General context of the project

INTERSOS is an international non-profit humanitarian organization founded in 1992. INTERSOS works towards a world of equality, justice, peace, and solidarity. To achieve this, INTERSOS supports people in living with dignity and safety, alleviating suffering and responding to the needs of populations affected by crises, extreme poverty, disasters, and conflict.

INTERSOS began working in Lebanon in 2006 to support populations affected by the Lebanese-Israeli war. Since 2013, it has been assisting vulnerable populations impacted by the Syrian crisis, including Syrian refugees and Lebanese host communities, delivering protection, shelter, WASH, and education assistance. Currently, INTERSOS is responding to the ongoing escalation of hostilities with Israel through emergency protection, shelter, and WASHinterventions. INTERSOS operates from three main bases—South, Bekaa (Zahle), and Beirut and Mount Lebanon (Beirut) —as well as a shared office in the North, covering all governorates in Lebanon.

General purpose of the position

The position includes two main components: the management of INTERSOS’ programme portfolio in South Lebanon and Nabatiyeh governorates, and the overall management of the base. This entails the management of the different projects implemented at base level, with programme implementation supported by the dedicated project teams under the leadership of Project Managers, as well as by the functional roles in charge of the technical supervision of programmes (Protection Manager, WASH & Shelter Manager). The overall base management is supported by Support Department Officers.

In terms of programme management, the Head of Base/Programme Manager is responsible for the overall management, financial administration, and implementation of the projects, ensuring the achievement of their objectives and expected results.

As part of the mission Senior Management Team (SMT), s/he will contribute to the identification of funding opportunities and emerging needs, support project design and proposal development, and represent INTERSOS in regional coordination mechanisms and with different stakeholders at area level.

Any additional tasks strictly related to the role and necessary for the implementation of activities may also be assigned.

Main responsibilities and tasks:

Programme Management and Strategy

• Ensures effective management and coordination of project teams and overall programme implementation at base level, including close coordination with the Head of Base for BML and Bekaa for projects implemented across multiple bases and for the same interventions implemented across different areas of intervention, as well as coordination between the different projects implemented within the South area of intervention.

• Contributes to the formulation of new projects, as well as to the programme strategy for the respective area of intervention, and supports their realignment in light of field assessment findings.

• Ensures a comprehensive vision of the intervention within the area, strengthening complementarities between the different projects implemented.

• Ensures systematic information sharing and regular updates with the Head of Programme, Technical Coordinators and Head of Mission.

• Together with other SMT members, contributes to the development of the Country Strategic Plan and ensures operationalization of the associated Annual Action Plan deliverables at base level.

• Performs periodic field visits to ensure the quality of interventions in compliance with internal and donor standards.

Team and HR Management

• Supports, motivates, and leads staff at base level in order to ensure a healthy working environment and smooth and efficient collaboration, project implementation and overall delivery of work.

• Shares relevant information and conducts regular meetings with the team to review planning and discuss main concerns.

• In collaboration with the HR Coordinator, ensures the proper application of HR policies and associated processes at base level (recruitment, induction, briefing/debriefing, evaluation, staff learning and development, internal communication, and behaviour) in order to ensure transparent staff management.

• In collaboration with the HR Coordinator, Head of Mission, and Head of Programme, ensures adequate staffing for quality project implementation and timely recruitment of national staff in line with INTERSOS recruitment policies and procedures.

• Ensures regular performance appraisal of supervised staff in line with internal regulations.

• Ensures respect for and adherence to INTERSOS Code of Conduct and other key policies.

• Supports conflict resolution and mitigation in collaboration with the HR Coordinator and Head of Mission, in line with INTERSOS procedures, policies, and humanitarian principles.

• Identifies and supports training and capacity-building opportunities for national staff, while maintaining clear oversight and reporting on trainings attended and delivered.

Financial Management and Procurement

• Ensures regular updates of financial and procurement plans.

• Verifies and approves purchases in line with the budget and financial and procurement plans.

• Supervises budgeting and expenditures of support costs within the area of responsibility, ensuring compliance and accountability, in collaboration with Project Managers and the Finance Team.

• Ensures sound financial management and spending of implemented projects, including correct budget line allocations, expenditure status against actual delivery (Budget vs Actual), and alignment with the financial plans for the implementation period.

• Verifies expenditure lists prior to the finalization of interim and final financial reports.

• Holds final responsibility for the verification of all supporting documentation.

• In collaboration with the Country Logistics and Supply Coordinator, ensures that appropriate logistics structures and procedures are followed and maintained in adherence with INTERSOS guidelines.

• Ensures purchases of goods, services, and supplies are in line with relevant INTERSOS procurement guidelines and procurement plans.

Monitoring, Evaluation and Reporting

• Ensures timely and quality reporting on project activities in line with donor and INTERSOS guidelines, including findings related to impact on individuals and communities.

• Provides regular updates to the Head of Programme and Head of Mission on project progress, including achievements against targets, using the monitoring tools developed by INTERSOS (PAT), and flags any unforeseen challenges.

• In coordination with the MEAL Department and Project Managers, ensures Monitoring and Evaluation plans for implemented projects are regularly updated and followed.

External Coordination and Representation

• Establishes and manages relations related to programme implementation with relevant stakeholders, local authorities, and donors in coordination with the Head of Mission and Head of Programme.

• Ensures INTERSOS representation through active participation in relevant coordination forums within the area.

• Proactively engages in bilateral meetings with INGOs and NGOs active in relevant sectors and geographical areas to avoid duplication, ensure coordination and referrals, and promote complementary efforts.

Base and Security Management

• Ensures supervision of and coordination among support departments (finance, logistics and supply, HR) at base level, and strong integration between programme and support departments through regular base management meetings and follow-up on agreed action points.

• Ensures follow-up on security-related matters at base level for all projects and staff, in line with INTERSOS Lebanon security policies and tools, and regularly coordinates with the Security and Liaison Manager and the Head of Mission on security-related matters, including context monitoring and analysis.

• Contributes to the development and implementation of security plans and guidelines (including the mission Comprehensive Planning Process – CPP), while ensuring adherence to security procedures and contributing to the operationalization of risk prevention and mitigation measures identified within the CPP.

• Supports the Head of Mission in the management, escalation, and reporting of critical incidents within the area of responsibility.

• Ensures support to donor and HQ visits deployed to the area.

• Acts as the responsible person for INTERSOS offices and official premises in the South, including follow-up on security arrangements, functioning, and contract finalization.

Required profile and experience:

  • Bachelor’s degree (minimum) in Humanitarian and/or Development Assistance, International Humanitarian Law, International Relations, or another related field.
  • At least 6 years of experience in the management of humanitarian programmes, including a minimum of 2 years of experience in senior positions (Field Coordination/Area or Programme Management), preferably in emergency and conflict settings, including responsibilities related to access, security, financial management, and logistics.
  • Previous experience in the Middle East region and/or with INTERSOS is considered an asset.
  • High level of planning and organizational skills, with the ability to manage multiple projects and deliverables and meet tight deadlines;
  • Excellent interpersonal and diplomatic skills, with the ability to negotiate on complex issues;

  • Salary range: 11 – 3.430€ – 3.868€ monthly gross
