Head of Non-Technical Study Team (ENT) and ERM At Danish Refugee Council

The Danish Refugee Council (DRC) is one of the world’s leading humanitarian NGOs, working in more than 40 countries to provide appropriate assistance with a rights-based approach to refugees, asylum seekers, internally displaced persons, returnees, and migrants. DRC has been present in Colombia since 2011, but in 2018 expanded its operations in response to the Venezuelan crisis. DRC Colombia is currently implementing a humanitarian response focused on protection for Venezuelan and Colombian refugees and returned migrants in Colombian cities such as Riohacha, Barranquilla, and Bogotá. It also currently incorporates activities in Nariño and Norte de Santander.

JOB GENERAL DESCRIPTION:

Supervise and control the activities of your team in research and information analysis activities that allow you to determine the status of assigned areas and determine whether they are contaminated with explosive devices or are clear of suspicion of such, in accordance with the NTC-AICMA and the organization’s POAs. Additionally, you must conduct various training and courses for staff when required by the ACM program. Also, as head of ERM, you will be responsible for implementing and conducting Mine Risk Education workshops with communities.

Responsibilities:

  • Responsible for collecting information to determine the status of assigned sectors and whether they are free of suspected AE or contaminated.
  • Organize an information network that includes authorities, communities, NGOs, and other potential sources of information.
  • Responsible for planning the collection of information in the field.
  • Responsible for analyzing the information obtained in the field and that obtained in the municipal file in order to define the status of the assigned sectors (free or not of suspected AE).
  • Serve as a liaison for local representatives at different levels, in their assigned areas of responsibility.
  • Assess needs at the village or district level and establish priorities in cooperation with the entire interested community at the local level.
  • Report all studies performed and their resolution to the ENT supervisor so that they can be reviewed.
  • Cooperate and coordinate closely with all humanitarian mine action activities.
  • Directly manage ERM activities.
  • Conduct Mine Risk Education workshops for the community of interest.
  • Ensure that all information collected is recorded in the formats established by the national authority.
  • Coordinate, control and supervise community liaisons.
  • Gather information from communities through direct interviews or focus group discussions when required.
  • Responsible for your own safety and that of all team members.
  • Any other duties as directed by the ENT supervisor.

Medical Support, Command and Control:

  • Maintain up-to-date first aid and MEDEVAC skills as instructed by the organization.
  • Know the details of the MEDEVAC Plans at your work site, base, camps, and/or en route.
  • Assist the person in charge at all times in the execution of MEDEVAC in the event of an accident.

Logistics and resources:

  • Ensure that the equipment and resources made available to you are used correctly, keeping them in perfect working order (clean and well-maintained).
  • Immediately report all damage and/or loss of materials/equipment to the ENT Supervisor.
  • Perform daily pre-operational vehicle inspections, such as performing weekly inspections.
  • Check the vehicle’s condition at all times (brakes, lights, tires, steering, oil, water, and engine levels). If you identify a fault, report it immediately to your immediate supervisor.
  • Promptly report when a vehicle requires maintenance and/or repairs.
  • Fill out the logbook with each movement made with the vehicle.
  • Keep the vehicle under your care in perfect condition of cleanliness, presentation, function and conservation.
  • You must keep your documentation, identity card, and driver’s license up to date.
  • Ensure the care of the vehicle assigned under your responsibility.
  • Comply with internal work regulations and traffic regulations.
  • Drive the assigned vehicle in compliance with the transportation or mobilization activities required by the Organization, according to the instructions provided.
  • Respect DRC driving rules, comply with active traffic regulations, and respect other road users, respecting established driving times and risk areas.
  • Inform your immediate supervisor in a timely manner about the itinerary, performance, mileage, breakdowns of the vehicles being operated, and refueling.
  • You must ensure that the trip to be made is recorded and authorized in the weekly vehicle schedule.
  • Promptly inform the appropriate person of any collision or traffic accident that occurs in the performance of their duties.
  • Take care of on-board equipment such as roadside kit, first aid kit, keys, and vehicle documents.
  • You must ensure that passengers use the vehicle properly and follow safety precautions, specifically seat belts.
  • Store the vehicle as soon as you have been instructed and in the assigned place.
  • Support daily maintenance activities in areas inhabited by DRC.

Cross-cutting responsibilities:

  • Attend special training as required.
  • Apply humanitarian and DRC principles in the exercise of their functions.
  • Be willing to perform other tasks, in which DRC-ACM trains you, to better meet the program’s objectives and indicators.
  • Comply with the organization’s code of conduct.

All DRC staff are expected to undertake the following general duties:

  • Work within the framework of DRC’s core values ​​and standards.
  • Be familiar with and adhere to all DRC policies and procedures.

EXPERIENCE AND TECHNICAL SKILLS:

  • Minimum one (1) year of experience in humanitarian demining activities, particularly in Non-Technical Studies.
  • Demonstrable skill in humanitarian demining work such as in ENT.
  • Computer management and data acquisition.
  • Driving license B1-B2.

Desirable:

  • Technician or Technologist in some area of ​​knowledge.
  • Have basic skills in the use of technological tools.
  • ENT Team Leader Course.

Requirements in terms of Academic Training and technical knowledge:

  • Technician or Technologist in some area of ​​knowledge.

Languages:

  • English language desirable.
