Organization
3IS is an international non-profit organization that provides information management services to humanitarian and development organizations, enabling partners to make informed decisions that ultimately deliver high-quality, targeted assistance to the world’s most vulnerable populations. 3IS transforms data into information and creates knowledge for decision-makers operating in conflict, disaster, post-disaster, and recovery environments, as well as other complex emergency and development contexts.
Context
The main objective of this project is to improve the timeliness, efficiency, and relevance of the humanitarian response through the implementation of an integrated system of two-way communication, monitoring, and interoperable information management in priority territories.
This initiative seeks to strengthen accountability to communities (AAP), facilitate access to information on humanitarian assistance, and optimize analysis and decision-making processes through the use of real-time information from communities and implementing partners.
The project promotes a people-centered approach, integrating the voice of communities into monitoring processes and strengthening interoperability with existing humanitarian systems, reducing duplication and improving operational efficiency.
Description of Services
The hired person will be responsible for providing specialized services in the management, analysis and visualization of humanitarian information, contributing to the generation of evidence for decision-making and to the strengthening of the response monitoring processes in the department of Chocó.
Within the framework of the consultancy, you will be required to support the organization, collection, processing, analysis and interpretation of information from primary and secondary sources, ensuring that the products generated are accurate, timely, accessible and suitable for different audiences.
It will also support the identification of information needs of relevant actors in the territory, strengthen information exchange flows, and develop products such as dashboards, maps, databases, infographics, reports, presentations, and other information products, according to the needs of the project.
The consultant will also contribute to coordinating with humanitarian actors, institutions, organizations, and other relevant stakeholders in Chocó, promoting the exchange and responsible use of information to strengthen context analysis, response monitoring, and decision-making.
- Activities
- Planning and Coordination
- Develop a work plan in coordination with the Project Manager, according to the project’s priorities and information requirements.
- Identify the main information needs of the actors and partners linked to the project in the department of Chocó.
- Participate in coordination meetings with strategic partners, humanitarian actors and other relevant actors, when required.
- Establish and strengthen mechanisms for the exchange and flow of information with key actors in the territory.
- Participate in 3iS team meetings and knowledge management spaces.
- Provide technical assistance to partners and relevant stakeholders in the management, organization and use of information.
- Participate in face-to-face spaces and carry out field missions when required.
- Contribute to the coordination with local humanitarian structures to identify information needs and opportunities for collaboration
- Information Collection, Processing and Analysis
- Collect, organize, clean, process and analyze primary and secondary information relevant to monitoring the situation and humanitarian response in Chocó.
- Identify available sources of information and evaluate their quality, relevance, and timeliness.
- Develop and maintain databases for monitoring indicators and variables relevant to the project.
- Identify information gaps and propose mechanisms for their collection and analysis.
- Integrate information from different sources and systems to facilitate multidimensional analysis.
- Support the application of innovative methodologies and tools for information processing and analysis.
- Use statistical analysis, visualization, and georeferencing tools to facilitate data interpretation.
- Support interoperability and integration with existing humanitarian information systems, where appropriate.
- Ensure the proper organization, documentation, and traceability of the databases and sources used.
3. Development and Presentation of Information Products
- Design and develop information products adapted to the needs of different users and stakeholders.
- Develop dashboards, maps, infographics, reports, presentations, databases, and other visualization products.
- Generate analysis on humanitarian needs, response, coverage, gaps and trends identified in the territory.
- Develop products that allow visualization of information broken down territorially and, when the information available allows, by population, sector or other relevant variables.
- Presenting information products to partners and key stakeholders, facilitating their interpretation and use for decision-making.
- Adjust and update information products according to user requirements and feedback.
4. Reporting, Monitoring and Evaluation
- Register, validate and monitor indicators related to the monitoring of the humanitarian response and the information products developed.
- Ensure the timely delivery of information products according to the agreed schedule.
- Prepare periodic progress reports that include analysis, findings, trends, and recommendations.
- Consolidate and validate information from different sources to support project monitoring and tracking.
- Contribute to the development and strengthening of monitoring and evaluation mechanisms.
- Monitor the use of information products and collect user feedback for continuous improvement.
- Documenting lessons learned, challenges, and good practices related to information management in the territory.
- Support the preparation of technical inputs for narrative reports, donor reports, and other accountability exercises.
B. Cross-cutting activities:
- Prepare the work plan and promptly communicate its progress, difficulties and challenges to the reference person for this contract.
- Attend to the in-person spaces of the project.
- Carry out field missions when their participation in the project is required.
- Prepare monthly progress reports.
- Guarantee the timely delivery of products.
- Participate in cross-cutting groups in a timely manner.
- Contribute to the organization’s knowledge management strategy and to strengthening internal knowledge about the use of statistics and AI in data management.
- Support field missions for the implementation and socialization of two-way communication tools (AAP).
- Identify barriers to access to information and connectivity that affect community participation.
MINIMUM QUALIFICATIONS:
Education
Professional with a university degree in statistics, economics, engineering or related fields. Postgraduate studies (desirable).
Experience
Minimum 3 years of professional experience in activities related to management, analysis and handling of information.
Experience in collecting, processing, analyzing and interpreting primary and secondary information.
Experience in preparing analytical reports and information products for decision-making.
Experience in design and management of databases and visualization tools.
Experience in humanitarian, development, emergency contexts or work with social organizations will be viewed favorably.
Experience or knowledge of the territorial context of Chocó and/or the humanitarian response in the region.
Experience working with institutions, humanitarian organizations, community organizations or other territorial actors will be favorably valued.
Technical Skills
Experience in managing information systems and having relevant skills for data analysis.
Knowledge of data analysis tools (SPSS, SAS, STATA, R, or any other relevant statistical package).
Knowledge of data visualization packages.
Experience in the preparation of technical reports, analytical reports, control panels and information products oriented to decision making.
Advanced proficiency in Microsoft Office, with special emphasis on Excel.
Ability to work based on objectives and compliance with standards through management indicators.
Experience in humanitarian information systems, GIS, AAP or response monitoring (desirable)
Knowledge of data collection tools (Kobo, ODK or similar) (desirable)
Languages
Fluency in Spanish (spoken and written) is required, and intermediate knowledge of English is desirable.
