General context of the project

The central Sahel is undergoing a period of profound change, marked by increasingly complex population dynamics and a demanding operational environment. This instability directly impacts the mobility of civilian populations and their access to essential services, significantly increasing the need for protection and humanitarian assistance.

Faced with the shrinking humanitarian space, the PARTAGE project, implemented by INTERSOS and its partners, is based on the conviction that local actors are best placed to respond to complex crises, while also being the most exposed to risks. In this context of increasing vulnerabilities (both physical and digital), managing humanitarian access can no longer be a top-down approach.

The PARTAGE initiative transforms this management into a lever for empowering civil society organizations (CSOs) in the countries where it operates. Through a community-based approach grounded in coaching and acceptance, INTERSOS supports its local partners in developing sustainable access strategies, thereby ensuring a resilient humanitarian response adapted to the changing realities on the ground.

General objective of the position

Under the supervision of the Sub-Regional Director and in collaboration with the PARTAGE Program Manager, the Humanitarian Access Officer will support the integration of risk management and access negotiation strategies within local partner organizations through PARTAGE program activities. They will contribute to the co-design of appropriate tools, monitor security protocols, and provide technical support to local partners and relevant INTERSOS teams. The Humanitarian Access Officer will also contribute to the co-design of appropriate tools, monitor security protocols, and strengthen the analytical capacities of partners and national CSO platforms. As a technical expert, they will oversee the development of resources related to community access and ensure that frontline actors have the necessary resources to intervene safely, effectively, and sustainably.

Main responsibilities and tasks

Operational space and humanitarian access management

  • Provide technical support on security policies, procedures, guidelines and strategies.
  • Supporting INTERSOS focal points and PARTAGE project partners in the evaluation and updating of security management plans (SOPs, emergency plans) and the validation of risks for infrastructure.
  • Develop, revise and update tools related to the SHARE initiative and support the initiative’s partners in their use.
  • Supervise the use of context-related equipment and protocols to ensure compliance with minimum standards.
  • Monitor the operational environment, identify threats and recommend appropriate responses.
  • Monitor the overall operational environment, identify threats and track incidents via internal reporting tools (IMP).

Technical support for partner strengthening (Coaching approach)

  • Develop tools, methodological guides and technical resources on access management.
  • Provide ongoing technical support and mentoring to local coaches employed by partner CSO platforms, so that they can effectively support grassroots CSOs.
  • Supporting the initiative’s partners in defining security standards that respect the autonomy and operational methods of local actors.
  • Facilitating the capitalization of best access practices developed by coaches in the field to feed into the tools of the PARTAGE initiative.

Facilitation of humanitarian access and acceptance

  • Develop strategic humanitarian access frameworks that partners can adapt to local contexts through their own networks.
  • Ensure that humanitarian access approaches are adapted to the local context and include general elements of community engagement.
  • Supporting teams in maintaining relationships with local authorities and other stakeholders, in order to ensure the safety of operations.
  • Ensure that INTERSOS, its mission and its work in all areas of activity are known and accepted.
  • To provide technical support to INTERSOS country teams in their strategies for negotiating access and community engagement.
  • Ensure that access approaches promote the visibility and acceptance of the PARTAGE initiative, while protecting the workspace of local partners.
  • Participate in the design of conflict-sensitive programs, ensuring the interface between security needs and programmatic imperatives.

Coordination and networking

  • Represent INTERSOS and the PARTAGE project in coordination forums (INSO, access groups) and at national and regional events.
  • Collaborating with national CSO platforms to strengthen collective security monitoring mechanisms and information sharing.
  • Facilitating dialogue between national civil society platforms and security actors to improve the protection of humanitarian space.
  • Sharing best practices in security localization within the consortium and with external partners.

Key deliverables

  • Tools adapted for the PARTAGE project and its partners.
  • Context analysis and incident monitoring reports (INTERSOS and consortium missions).
  • Security plans and access strategies have been updated.
  • Training modules and mentoring materials for local coaches of partner platforms.

Other tasks

  • Contribute to ad hoc tasks related to the operational coordination of the INTERSOS mission.
  • Assist the team in other initiatives aimed at developing new partnerships and projects.

Required profile

  • Advanced university degree (Master’s or equivalent) in international relations, risk management, political science, humanitarian studies or any other related field.
  • Specialized certification training in humanitarian security management or access analysis (such as RedR, INSO or equivalent) is highly desirable.
  • Minimum 5 years of professional experience in security and humanitarian access management, ideally within international NGOs in complex conflict contexts.
  • Proven experience in the Central Sahel region (Mali, Burkina Faso, Niger) and a deep understanding of local security and socio-political dynamics.
  • Proven experience in technical support and mentoring: demonstrated ability to design educational tools and to support coaches or national partners in a spirit of capacity sharing.
  • Mastery of the concepts of digital security, disinformation management and conflict sensitivity analysis.
  • Good understanding of working with local partners and humanitarian principles.
  • Good command of office software (Word, Excel, PowerPoint).
  • Perfect command of French (written and spoken).
  • Excellent interpersonal and intercultural skills: Ability to interact with diverse partners and maintain good working relationships.
  • Team spirit and collaboration: Ability to work in coordination with various internal and external stakeholders.
  • Autonomy and initiative: Ability to organize one’s work effectively, anticipate needs and propose appropriate solutions.
  • Agility and flexibility: Ability to work independently in volatile environments and to adapt quickly to changes in context.
  • Excellent oral and written communication skills: Ability to write clear and structured documents and to communicate effectively with various stakeholders.

General terms and conditions and benefits:

  • Salary range: grade 09 – €3,172 – €3,577 monthly gross

  • Transportation and visa: return air tickets. For missions lasting at least 9 months, an additional ticket to the country of residence and back to the mission is also provided.
