General context of the project
INTERSOS has been operating in Chad since 2004, with humanitarian operations focused on protection, health and nutrition, food security and water, hygiene and sanitation (WASH).
In Chad, INTERSOS implements projects in the Lake and Eastern regions for the benefit of internally displaced persons and Sudanese refugees. After a break in 2016, activities resumed in 2017 with an emphasis on the protection of human rights, particularly those of children and women, through the establishment of Child Friendly Spaces, the management of GBV cases, social cohesion, community rehabilitation, as well as access to drinking water, health and food security.
INTERSOS works on the front lines to meet the needs of populations affected by crises, in partnership with national authorities, United Nations agencies and international donors such as ECHO, UNHCR, WFP, UNICEF, UNFPA, the US Department of Defense, FCDO, SV, AICS and FHRAOC
General objective of the position
Under the direct supervision of the Project Manager, the PARTAGE Activities Manager ensures the technical, operational and strategic coordination of all activities related to capacity building of Civil Society Organizations (CSOs), security risk management (SRM), close mentoring, institutional support and the operationalization of security mechanisms within beneficiary organizations.
He/she ensures the technical quality of interventions, the achievement of project results and good coordination with consortium partners, beneficiary CSOs and relevant humanitarian actors.
Main responsibilities and tasks
1. Program Development and Quality
Strategic alignment: Develop a clear understanding of INTERSOS’s program, its country strategy, and the localization approach specific to the PARTAGE model. Ensure the smooth sharing of strategic information with the team and coordination with external stakeholders.
Guaranteeing Standards: Ensure that the implementation of activities complies with INTERSOS and donor technical standards. Seek the necessary technical support and MEAL guidance to measure actual changes and impacts among beneficiaries.
Synergies: Facilitating operational bridges and the integration of this SHARING component within the broader framework of the ResiSila Project and the INTERSOS Localization strategy.
2. Deployment of the SHARING Model
Planning and execution: Ensure the operational planning, implementation, and monitoring of the indicators and targets of the SHARING component. Immediately alert the ResiSila Project Manager in case of deviations from the work plan or expenditure forecasts.
Supervision of the three pillars: Structuring the integrated project cycle around the three pillars SHARING: technical training, close mentoring (individualized coaching) and support for the operationalization of risk management systems.
Risk Management Support (RMS): Supervise the needs assessment process of the 72 target CSOs to help them formalize their security plans, travel SOPs, incident reports and contingency plans.
Supervisory visits: Conduct regular field visits to validate the technical quality of deliverables, the involvement of CSOs and the integration of suggestions into the operational strategy.
Internal coordination: Maintain constant interaction with other project managers and technical coordinators of ResiSila (Protection, Environment, etc.) to harmonize approaches and intervention tools.
3. Coordination and support for partners
Partnership governance: Formalize detailed partnership agreements defining implementation methods, contractual compliance, and ethical principles. Organize coordination meetings between partners to validate strategic choices.
Joint operational reviews: In collaboration with the ResiSila Project Manager, co-facilitate joint launch workshops (donor requirements, work plans, procurement, HR and MEAL framework) as well as monthly and mid-term review workshops for the SHARING component.
Capacity building plan: Support local partners in the deployment of their Capacity Building Plan, in coordination with the Chad Localization Manager and the relevant technical staff.
Enhancing local leadership: Supporting national partners in their central role in steering the initiative (CSO selection criteria, targeting committees and facilitating the local branch/hub model within their decentralized offices).
International Partners: Ensure technical and operational coordination for the implementation of activities.
Communication and information flow: Promote a smooth, upward and downward flow of information between the ResiSila project coordination and the field teams, while ensuring strict confidentiality of sensitive data.
4. MEAL Reporting and Monitoring
Institutional memory: Ensure systematic documentation of the project (monitoring sheets, mentoring reports, incident sheets) and oversee the production of case studies and capitalization documents (lessons learned on risk sharing).
Landlord reporting: Ensure the drafting and consolidation of contractual reports (monthly, quarterly, interim and final) in close collaboration with the Grants Unit and the ResiSila Project Manager, in strict compliance with the landlord’s rules.
INTERSOS assessment tools: Ensure accurate and regular updating of data collected via INTERSOS’ internal project appraisal tool (Project Appraisal Tool – PAT).
Complaints Mechanism (Accountability): Collaborate with the MEAL team to deploy and facilitate a Complaints and Feedback Management (CFRM) mechanism tailored to participating CSOs, promoting feedback analysis to adjust project planning.
5. Finance and Logistics
Financial Management: Ensure monthly monitoring of expenses, guaranteeing compliance with the budget lines allocated to the SHARING component. Work closely with the Finance department to detect and analyze any financial deviations early on.
Financial monitoring of partners (BvA): Convene monthly Budget-versus-Actual (BvA) meetings with the financial representatives of local partners, acting as a monitoring and mentoring mechanism for partners’ financial staff.
Procurement supervision: In coordination with the Project Manager and the Logistics department, supervise and plan all procurement processes necessary for activities (workshop supplies, tangible safety equipment, etc.). Commit to respecting the procurement procedures outlined in the INTERSOS manual and the donor’s guidelines.
Required profile
- Master’s degree (Bac+5) in project management, international development, social sciences, humanitarian action, humanitarian security or related field.
- A certification in security risk management, humanitarian security or organizational strengthening is a significant asset.
- Minimum 3 years of experience in managing humanitarian projects.
- Proven experience in managing multi-partner projects.
- Demonstrated experience in capacity building for CSOs or local actors.
- Experience in approaches to localizing humanitarian aid.
- Experience in security risk management and organizational support.
- Experience in coordinating training and mentoring mechanisms.
- Experience working with multiple consortia and partners.
- Experience in Eastern Chad (and/or the Sahel region) is highly desirable.
- Excellent knowledge of the humanitarian sector and localization issues.
- Good command of institutional strengthening approaches.
- Good understanding of security risk management systems.
- Strong project management skills.

- Salary range: €9 – €3,172 – €3,577 monthly gross
