Mission
The general coordinator assumes operational responsibility for the Doctors of the World mission in Burkina Faso. His/her functions include the following:
She will lead MdM’s strategy and ensure close monitoring and coordination with all departments to guarantee the smooth and timely implementation of programs, as well as appropriate operational support, in accordance with the context, standards, and requirements of MdM and its donors. She will ensure alignment with and adherence to MdM’s Strategic Plan. She will be responsible for the safety and security of MdM teams in the field.
Geographic area of ​​intervention
The national coordinator will work in Ouagadougou and will make regular visits to MdM’s intervention areas in the Sahel and Hauts-Bassins regions depending on the security situation.
Organizational chart
He reports hierarchically to the head of the Africa unit at headquarters (or to the coordinator of international programs) and works closely with the project and finance technicians at headquarters in Madrid.
Responsibilities and functions
In coordination with the national representative, he ensures the representation of MDM in the country.
Definition and planning of MdM’s actions in Burkina Faso
• Lead the development of the national strategy, taking into account the organization’s vision and cross-cutting themes, as well as the needs and problems related to violations of the right to health previously identified.
• Lead the definition of MdM’s intervention areas in Burkina Faso within the framework of MdM’s strategic plan.
• Propose and coordinate exploratory missions based on identified needs and within the limits of the organization’s available resources.
• Support the program team in developing and presenting proposals for new projects by defining strategies, objectives, characteristics, etc., while ensuring consistency with MdM’s strategic vision and strategic plan.
Project management
• Ensure the achievement of the objectives and results of all MdM projects in the country.
• Supervise the annual project planning in accordance with the organization’s annual operational plan.
• Supervise and evaluate the overall implementation and management of projects by regularly visiting intervention sites and defining reorientation strategies if necessary.
– Identify operational problems and risks by adapting the structure according to specific needs.
• Research potential funders on the ground and establish contacts with existing funders present in the country.
• Plan the human and material resource requirements necessary for the proper implementation of activities.
• Ensure the submission of all internal monitoring reports, as well as supporting reports (monitoring and final) intended for financial institutions.
• Coordinate and support project audits and/or evaluations as needed
• Assess, in collaboration with the emergency unit, the unit dedicated to Africa and the international program manager, the emergency situations that may arise and propose, in coordination with the team in the field, possible interventions or support to the Ministry of Health and/or civil society.
Team management and coordination
In coordination with the national representative:
• Manage, supervise and lead field teams.
Lead the country’s operational coordinators and ensure that each position has clearly defined and achievable objectives. This responsibility includes staff training and development, as well as promoting frequent and constructive coordination between departments and teams.
To provide overall leadership for the country operation, demonstrating integrity and promoting a culture of accountability and respect. This involves frequent and regular interaction with staff, beneficiaries, and other key stakeholders.
• Supervise the national staff management policy in coordination with the human resources development department to ensure maximum integration and engagement of staff within the team and in the work of MdM.
• Promote and implement MdM’s volunteer program in the field.
Finance/Administration/Logistics
In coordination with the national representative:
• Oversee the harmonization of financial, administrative and logistical procedures in the country.
• Oversee the proper planning and budget execution of projects and the mission
• Make contact and negotiate with potential international donors present on the ground.
• Identify the need to reorient the intervention according to legal or regulatory requirements, with a strategic vision.
• Ensure compliance with administrative, financial and logistical procedures within the mission, in accordance with the requirements of MdM and donors.
Security
• Ensure the safety of MdM’s teams, material and financial resources in the country
• Ensure the development and/or updating of the national security plan, as well as other security management documents and tools, in accordance with the organization’s general security policy
• Supervise compliance with the organization’s internal rules regarding security measures.
• Monitor the application of national security criteria, the monitoring of alert levels for all staff, the evolution of the security context in the region and in Mauritania, and adapt security measures accordingly.
. To be in contact with the country’s security authorities in order to ensure up-to-date knowledge of the political climate and security risks.
Keep the headquarters security team informed of all relevant security information and mobilize the headquarters security management team in case of emergency.
