The Danish Refugee Council (DRC) is one of the world’s leading humanitarian NGOs, working in over 40 countries to provide appropriate assistance and protection to refugees, asylum seekers, internally displaced persons, returnees, people on the move, and vulnerable local populations/host communities. Currently, as part of its emergency response to the earthquake, DRC is seeking a highly qualified Finance Officer based in Caracas, Venezuela.
About the job:
DRC manages its operations in Venezuela through its country office in Caracas and three field offices located in the states of Sucre, Apure, and Zulia. DRC Venezuela implements protection monitoring, legal assistance, individual protection assistance for persons with specific needs (PWSN), information sessions for persons of concern (PoC), prevention of human trafficking, and food security initiatives.
As part of the emergency response to the earthquake that occurred in June 2026, DRC is opening a new implementation office in Caracas, separate from the country office, to address the needs of the affected populations. To this end, it is seeking a Finance Officer who will be responsible for supporting financial operations to ensure compliance with internal and external requirements and legal regulations.
General objective of the position
The Finance Officer will be responsible for supporting financial operations to ensure compliance with internal and external requirements and legal regulations, as well as ensuring adherence to donor criteria. The Finance Officer must be familiar with budget preparation, budget monitoring, accounting activities, and external audit procedures.
Responsibilities:
Financial and Accounting Management
- Ensure that all financial transactions are recorded in a timely, accurate, and compliant manner in DRC’s ERP system.
- Perform monthly bank and cash reconciliations, ensuring the consistency and accuracy of financial information.
- Ensure proper accounting management in accordance with local laws, internal policies, and organizational procedures.
- Maintain properly organized and archived supporting documentation, ensuring its traceability and availability for audits.
- Ensure timely completion of the accounting closings of the database within the established deadlines.
Budget Monitoring and Reporting
- Monitor the budget execution of projects and budgets assigned to the Caracas Base.
- Identify budget deviations and alert management in a timely manner.
- Support in the preparation of financial reports for donors, ensuring compliance with their guidelines and requirements.
Compliance, Internal Control and Audit
- Verify that the expenses meet the eligibility, reasonableness and correct budget allocation criteria.
- Ensure compliance with DRC’s internal procedures and donor requirements.
- Support the coordination and handling of internal and external audits and donor reviews.
- Strengthen internal controls to minimize financial risks and ensure transparency in management.
Treasury and Cash Management
- Manage and monitor the cash flow of the base, ensuring the availability of funds for operations.
- Prepare funding requests to the national office in accordance with the financial planning.
- Perform banking transactions in accordance with established procedures.
- Ensure proper handling and control of cash in accordance with DRC policies.
Payment Processes and Operational Support
- Review and process payments to suppliers, staff and third parties, ensuring correct documentation and authorizations.
- Verify budget availability before making payments.
- Support financial processes related to acquisitions, in compliance with organizational policies.
Coordination and Administrative Support
- Provide financial support to operational and program teams at the base.
- Support in the financial and administrative document management required for the operation of the office.
- Coordinate with other areas to ensure the proper implementation of financial processes.
Organizational Collaboration and Compliance
- Comply with and promote internal policies, including the DRC code of conduct.
- Collaborate in complying with safety standards and operating procedures.
- Contribute to teamwork and the continuous improvement of financial processes.
Experience and skills:
- At least 2 years of work experience with an international NGO in a similar role.
- Advanced Microsoft Office skills
- Knowledge of Microsoft Dynamics
- High level of competence in the use of technological tools.
- Experience working with ERP
- Basic proficiency in PowerPoint and Word.
- Good communication and document organization skills.
Education:
- University degree in Finance / Business Administration / Accounting or equivalent experience
Language:
- Basic – Intermediate English
- Spanish
