MOPAWI is a non-profit civil association based on Christian principles and dedicated to
facilitating integral human development and nature conservation. It was founded in 1985 to
address the development problems of the Honduran Muskitia. Mosquita Pawisa Aslika
(MOPAWI) is a Miskitu phrase that means Association for the Development of the Muskitia.
The Honduran Muskitia covers the entire area of the Gracias a Dios Department and parts of the
Colón and Olancho departments. The Muskitia is rich in natural and cultural resources. It is home
to extensive coniferous and broadleaf forests, as well as to four indigenous peoples: the Miskitu,
Pech, Tawahka, and Garifuna. The region encompasses important protected areas such as the
Río Plátano Biosphere Reserve (a World Heritage Site), the Tawahka Asangni Biosphere Reserve, and
Patuca National Park. In 2016, the government completed the granting of
intercommunity land titles to Indigenous territorial councils. There is still an important agenda to
be fulfilled to strengthen governance in these territories.
MOPAWI has been supporting community development processes for over forty years, becoming the civil society organization with the
longest track record in the region.
MOPAWI’s work has reached more than one hundred and fifty Indigenous, Afro-
Honduran, and mestizo communities in the six municipalities of the department of Gracias a Dios and one in
Olancho. MOPAWI has offices in Puerto Lempira, Belén, Wampusirpi (
temporarily closed), and Tegucigalpa.
From 2010 to 2017, MOPAWI’s work focused on supporting Indigenous leaders in
political advocacy processes to advance land legalization and consolidate
territorial rights, restore ecosystems and reverse the agricultural frontier, and support poverty reduction
by developing organizational capacities for production, processing, and marketing of
local non-timber producers. With its vision: To be an organization that contributes
to the capacity development of communities, organizations, local churches, and families in the
Moskitia region in the new challenge posed by climate change and democratic governance for
the management of sustainable integral development. Its mission is to accompany the peoples of
the Moskitia region, strengthening democratic governance and the development of resilient communities
in the search for culturally, socially, economically, and environmentally sustainable solutions.
Its objective is to contribute to the empowerment of communities, organizations, and
local churches in the Muskitia region through advocacy for territorial governance,
climate change management, and poverty reduction strategies. Despite the efforts made,
there is no communication strategy that allows us to disseminate and publicize progress
in indigenous governance, gender, risk management, the recovery of deforested areas, and
food sovereignty for the communities of the Muskitia region.
It is worth noting that its advocacy work is important for driving structural changes in
the Muskitia region. However, within this work, the organization lacks a
communications strategy, which is necessary to position and clarify the key messages to
be shared from the institutional perspective, as well as to gain national recognition for the
local actions being carried out for the development of Muskitia.
Objective of the assignment: To strengthen MOPAWI’s communication capabilities to optimize institutional communication, make project results visible, and improve
organizational management. This will contribute to institutional strengthening, digital development, and the
effective dissemination of community impact.
Purpose of the provision of services
1. Design and implement an institutional communications plan with MOPAWI’s technical and administrative teams.
2. Design a graphic line and corporate design for MOPAWI that will allow the technical and administrative team to prepare institutional communications materials.
3. Create an institutional website for MOPAWI with its own domain and institutional email addresses for staff.
4. Facilitate a training workshop in Puerto Lempira for the technical team on the use and maintenance of the website. For this workshop, the consultant must include the costs for participation (guaranteeing food and educational materials during the event) for the entire technical team in the workshop to be held in Puerto Lempira: 12 technicians in Puerto Lempira and 3 from the coast (Belén and Las Marías).
5. Purchase of web services such as the domain, email address, storage space, and digital security from MOPAWI.
6. Provide the Mopawi technical team with the isotype design for sun protection hats, long-sleeved sun protection shirts and thermoses with MOPAWI designs for subsequent printing by the MOPAWI technical and administrative team, as part of the visibility activities.
7. As a first step, audiovisual information must be collected in the MOPAWI area of influence, with MOPAWI being responsible for providing the necessary logistics and coordination at the level of the Indigenous Territorial Councils (CTI) Lainasta, Truktsinasta, Wamakklisinasta, Katainasta, Batiasta, Watiasta, Bakinasta, Batiasta, Rayaka, Diunat and the PECH Federation of Las Marías.
Activities to be carried out
Institutional communication
1. Design and implement a multi-channel communication strategy (digital, print,
community) for MOPAWI. 2. Produce a 15- minute
institutional video that reflects the impact of MOPAWI’s work . 3. Produce short videos for each of the social networks, which will be published on the social networks that will be created / updated in the consultancy (Facebook, Instagram, TikTok, X (Twitter), YouTube and LinkedIn)
Digital presence
1. Comprehensively build the institutional website, integrating institutional email
, storage space and digital security
2. Improve the presence on Facebook, Instagram, TikTok, X (Twitter), YouTube, LinkedIn, through
the creation of each of the networks.
Training and Design
1. Provide in-person training to the technical team at the MOPAWI office (in Puerto
Lempira) on website and social media use, newsletter editing, and
photographic equipment management.
2. Design institutional items (shirts, caps, technical glasses).
3. Develop a graphic design and corporate line for use by the MOPAWI technical team.
Specific Features:
Mopawi will facilitate the consultant’s transportation to the Lainasta, Truktsinasta,
Wamakklisinasta, Katainasta, Batiasta, Watiasta, Bakinasta, Batiasta, Rayaka, Diunat, and
PECH Federation ICUs in Las Marías to collect audiovisual materials for the
creation of the institutional video.
A car and driver will also be provided for transportation to the ICUs in the
road area and a boat for transportation to ICUs with water access, and, if necessary,
for transportation by air to more distant territories such as the coast and Las Marías.
Invoicing and Payment Methods
Contractor Invoicing: The contractor must issue complete and accurate invoices,
including:
• Name, address, and bank details.
• Invoice addressed to the Association of Evangelical Work for Diaconate and Development
(AOEDD), with all contact information provided.
• Tax identification number (and activity code in Costa Rica, if applicable).
• Date of issue, invoice number, and clear reference to the corresponding contract/project
.
• Detailed description of the services provided, dates, and amounts in
US dollars (USD).
• Details of previous partial or advance payments, if any.
• Attach, upon request, an English translation and any other related documentation.
• Retain receipts for at least 10 years.
• Payments by the Client.
The Client makes payments to the bank account specified in the agreement, always in
US dollars (USD).
The contractor must confirm receipt of payment in writing and attach a copy of the
bank receipt.
Advance Payment: An advance of up to 40% of the total contract amount
may be requested upon written request and an action plan, subject to the Client’s approval. Final payment will be made upon satisfactory delivery of all agreed-upon services and upon presentation of the invoice/final bill and proof of completed service.
Taxes
Invoices must comply with tax requirements and all
tax-related information must be included in accordance with current legislation.
Additional Conditions:
Any conditions not covered in this summary will be established in the Terms of Reference or the Consulting Agreement, as applicable.
The consultant must submit a descriptive report of the activities performed, which must be reviewed by the MOPAWI project coordinator and approved by ORCA for the first, second, and third payments to be made.

Commissioning period and timeframe
The required start date and duration of the contract range from September 30 to
December 10, 2025.
Communication strategy, Mopawi’s social media, which includes graphic design elements (caps, t-shirts, cups – printed by Mopawi). First technical report. Execution time: 2 months (September – October 2025).
Creation of the Mopawi website, with its domain. Production of an institutional video (with Mopawi responsible for providing the necessary logistics to visit the ICUs). Second technical report. Execution time: 2 weeks (October 2025).
Training of technical staff on the use and management of the Mopawi website and social media, which must include workshop facilitation costs (logistics, teaching materials, and others). Third technical report. Execution time: 1 month (November 2025).
Total: 3 months .
If it becomes apparent to the contractor that the estimated time required will be exceeded or that
the agreed execution period cannot be met, the contractor shall inform the client
without delay and agree with the client on the course of action to be taken.
Presentation of products
The consultant must submit a descriptive report of the activities carried out, which must be reviewed by the MOPAWI project coordinator and approved by ORCA before each payment. The report includes at least the following components:
• Summary
• Description of the service/advisory process (activities carried out, methods
used, people involved; deviations from the
planning must be explained)
• Description of the service provided and achievement of objectives
• Factors that were favorable to performance and goal achievement and those that
hindered them
• Conclusions and recommendations
The client may additionally request interim reports.
The contractor must report separately on special incidents.
The contractor declares its willingness to hold an evaluation meeting upon request by the
client.
Minimum requirements for the execution of the assignment/ Necessary qualifications
Bidders must meet the following requirements. The requirements marked as minimum must be met. Bidders who do not meet this requirement will not be admitted to the technical examination:
Academic:
– A degree in communications, graphic design, journalism, or a related field.
– Audiovisual skills in the production of audiovisual material such as short films.
Work experience:
– Five (5) years of experience working with indigenous peoples, especially the Miskitu indigenous people.
– Experience in institutional communication and audiovisual production.
– Knowledge of the community reality of the ICTs to be intervened.
– Have carried out at least one project with the communities of La Moskitia.
– Strengthen experience in institutional communication and audiovisual production.
Required Skills:
