THE ALIMA SPIRIT: ALIMA’s mission is to save lives and provide care to the most vulnerable populations, without any discrimination based on identity, religion, or politics, through actions grounded in proximity, innovation, and partnerships between organizations and individuals. ALIMA promotes and defends fundamental human rights principles. ALIMA has a zero-tolerance policy towards those guilty of gender-based and sexual violence, as well as towards inaction in the face of alleged or proven acts of violence. The protection of those benefiting from and impacted by our work is our top priority in everything we do. Everyone collaborating with ALIMA commits to:
- Respect the charter, the code of conduct, institutional policies including the policy for protection against abuse of power and gender-based and sexual violence, the policy for the prevention of corruption and fraud;
- Report any violation of policies, framework documents and procedures to a superior, a superior, a referent, a referent.
HEALING – INNOVATING – TOGETHER: Since its creation in 2009, ALIMA has reached more than 18 million beneficiaries in 15 countries, primarily in Africa. In 2024, we developed 59 humanitarian medical response projects to address the needs of populations affected by conflict, epidemics, and extreme poverty. All of these projects are carried out in support of national health authorities through healthcare facilities (including hospitals and health centers). Our work stems from a constant adaptation to the realities on the ground and advances in medicine. In 2024, ALIMA reached 5.9 million beneficiaries. We work in partnership, particularly with local NGOs, whenever possible to ensure that our patients benefit from expertise wherever it is found, whether in their own country or elsewhere in the world. Furthermore, to improve the humanitarian response, we are conducting operational and clinical research projects, particularly in the area of combating malnutrition and viral hemorrhagic fevers.
THE ALIMA TEAM: More than 2,000 people currently work for ALIMA. The field teams, working closest to patients, receive support from the coordination teams, generally based in the capital cities of the countries where they operate. These teams are supported by the four desk teams and the emergency and openings team based at the operational headquarters in Dakar, Senegal. The teams in Paris and New York actively work on fundraising and representing ALIMA. The rest of the ALIMA network includes individuals and partner teams working for other organizations such as the medical NGOs BEFEN, ALERTE Santé, SOS Médecins/KEOOGO, and AMCP; the research organizations PACCI, INSERM, and INRB; the Universities of Bordeaux and Copenhagen; the NGO Solidarités International; and many others.
OUR PROJECT THEMES: Malnutrition, Sexual and reproductive health including gender-based violence, Primary and secondary health, surgery, pediatric care, deadly diseases such as Malaria, ARI, Diarrhea, Epidemics (Hemorrhagic fevers, meningitis, Cholera, Measles, Dengue, Covid-19).
OUR COUNTRIES OF INTERVENTION: Mali, Burkina Faso, Central African Republic, Ethiopia, Haiti, Nigeria, Niger, Chad, Democratic Republic of Congo, Cameroon, Guinea, South Sudan, Senegal, Mauritania and Sudan.
ALIMA IN RCA:
The Central African Republic (CAR) has nearly 6 million inhabitants spread across 7 health regions, 35 health districts, and over 1,000 health facilities. ALIMA has been present in the CAR since 2013, supporting the Ministry of Health and Population. It provides assistance to populations facing humanitarian crises, victims of natural disasters, and during epidemics. ALIMA works to facilitate access to healthcare and nutrition for vulnerable populations.
The 2013 crisis in the Central African Republic (CAR) severely weakened all pillars of the country’s health system. In the CAR, for every 100,000 live births, more than 882 women die (WHO, key indicator for the country), a rate almost twice the average rate in Africa. The country is also considered the second most dangerous place in the world to give birth. Indeed, regarding neonatal mortality, out of 1,000 infants born in 2016, 42 died before the end of their first month of life (UNICEF, 2018).
ALIMA began its work in the Central African Republic in the aftermath of the 2013 crisis, which had a significant impact on the country’s health system. Following an initial intervention on the outskirts of Bangui in December 2013, operations have expanded over the years to the health districts of Bimbo, Boda, Nana-Grebizi, Haut-Mbomou, and many others.
To date, ALIMA is present in 06 DS (Haut Mbomou, Batangafo-Kabo, Bouca, Berberati, Carnot and Gamboula) and supports more than twenty FOSA and 02 Hospitals (HS Zémio and HD of Bouca).
JOB LOCATION:
Bangui – Central African Republic with frequent travel to the various projects of the mission.
PROTECTION OF BENEFICIARIES AND COMMUNITY MEMBERS
Level 3: The incumbent may be required to conduct field visits. They may therefore come into contact with children and/or vulnerable adults. Consequently, a criminal record check or a certificate of good conduct will be required. In situations where it is impossible to provide a criminal record check or a certificate of good conduct, a sworn statement will be requested.
FUNCTIONAL AND HIERARCHICAL LINKS
He/She reports to the Head of Mission (hierarchical superior), and Financial Referent of the Desk (technical manager) based in Dakar.
He/She supervises administrators, supervisors and assistant administrators in coordination and field operations, accounting managers, archivists.
He/She works in close collaboration with the coordinators (medical, logistics, human resources and projects).
MISSION AND MAIN ACTIVITIES
The Finance Coordinator (COFIN) supports the capital and project coordination teams on all matters relating to the financial and administrative management of all projects that constitute the country mission. They ensure the proper management of funds and their transparency by overseeing the mission’s accounting and financial management in accordance with the ALIMA management framework and local legislation.
Budget management
- Contribute to defining the mission’s strategy by developing the mission’s budgets and budget amendments.
- Consolidate and prepare budgets, in collaboration with the Coordinators (general and specific monthly budgets)
- Develop budget monitoring reports for headquarters and members of the country and project coordination teams.
- Mastering and analyzing budget monitoring in order to present it to teams and headquarters, to draw their attention to potential under- and over-consumption of budgetary resources.
- Produce financial reports for donors so that they can be validated by headquarters within the deadlines stipulated in the financing agreements.
Accounting
- To have a thorough knowledge of accounting
- To guarantee the existence and respect of rules for the management of financial and accounting resources in the country
- To oversee and supervise the accounting system ensuring transparency, completeness of financial information, compliance with procedures and readability of expenses.
- Ensure the conformity of accounting documents and allocations (project codes, accounting codes and budget codes) and provide regular feedback to the mission’s accounting manager.
- Ensure the archiving of accounting documents for the mission
Cash management
- To ensure a constant level of cash flow necessary and sufficient for the smooth running of operations, while maintaining maximum control over security and operational risks.
- Ensure compliance with species management procedures on its mission
- Depending on how the context evolves, define and update the cash management and security guide.
General management of resources
- Put in place the necessary elements for monitoring the use of material resources.
- Participate in the development of the mission’s procurement framework (procurement plan)
- Financial validation of expenditure commitments and compliance of accounting documents.
Institutional funding
- Ensuring compliance with commitments made to institutional donors (regular meetings, monthly financial monitoring, reports, recommendations, etc.)
- Compliance with Landlord Procedures
Audits
- In collaboration with the internal audit department, manage the audits carried out on the mission.
- Implementation and application of internal and external audit recommendations
- To be the focal point for donor audits at the mission level, in conjunction with Alima’s internal audit department. To prepare documentation, check its content, and raise alerts as needed.
Team leadership and management
- Establish a finance department for coordination in a spirit and operation that guarantees synergies between services.
- To encourage the exchange of best practices within and between departments.
- Define job profiles and performance objectives for team members with a focus on skills development. Participate in team reviews within a career development framework.
- To enable training and job changes by strengthening their skills and developing their autonomy
- Propose and anticipate deployments to other ALIMA missions
- Identify the skills that team members need to acquire to master their roles and organize training to strengthen them OR Ensure that the organization’s needs align with the skills and motivations of its employees
- Embody and transmit the values, ensure respect for the code of conduct and institutional policies, and uphold the expected mindset and individual and collective behaviors.
- Organize and lead team meetings
Implementation of preventive measures against abuse of power, gender-based and sexual violence, fraud and money laundering
- Participate in training sessions and awareness sessions
- Ensure ongoing training and awareness-raising for all staff on anti-fraud policy
- Apply the standards relating to the prevention of abuse
- Ensure that team members attend training and awareness sessions and apply abuse prevention rules
- Contribute to creating and maintaining a nurturing and protective environment
EXPERIENCES ET COMPETENCES
Experiences
- Master’s degree (Bac +5) in Management, Finance, Accounting, Business School or equivalent
- Proven experience in management, finance, accounting (minimum 5 years – including at least 2 years in the field as an administrator on a project or in Coordination within an International Humanitarian NGO)
- Knowledge of humanitarian donors
- Proficiency in computer skills, including an advanced level of Excel and G Suite.

CONDITIONS
Contract duration and type: Fixed-term contract under French law for 6 months with the possibility of extension

Salary: ALIMA salary scale + recognition of experience
ALIMA takes care of:
- travel expenses between the expatriate’s country of origin and the mission location
- accommodation costs
- Medical coverage from the first day of the contract until one month after the departure date from the country of assignment
for the employee and their beneficiaries

- 2.08 days of leave per month
