HEAD OFFICE – Institutional Funding Support Officer (M/F) At The Chain of Hope

DESCRIPTION OF THE ASSOCIATION

Chain of Hope is an international NGO founded in 1994. Its mission is to strengthen health systems to give everyone, and especially children, the same chances of survival and development. We work in 25 countries using a comprehensive approach, centered on the child but also on mothers and disadvantaged communities.

  • Prevention and screening from a very young age, particularly within the framework of school health programs.
  • Care and surgery, in order to meet the most urgent needs of children and their mothers.
  • Training and skills transfer to local teams through our international network of experts in all areas of surgery.
  • Construction and equipping of hospital facilities adapted to local needs.

CONTEXT

The CDE has been a partner of DG ECHO since the signing of the 2014-2020 Joint Collaboration Agreement (JCA). The CDE renewed its partnership with DG ECHO and was awarded an EU Standard Humanitarian Partnership Certificate in 2021. Among the CDE’s humanitarian actions, DG ECHO contributed to the funding of its intervention in Jordan from 2018 to 2023. DG ECHO has been contributing to the funding of CDE’s interventions in Lebanon since 2024, with a partnership agreement in place, and the CDE has also been a sub-partner on a DG ECHO grant in Syria since May 2026.

The next EU Humanitarian Partnership Certificate is due to come into force for the period 2028-2034, and, in order to sign it, candidate organisations must submit to DG ECHO the results of an ex-ante assessment carried out by an accredited external auditor, by 31 March 2027, in order to guarantee receipt of the certification by 1 January 2028.

POSITION AND MISSION

As part of the application for DG ECHO humanitarian partnership certification for 2028-2034, Chaîne de l’Espoir is recruiting an institutional funding support officer to assist in the preparation, organization and follow-up of the organization’s Ex-Ante audit.

This mission aims to support the institutional funding manager in charge of organizing this audit, first in collecting supporting documents and cleaning archives, then in preparing teams, welcoming auditors, organizing interviews and following up on additional requests.

The support mission will take place partly in Paris, within the Operations Department, under the supervision of the Head of Institutional Funding and in collaboration with the Head of Audit and Internal Control and the various headquarters teams.

MAIN ACTIVITIES

Collection and organization of pre-audit supporting documents

  • In collaboration with the Institutional Funding Manager, analyze the audit questionnaire and establish the list and selection of supporting documents prior to the audit.
  • Collection, organization and review of supporting documents in conjunction with team leaders at headquarters and in the field (program management, administrative and financial management, human resources management, communication and development management, technical expertise management, etc.)
  • Checks that supporting documents comply with funding agreements, the association’s internal procedures, applicable tax and social requirements, and donor rules.
  • Collects all supporting documents for the selected procedures, including accounting documents (purchase orders, invoices, contracts, proof of payment), logistics files (purchasing and competitive bidding files), HR files, and “program” support documents attached to the contract.
  • Organization and review of archiving systems, tracking tables and document sharing related to the audit.

AUDIT PREPARATION

  • Assists the Institutional Funding Manager in organizing the audit, particularly on the days the auditors are on-site at the Chaîne de l’Espoir offices.
  • Scheduling the various interviews, sending invitations, booking meeting rooms, and following up on invitations.
  • Participate in pre-audit preparation meetings with the firm’s teams and the headquarters of Chaîne de l’Espoir
  • Participate in pre-interview preparation meetings with the various departments and employees of Chaîne de l’Espoir who will participate in the audit.

Participation in the Audit

  • Participates in welcoming and managing the schedules of external auditors during the audit process.
  • Assists the Institutional Funding Manager in compiling and organizing audit files.
  • Assists the Institutional Funding Manager in ensuring follow-up on the collection of missing documents from headquarters and field teams.
  • Participates in the review of the final external audit report.

Desired profile

EDUCATION AND PROFESSIONAL EXPERIENCE

  • Master’s degree in International Humanitarian Relations, Development and Cooperation, Political Science and Institutes of Political Studies
  • Prior experience or knowledge in project management, either at headquarters or in the field, is preferred.
  • Prior experience in auditing and/or monitoring the obligations of institutional donors is highly valued (AFD, ECHO, European Union, etc.).

  • Fluent in English and French.
  • Proficiency in computer tools (Excel, Word, PowerPoint, Outlook, SharePoint)
  • Ability to thrive in a multicultural environment
  • Adherence to the humanitarian principles and code of ethics of La Chaîne de l’Espoir

TERMS

  • Employee status – 3-month fixed-term contract
  • Desired start date: December 2026
  • Health insurance covers 80%
  • 50% reimbursement of transport pass or sustainable mobility allowance (bike) of 45 euros/month

  • Salary range: between €31,200 and €36,000 gross per year depending on profile and experience
