The Danish Refugee Council (DRC) is one of the world’s leading humanitarian NGOs, working in over 40 countries to provide appropriate assistance and protection to refugees, asylum seekers, internally displaced persons, returnees, people on the move, and vulnerable local populations/host communities. Currently, as part of the emergency response to the earthquake, DRC is seeking a highly qualified Supply Chain Officer based in Caracas, Venezuela.
About the job:
DRC manages its operations in Venezuela through its country office in Caracas and three field offices located in the states of Sucre, Apure, and Zulia. DRC Venezuela implements protection monitoring, legal assistance, individual protection assistance for persons with specific needs (PWSN), information sessions for persons of concern (PoC), prevention of human trafficking, and food security initiatives.
As part of the emergency response to the earthquake that occurred in June 2026, DRC is opening a new implementation office in Caracas, separate from the country office, to address the needs of the affected populations. To this end, it is seeking a Supply Chain Officer who will be responsible for all procurement of goods and services, warehousing, transportation of goods and personnel, vehicle fleet management, and logistical support.
General objective of the position
The Supply Chain Officer is responsible for all procurement of goods and services, storage, transportation of goods and people, vehicle fleet management and general logistical support to the overall program related to the earthquakes in the Capital District and La Guaira in accordance with the internal framework of the Danish Refugee Council – DRC and the regulations imposed by the donors.
Responsibilities:
Shopping
- Ensure compliance with the purchasing processes required for the proper functioning of DRC operations in the Capital District and La Guaira.
- Direct collaboration with program teams for local planning of purchasing and logistical needs for DRC programs
- Generate tracking and traceability of purchase requests
- Validate the documentary integrity of the processes according to the donors’ requirements
- Contact with suppliers for quotes and local purchase evaluations.
- Provide induction training to the base team on DRC’s purchasing processes
Logistics
- Ensure the timely delivery of the requested materials, taking into account the processes and times established by DRC.
- Control, registration and monitoring of fixed assets managed in the local office.
- Perform inventories and maintain detailed control of the general inventory of DRC.
- Ensure the management of general services for work teams (accommodation, staff, visitors, offices, storage places and security).
- Implement processes for registration, control, monitoring and verification of program elements assigned to staff and basic logistics personnel.
- Ensure the growth of the base’s supplier portfolio.
Fleet
- Ensure compliance with DRC fleet management processes at the base.
- Ensure the availability of vehicles for program operations.
- Monitor the use and consumption of the transport service at the local office.
Administration
- Participate and assist in the implementation of the ERP (DRC Dynamics)
- Collaboration with the finance unit for the correct registration of the supply chain
- Coordination with the finance unit for the timely execution of payments
- Drafting contracts and framework agreements for local operations.
Security
- Advising the base manager on local social dynamics.
- Monitoring of incidents and crime in the intervention area.
- Other activities required by the organization, related to logistics management in the municipalities surrounding the base.
Experience and skills:
- Minimum 2 years of experience in humanitarian logistics, procurement, transport and distribution, warehousing and stock management.
- Good understanding of the procurement rules and regulations of major international donors
- Maximum level of respect and integrity in dealings with suppliers
- Analytical capabilities
- Problem-solving orientation
- Ability to work under uncertainty
- Excellent command of technological tools
- Excellent skills in MS Word, Excel and PowerPoint.
- Intermediate English
Education:
- Relevant University Degree in Logistics and/or Supply Chain Management or equivalent professional qualification.
Language:
- English (Desirable)
