Project Coordinator Support At MSF – Holland

Doctors Without Borders (MSF) is a non-governmental, independent, and autonomous medical humanitarian organization. Objectives and responsibilities:

The project support coordinator’s main mission is to provide support to the SGBV project coordinator on security management and coordination tasks, ensure smooth liaison with local and national authorities, contribute to contextual analysis and monitoring in accordance with MSF protocols, standards and procedures to ensure the smooth running of the project.

  • Represent MSF externally with the project coordinator (PC) or independently (when delegated) and negotiate on behalf of the project coordination team in close collaboration with the PC and based on previously approved messages. Assist in safeguarding and promoting MSF’s external image.
  • Monitor, analyze, and communicate information on key issues (security, risk, etc.) to the project coordinator, and provide contextual information through in-depth knowledge of counterparts, stakeholders, actors, authorities, and military groups in various administrations/districts to enhance understanding and decision-making processes. Maintain the security database and provide a bi-weekly contextual analysis based on recent incidents and developments.
  • Assist in conducting exploratory missions and assessments as needed and participate in the development of security plans.
  • Assist the project coordinator in internal and external communication sessions and MSF events (for national staff, Ministry of Health staff, as well as local authorities, community leaders, military personnel, and security forces) to raise awareness of MSF principles and gain public support. Draft meeting minutes and contribute to the meeting log.
  • Maintaining relationships and networks with local stakeholders (other NGOs, UN agencies, local authorities, media, etc.) and archiving and updating field contacts and correspondence to ensure the accuracy of information sources and their regular availability. Identifying key contacts and scheduling meetings for the Project Coordinator.
  • Translate and revise documents and act as an interpreter when needed. Assist the Project Coordinator in drafting correspondence with authorities and counterparts (officials, military personnel, community leaders, UN agencies, NGOs, etc.) to ensure smooth and accurate communication flows.
  • Prepare and deliver background, cultural, and safety briefings on the project context for new employees (national and international) to facilitate their integration and familiarization with the project environment. Conduct regular safety information and training sessions for the assessment team, drivers, and security guards in consultation with the project coordinator.
  • Be reachable by telephone and available to assist the project coordinator with important background, security and operational issues that may arise outside of normal working hours, unless otherwise agreed with the PC (e.g., public holidays)
  • Perform additional tasks or responsibilities as assigned, according to the needs of the Project Coordinator

Specific Responsibilities MSF Holland – Port-au-Prince, Urban Violence Project

  • To be the main link between MSF-Hollande and the various stakeholders in the Port-au-Prince metropolitan area, including armed groups, the PNH, the MMAS, other NGOs and local community leaders.
  • To have an operational focus, and to support ongoing and developing activities.
  • To have a very good knowledge of the historical, political, social and security context of Haiti in general and of Port-au-Prince and to analyze changes in context and the potential impact on MSF-H activities.
  • Mapping key players in our areas of operation in the greater Port-au-Prince metropolitan area.
  • Supporting UV (Urban Violence) operations at any of their sites, whether mobile clinic sites, or any other site as required by operations.
  • Develop a very good network of contacts and maintain multiple regular contacts.
  • Facilitating the implementation and monitoring of MSF operations in the complex context of Port-au-Prince.
  • To be a contextual and cultural advisor for the PC and the rest of the international staff.
  • To make a good assessment of the security situation and understand the changes in the composition of the different actors.
  • Establish ongoing contact with stakeholders (NGOs and local authorities) to obtain clear and up-to-date information.
  • Participate in the various meetings organised by humanitarian actors by the PC delegation.
  • Be willing to work in all areas of Port-au-Prince according to operational needs.Required Skills and Work Attitude
  • Education: University degree, preferably in the field of social sciences (political science, public international law, anthropology, economics, etc.)
  • Experience : Prior two years of experience in similar positions in the humanitarian aid sector with MSF or other NGOs is desirable.
  • Essential: Experience in a similar role, in a complex political and humanitarian environment
  • Essential: Experience in data collection, reporting, and analysis
  • Desirable: Experience in team management/leadership
  • Languages : Practical knowledge of French and Creole is essential
