A closer look at the Human Resources Department
The Head Office Human Resources Department currently has 20 employees divided into two services: Recruitment and Skills Development (RDC), and Human Resources Management (GRH).
And what about the Human Resources Director in all of this?
As Human Resources Director, you will propose and implement the human resources policy that addresses the challenges and constraints of the Association. As a member of the Management Committee, you will oversee the entire Headquarters and Field Office scope (approximately 3,000 people), directly managing the Headquarters staff (approximately 110 people) and Expatriate staff (approximately 180 employees) of the Association, and delegated management to field offices for all national staff.
For this purpose, your responsibilities will be as follows:
- Strategic direction and management: You will participate in defining the development priorities and main strategic directions of the Association. You will contribute to the evolution of the organizational model and be proactive in monitoring, alerting, and arbitrating HR risks.
- Human Resources Development and Management: You will lead HR development (recruitment, career management, training, performance evaluation). You will oversee administrative management, payroll, and the deployment of appropriate tools and systems (HRIS). You will ensure good working conditions and the prevention of psychosocial risks.
- Management and coordination: You will lead the HR Department’s strategy and budget. You will recruit, manage, and support your Service Managers on a daily basis.
- Social Relations: In coordination with the general management, you will manage relations with employee representative bodies (CSE and trade union organizations) to ensure constructive social dialogue.
- Representation and communication: You will participate in defining the Association’s positioning and develop its Employer Brand and its reputation.
The challenges that await you:
Supporting the strategic developments of the Association, ensuring the management of projects and change management (digitalization, HRIS deployment, workforce planning), while supervising an HR team dedicated to a global scope of 3000 people.
What you will need to succeed
- Education You can demonstrate higher education in Human Resources, minimum bac +4.
- Experience: You have at least 7 years of professional experience in HR. A minimum of 5 years of successful experience managing large teams and managers is required. Experience in the humanitarian sector (at headquarters or in the field) is highly valued.
- Skills: You have strong skills in social management and labor law. You have an aptitude for strategic development, project management, and change management.
- Required qualities: You demonstrate leadership and the ability to motivate others. You are a good listener, diplomatic, empathetic, and caring. You are proactive, have excellent stress management skills, and a strong commitment to the Association’s values.
- Languages: Are you fluent in French and English (with excellent writing and formatting skills)? This is essential for this position!

PUI will offer you
- Status: Autonomous Manager
- Salary: starting from €61,560 gross per year, depending on profile and experience

- Rest: 5 weeks of paid leave per year, rest for managers on a fixed-day contract
