Human Resources Officer (Caracas – National Staff) At Danish Refugee Council

The Danish Refugee Council (DRC) is one of the world’s leading humanitarian NGOs, working in over 40 countries to provide appropriate assistance and protection to refugees, asylum seekers, internally displaced persons, returnees, people on the move, and vulnerable local populations/host communities. Currently, as part of its emergency response to the earthquake, DRC is seeking a highly qualified Human Resources Officer based in Caracas, Venezuela.

About the job:

DRC manages its operations in Venezuela through its country office in Caracas and three field offices located in the states of Sucre, Apure, and Zulia. DRC Venezuela implements protection monitoring, legal assistance, individual protection assistance for persons with specific needs (PWSN), information sessions for persons of concern (PoC), prevention of human trafficking, and food security initiatives.

As part of the emergency response to the earthquake that occurred in June 2026, DRC is seeking to hire a Human Resources Officer who will be responsible for providing administrative, operational and/or technical support in DRC’s operational processes as needed.

General objective of the position

The Human Resources Officer will be responsible for providing administrative, operational and/or technical support in the processes of the DRC operation when the operation requires it, in accordance with the internal framework of DRC Venezuela, the regulations imposed by the donors and the Venezuelan regulations; will be under the supervision of the Human Resources team leader.

Responsibilities:

Recruitment and selection.

  • Lead the recruitment and selection processes in all their phases: candidate tracking, sending technical tests, document collection, updating the selection tool (HR Recruiter) and support in the different steps of the selection, hiring and entry process of the new staff.
  • Maintain 100% update of the DRC system with regard to the Human Resources module.
  • Keep up to date the folders associated with recruitment (CV, candidate list, interview guides, test results).
  • Ensure the correct creation of employee files and keep the information up to date.
  • Maintain constant communication with direct managers and facilitate timely communication regarding updates to recruitment processes.

Hiring, documentation and new hires:

  • Lead the hiring and onboarding process for new employees, taking into account onboarding times, internal processes, and operational needs.
  • Ensure employee extensions are in the system, as well as the corresponding documentation (updated contracts).
  • Coordinate with the Human Resources team regarding new hires, for their correct inclusion in parafiscal contributions and group health insurance.
  • Ensure notification of new hires and promotions within the organization.

Induction program:

  • Plan and schedule induction program sessions and ensure that all new hires attend the sessions.
  • Ensure that all presentations are delivered and support each facilitator with time management, submitting forms, and program evaluation.
  • Analyze the data from the forms for review and establishment of improvements in the program.
  • Sending a report to the facilitators with timely feedback for the following sessions

Evaluation and performance:

  • Work alongside operations managers and leaders to implement the evaluation and performance process nationwide.
  • Perform quarterly follow-up on performance objectives and support direct supervisors in the creation and closure of these objectives.
  • Facilitate training on feedback, performance management, and career plans.
  • Develop the 360 ​​Evaluation methodology aligned with DRC’s core competencies.
  • Implement a salary progression project based on performance.

Organizational well-being and climate program

  • Monitor the processes of including new members in private health insurance.
  • Coordinate bimonthly meetings with the insurance broker and new hires for the optimal use of the policy and each of its procedures.
  • Support the management of the welfare program at the national level.
  • Create wellness strategies aligned with the results of the bimonthly organizational climate survey.

Others:

  • Improve implemented processes that promote agility and innovation in Human Resources.
  • Support Human Resources activities in Venezuela when the level of operation requires it.
  • Support the team with different activities depending on the operational needs.
  • Maintain 100% up-to-date Human Resources Dashboard data through accurate and effective data entry in Dynamics.

Experience and skills:

  • Minimum three years of relevant experience in Human Resources management, preferably related to an NGO or other non-profit organization
  • Good knowledge of Microsoft Office programs (Excel, Word and PowerPoint)
  • Cultural sensitivity and ability to work in an intercultural environment
  • Ability to handle sensitive and confidential information
  • Ability to work in a team and remotely
  • Organizational, planning and prioritization skills.
  • Strong interpersonal and intercultural skills and oral and written communication skills
  • Willingness and ability to learn

Education

  • Professional in Administrative Sciences or Psychology with organizational emphasis or related fields.

Language:

  • English
  • Spanish
