The PROSPECTS Partnership for Improving Prospects for Host Communities and Forcibly Displaced Persons were launched in 2019 by the Government of the Netherlands. The partnership brings together the International Labour Organization (ILO), International Finance Corporation (IFC), UNHCR, UNICEF, and the World Bank to deliver complementary interventions across education, skills development, employment, and protection.
PROSPECTS operates in eight countries—Egypt, Ethiopia, Iraq, Jordan, Kenya, Lebanon, Sudan, and Uganda—and Phase II covers the period 2024–2027.
Iraq has endured decades of conflict, instability, and governance challenges that have weakened infrastructure, institutional capacity, and social cohesion. Despite ongoing reconstruction and stabilization efforts, substantial needs persist, particularly among refugees and IDPs living in remote or disputed areas with limited access to public services.
Within this context, PROSPECTS supports the implementation of Employment-Intensive Investment Programme (EIIP) interventions in Duhok Governorate, using EIIP as an entry point to create decent work opportunities while rehabilitating and improving local infrastructure through local resource-based approaches.
EIIP interventions implemented under PROSPECTS Phase I in Duhok and Nineveh Governorates generated more than 46,000 working days, mainstreaming decent work principles in infrastructure development. Between 2021 and 2025, EIIP activities in Duhok focused on green works, including rehabilitation of irrigation systems, land restoration, afforestation, and solid waste recycling. These interventions contributed to environmental sustainability, climate change mitigation, and improved livelihoods for refugees, IDPs, and host communities.
Building on these achievements, EIIP has informed the development of a national EIIP guideline that underpins the Government of Iraq’s National Public Works Programme (NPWP). Under PROSPECTS Phase II, EIIP interventions will support the pilot implementation of NPWP using the EIIP approach in the Kurdistan Region of Iraq. This pilot will strengthen institutional and technical capacities, promote climate-resilient and environmentally sustainable infrastructure, and generate short-term employment opportunities for vulnerable populations, contributing to Iraq’s broader socio-economic recovery and resilience.
Objective/Purpose:
The overall objective of this program is to strengthen the technical, practical, and professional capacities of youth engineers in Duhok governorate and Zakho Independent Administration, enabling them to effectively participate in and contribute to EIIP interventions while promoting decent work principles and supporting sustainable infrastructure development.
The program specifically aims to:
• Enhance participants’ understanding of the EIIP approach, including its principles, methodologies, and application in infrastructure and public works projects.
• Strengthen practical engineering and site-based skills through structured hands-on field experience and supervised implementation.
• Improve knowledge and application of labour-based, resource-efficient, and environmentally sustainable construction methods.
• Develop essential soft skills, including leadership, teamwork, communication, and problem-solving, to support effective collaboration in project environments.
• Increase the employability, technical readiness, and professional confidence of participants for engagement in EIIP, PWP, and other infrastructure-related initiatives.

• Foster a culture of decent work by promoting safe working practices, inclusive participation, and fair employment
principles within project implementation.
• Establish and maintain a pool of qualified young engineers who can be mobilized for future infrastructure,
rehabilitation, and public works interventions.
• Strengthen the link between technical training and real-world project implementation to bridge the gap between academic knowledge and field requirements.
Scope of Work / Program Description:
The program will consist of both theoretical and practical training components designed to strengthen the technical and professional capacities of youth engineers from Duhok Governorate and Zakho Independent Administration. The training will combine classroom-based learning with hands-on field experience linked to ongoing EIIP project implementation.
Participants:
The program will target a total of 20 youth engineers, selected as follows:
• 10 participants from Duhok Governorate.
• 10 participants from Zakho Independent Administration.
• In addition, 5 ILO staff members and training facilitators will support the delivery, supervision, and technical guidance of the program
Participants will be selected based on relevant academic background, motivation, and potential to contribute to infrastructure and public works initiatives under EIIP and PWP frameworks.
Training Components:
1. Theoretical Training
• Classroom-based sessions covering key topics such as EIIP principles, decent work concepts, labour-based construction approaches, and relevant technical subjects
• Delivered through interactive lectures, group discussions, case studies, and practical examples
• Duration: 5 days
2. Practical Training
• On-site, hands-on training directly linked to EIIP project implementation
• Participants will be exposed to real field conditions, allowing them to apply theoretical knowledge in practice
• Activities will include site supervision support, measurement, basic technical assessments, and exposure to labour- based work methods
• Duration: 19 working days

Description:
The room should have bright/sufficient lightning. A few windows are allowed. The walls should be solid and straight to allow sticking posters, flipcharts, sickly notes and other pieces needed for the training. Payment
According to the ILO policy, the payments of services are performed 30 days after receipt of service.
The payment schedule will consist of a single payment, issued after the completion of the service and upon receipt of the invoice and required documents from the supplier, in line with ILO’s satisfaction with the service.
Means of payment: the payment will be paid via wire transfer to the designated bank account of the supplier.
