Finance & Operations Management for co-executed projects in Venezuela At Plan International Latin America and the Caribbean

1. Introduction and Context:
PLAN International, Inc. – Regional Hub for the Americas is seeking an individual consultant to strengthen the financial, operational, administrative, and compliance management of co-executed projects in Venezuela, within the framework of the humanitarian response and regional operations in the country.
The consultancy is conceived as a temporary, six-month arrangement, under a professional services agreement, to provide immediate and specialized technical capacity. Unlike a permanent position, the relationship will be governed by deliverables, reports, and results approved by PLAN International, without creating an employment relationship or benefits associated with permanent staff.
The consultant will be based in Venezuela and must have proven experience in the international non-governmental organization (INGO) sector, project financial management, donor compliance, internal control, procurement/logistics, and humanitarian response.

2. Justification for the Contract
Project implementation in Venezuela requires integrated financial and operational support to ensure operational continuity, proper use of funds, document traceability, and compliance with institutional policies, donor requirements, and applicable regulations.

Strengthen internal controls, segregation of duties, resource custody, and audit-ready documentation.

Support the financial management of local partners, including reviewing settlements, supporting documentation, and administrative capacity.

Coordinate operational, logistical, procurement, payment, and administrative support requirements necessary for the response.
•
Mitigate fiduciary, legal, tax, reputational, fraud, bribery, and misuse of funds risks in an active emergency context.

3. General objective
To provide specialized technical and operational support to ensure that projects implemented in Venezuela have sound, timely financial, administrative, logistical and compliance management aligned with the standards of PLAN International and donors.

4. Specific Objectives
1.
Implement and monitor financial planning processes, budget tracking, variance analysis, projections, and periodic reporting for projects in Venezuela.
2.
Ensure that internal controls, supporting documentation, approval pathways, authority matrices, and segregation of duties function effectively.
3.
Support the management of implementing partners, including financial review, settlements, capacity-building plans, and follow-up on findings.
4.
Coordinate operational, procurement, logistics, inventory, asset, payment, and administrative support needs in close coordination with the regional Supply Chain and Finance team.
5.
Contribute to the preparation of audits, donor reviews, spot checks, monthly closings, and quality financial reports.
6.
Ensure that the humanitarian response has agile yet controlled, documented, and auditable processes.

5. Scope of Work and Main Responsibilities Area Main Responsibilities Financial and Budgetary Planning

Support the timely and accurate recording of transactions, payment requests, reconciliations, cash controls, advance management, and supporting documentation. Internal Control, Risk, and Audit
Maintain effective controls, identify fiduciary risks, document findings, follow up on corrective actions, and facilitate audits or reviews. Supply Chain, Procurement, and Logistics
Coordinate procurement, logistics, services, asset, and inventory requirements in line with policies and processes, and coordinate with regional/local Supply Chain. Operations and Humanitarian Response
: Support the implementation of operational procedures, emergency protocols, coordination mechanisms, and practical solutions for operational continuity.

Document Management and Learning:
Maintain organized repositories, evidence of approvals, minutes, reports, tracking matrices, and lessons learned for auditing and continuity purposes.

6. Required Profile
The consultant must demonstrate experience, technical independence, professional judgment, and the ability to operate in complex contexts, with a results-oriented approach and a focus on compliance.
•
University degree in Finance, Accounting, Administration, Economics, Operations, Logistics, or a related field. A Master’s degree or professional certification in finance, auditing, project management, or supply chain management will be considered an asset.
•
Minimum of eight (8) years of experience in financial, operational, administrative, or grant management, ideally in international organizations, cooperation agencies, or the humanitarian sector.
•
Proven experience with INGOs, institutional donors, local partners, and humanitarian response environments.
•
Solid knowledge of budgeting, internal control, reconciliations, financial analysis, donor reports, auditing, and supporting documentation.
•
Experience in procurement/logistics, supplier coordination, assets, inventory, payments, and operational services will be highly valued.
•
Knowledge of the Venezuelan context and the ability to work on-site in coordination with regional teams and partners.
•
Advanced proficiency in Excel and financial tools; experience with SAP or other institutional financial systems will be desirable.
•
Excellent writing skills in Spanish; Functional/professional English is desirable for regional coordination and institutional documentation.
•
Ability to work under pressure, prioritize, solve problems, communicate early warnings, and maintain compliance standards.

8. Fees and Payment Method
The indicative value of the consultancy will be USD 3,200 to USD 3,600 per month, subject to evaluation of the selected candidate’s profile, budget availability, and internal approval by PLAN International.

The amount will include professional fees, administrative costs, and applicable taxes for the consultant, unless otherwise specified in the contract.
•
Payments will be made monthly upon delivery and approval of the monthly activity/deliverable report and the corresponding invoice or receipt.
•
Travel, accommodation, per diem, communication, or other operating expenses are not included in the fees, unless previously approved in writing by PLAN International.
•
PLAN International may withhold or adjust payment if the deliverables do not meet the expected standard or if the supporting documentation is insufficient.

9. Supervision and Coordination
The consultancy will be supervised by PLAN International – Regional Hub for the Americas through the Regional Finance and Operations leadership, in coordination with the Humanitarian Response, Supply Chain, Programs, and other focal points designated by ROA.
•
The consultant will be required to participate in follow-up meetings as needed.
•
All logistics and procurement activities must be closely coordinated with Supply Chain to avoid administrative risks, duplication, or unauthorized commitments.
•
Financial decisions, contractual commitments, payments, and approvals must adhere to the established authority matrix and applicable procedures.
•
The consultant may not legally or financially bind PLAN International without express authorization.

10. Administrative Conditions
•
The consultancy will have a duration of six (6) calendar months from the date established in the contract.
•
Services will be provided primarily from Venezuela, with remote coordination with ROA and possible internal or international travel as needed and with prior approval.
•
The contractual relationship will be that of an independent consultant; it does not constitute an employment relationship and does not generate benefits, social security, vacation, or severance pay.
•
The consultant must comply with the administrative, tax, banking, and due diligence requirements established by PLAN International before signing the contract.
•
The consultant must maintain reasonable availability to address humanitarian response priorities and promptly report any conflict of interest, operational limitations, or compliance risks.

11. Ethics, Safeguarding, and Compliance.
The consultant must act in accordance with PLAN International’s values, policies, and standards, including safeguarding children and youth, gender and inclusion, preventing fraud, bribery, and corruption, data protection, confidentiality, conflicts of interest, and the code of conduct for non-staff members.

Comply with and promote PLAN International’s Global Safeguarding Policy and report any concerns through established channels.
•
Ensure dignified, safe, inclusive, and non-discriminatory treatment in all interactions with communities, partners, suppliers, and staff.
•
Maintain confidentiality regarding financial information, partner information, beneficiaries, suppliers, staff, and institutional documentation.
•
Protect personal data and sensitive documentation, limiting its use exclusively to the purpose of the consultancy.
•
Comply with anti-corruption, anti-bribery, anti-terrorism, and sanctions standards applicable to PLAN International and its donors.

12. Application Submission and Evaluation
Interested individuals should submit, as required by PLAN International, their updated resume, monthly salary proposal, availability, relevant references, and evidence of similar experience in INGOs, humanitarian response, finance, grants, and operations.
