Doctors Without Borders (MSF) is a non-governmental, independent, and autonomous medical humanitarian organization. The international organization was established as a private, non-profit association. Main objectives: As part of the MSF mission in Haiti, participate in the development of humanitarian activities in collaboration with the Humanitarian Affairs Manager and the coordination team in the following areas: analysis of the context, the humanitarian situation, security and definition of advocacy strategies, in compliance with MSF policies and values, in order to improve the humanitarian situation and human rights for the population concerned.
Objectives and responsibilities:
• Gather data, testimonies and conduct research on the local and international context, particularly in terms of humanitarian situation, security, and health, in order to be able to provide reliable information that will be used for subsequent decision-making.
• Assist the head of mission and the coordination team in analyzing the data collected to better guide programs and projects, and respond effectively to the needs of the population.
• Regularly list updates made by NGOs, the UN, the ICRC, donors, authorities and other actors, on their activities and programmes (operational actions, policies, allocation of funds).
• In close collaboration with the Humanitarian Affairs Manager and the coordination team, develop a coherent overall advocacy strategy within the mission.
• Define and review messages, tools, lobbying activities and other action plans and advocacy strategies to address humanitarian problems and to obtain the necessary assistance and protection for the affected population.
• Ensure good working relationships with local authorities, local NGOs and communities, in order to facilitate contact between MSF teams and the population and to improve the coordination of our activities with other actors involved in the field.
• Organize internal discussions, training sessions, briefings, etc. on human rights and humanitarian law issues, as well as advocacy priorities, to raise awareness among MSF staff on these topics.
• Participate in the development and updating of the country risk analysis.
Specific Responsibilities MSF – Holland in Port-au-Prince
With a distribution of roles and responsibilities to be defined between the Humanitarian Affairs Manager and the 2 Humanitarian Affairs Officers:
- Analysis:Â Ensure continuous analysis of the humanitarian and medical context: medical and health landscape, state of functioning of the health system, WATSAN situation, barriers to accessing care, presence and activities of other humanitarian organizations, population movements and situation of displaced persons, security incidents, etc. Share information and updates with relevant team members.
- Testimonials / data collection : ensuring the collection of testimonials and data from the population and our patients, and from our partners (e.g., medical institutions) to support our analyses of the context and needs.
- Representation:Â Ensure regular MSF representation at meetings of humanitarian actors (e.g., Humanitarian Clusters) and organize bilateral meetings with other relevant actors (e.g., health actors, donors, human rights organizations) as needed within the framework of our advocacy efforts. Prepare reports and share them with relevant team members.
- Networking : Maintain an up-to-date contact list and map of humanitarian and medical actors.
- Strengthen the community-centred approach and engage with community and local actors related to our activities, particularly local organisations that can provide social support to survivors of sexual and gender-based violence.
- In collaboration with the Humanitarian Affairs Officer, participate in the drafting of thematic reports and briefing notes, as needed.
- Continue monitoring and analyzing red flags and violent incidents in MSF projects, and organize training on red flags, humanitarian affairs and advocacy, as needed.
- Perform additional tasks as instructed by the supervisor.
How to apply
- Essential Education : Degree in law, humanitarian affairs, political science or other similar university degree.
- Essential Experience : Minimum of two years’ experience in research, analysis, and advocacy. Experience with MSF or other NGOs is essential. Experience working in developing countries is desirable.
Creole and French are essential. English is highly desirable.
