the DRC contract.
- The employee must not grant interviews to the media, publish photos related to DRC programs, or share other materials without prior authorization.
- The employee must return all equipment loaned by DRC to perform the work after the end of the contract period or upon request from DRC.
