International Advocacy Officer, Brussels (m/f/x) At Doctors of the World – Belgium

THE ESSENTIALS

Under the supervision of the Director of International Operations, you will be responsible for leading the definition and implementation of MdM BE’s international advocacy strategy in conjunction with international operations. You will provide technical and strategic support to regional and country teams on priority advocacy issues, while also conducting direct advocacy with European, regional, and international bodies to influence decision-makers on MdM BE’s priority campaigns.

TASKS AND RESPONSIBILITIES

As Advocacy Advisor , you will lead the co-construction and implementation of MdM BE’s international advocacy strategy, in line with the overall strategic and technical framework of Médecins du Monde Belgium and the Médecins du Monde International Network, while exerting direct influence on decision-makers and ensuring the representation of MdM BE in the relevant international, European and regional bodies.

Examples of tasks:

  • Supporting regional teams, country teams, and partners in planning and organizing advocacy actions in line with MdM BE’s theories of change, its expertise, and the advocacy strategies specific to each country
  • Contribute to the drafting of project proposals, including advocacy.
  • Assist in data analysis and report writing to develop evidence-based advocacy, in collaboration with MEAL (Methods, Evaluation, Accountability, and Learning) officers.
  • Coordinate with the EU Advocacy Officer and with the advocacy team of MdM’s international network to conduct joint advocacy campaigns in countries of intervention, in Europe and with multilateral bodies.
  • Maintaining relationships with key actors (international organizations, parliamentarians, public authorities, the press, etc.) who have influence to bring about political change
  • Representing MdM BE at high-level events, conferences and meetings related to priority campaigns
  • Depending on the needs; schedule and carry out the tasks necessary for the implementation of specific projects as defined in the action plans in order to achieve the project objectives within the given deadlines.

  • To act as a catalyst for advocacy messages from MdM partners and affected communities, by facilitating spaces for meaningful participation with national, regional, European and international bodies (principle of meaningful participation)

In direct support:

  • Manage and monitor communication and influence activities
  • Train MdM and partner teams on advocacy and influence techniques
  • Participating in working groups or advocacy networks in Brussels and at the international level
  • Develop and disseminate technical and reference documents on MdM BE’s priority advocacy themes in collaboration with the health department, the communications department and the Médecins du Monde international network
  • Lead the organization of advocacy events in conjunction with technical and operational teams, in collaboration with regional offices and the international operations department.
  • Coordinate networking work between MdM chapters and with other platforms and groups active in advocacy on MdM’s priority themes
  • Contribute to and participate in exploratory missions in new intervention contexts
  • Draft advocacy reports in collaboration with field teams, partners, thematic coordinators (MEAL, SDSR, migration) and the Operations Department
  • Contribute to and facilitate the systematization of data and testimonial collection for advocacy purposes related to health coordination (including MEAL)

YOUR PROFILE

Education and experience

  • Degree: Master’s degree in political science, international relations, international humanitarian law, public health, public affairs, or other relevant field
  • Minimum 3 years of professional experience in similar positions
  • Proven experience in advocacy
  • Experience in network mobilization
  • Proven experience in representing clients before international bodies (UN, EU, etc.)
  • Experience in mobilizing and facilitating coalitions of international actors and networks

Specific skills

  • In-depth knowledge of international humanitarian law, humanitarian principles, and the challenges of access to healthcare for vulnerable populations.
  • Familiar knowledge of MdM BE’s priority themes (humanitarian access, SRHR, migration, health rights, One Health)
  • Knowledge of the international political landscape regarding human rights, humanitarian law and/or global health
  • Having a strong professional network in the sector
  • Mastery of advocacy, lobbying and influence techniques
  • Strong analytical skills in politics, international relations, and power dynamics
  • Strong ability to support and train teams on advocacy strategies
  • Languages: Fluent in French and English. Proficiency in a third international language is an asset.

WE OFFER

  • A fixed-term, full-time contract for a period of one year (100% – 5 days a week – 39 hours)

  • A gross salary of €4,293.07 for 7 years of experience; a gross salary of €4,512.06 for 10 years of experience; a gross salary of €4,742.22 for 15 years of experience; relevant experience recognized
  • Holidays (to be prorated): 20 statutory days + 6 RTT days + 4 extra statutory days between Christmas and New Year’s
  • Job location: Brussels, with the possibility of working from home 2 days a week.
  • Start date: April/May 2026
