WHO ARE WE ?
Doctors of the World is an international medical development NGO that is part of an international network. We provide medical assistance to vulnerable groups in Belgium and around the world. We strive for universal health coverage where everyone has access to care, without barriers.
In Belgium and around the world, our projects are aimed at all those who do not have or no longer have access to healthcare. In particular, they are structured around five areas: people on the margins of society, children in vulnerable situations, women, migrants or displaced persons, and victims of crises or conflicts.
To carry out our mission, we rely on three pillars:

- Bearing witness : We do not remain silent. Thanks to our experience and our presence on the ground, we challenge the authorities (local, regional and (inter)national) with facts, figures and realities.

THE ESSENTIAL
As part of a replacement, we are looking for an International Health Officer for a period of 3 months.
Under the supervision of the Health Department, you are responsible for the medical content and quality of care provided within the projects under your responsibility and falling within your thematic and geographical skills.
You ensure the technical consistency of the activities implemented within your geographical area of ​​responsibility in order to implement the Organization’s operational strategy, through quality projects and efficient use of available resources in compliance with the vision, missions and values ​​of the Organization.
TASKS & RESPONSIBILITIES
As Head of Monitoring Medical Activities for Projects Conducted in the Countries Concerned, you contribute to defining medical-operational strategies to ensure their consistency and implementation within the projects.
Examples of tasks:
- Participate, with the health coordinators, their N+1 and the field teams, in the development of the operational strategy in accordance with the strategic priorities and the MdM framework: definition of medical needs, analysis of socio-cultural determinants, national/international policies, etc.
- Ensure that the CoSanté/PMS Teams translate medical needs into action proposals – participate in the development/revision of medical-operational responses
- Provide medical expertise in verifying the adequacy of resources in relation to objectives, where appropriate, mobilize and alert for arbitration, taking into account the guidelines of the Health Department and field constraints.
- Validate the choice of medical indicators for projects based on consultation with the teams, provide the necessary methodological support
- Ensure compliance with and monitoring of medical policies, processes, protocols and tools – Validate adaptations
- Advise and respond to technical requests, and guide the various collaborators (CoSanté/PMS Team) on medical policies, protocols and tools.
- Ensure the control and monitoring of indicators, in particular when drafting the technical parts of funding requests and their reporting
- Ensure the reporting of medical data from projects and their analysis by project teams, set up monitoring systems
- Ensure compliance with procedures relating to medical orders (relevance/supply).
- Identify the training needs of teams, workshops for exchanging practices between projects
- Coordinate responses regarding the delivery of internal or external training courses
As a Specialist in your geographical area , issue recommendations based on scientific evidence, and supervise their implementation in order to improve the quality of medical interventions within the projects.
Examples of tasks:
- Ensure the adaptation of MdM protocols and policies to project contexts and identify the needs for the development of tools and frameworks, including innovation
- Contribute to the promotion and capitalization of projects, including participation in studies, working groups, comparative data analysis, publications
- Represent MdM, for health-related aspects and advocacy initiatives, with (inter)national decision-making bodies
- Promote the exchange of knowledge and best practices between different collaborators/projects
- Produce thematic reports; formulate conclusions that will serve as a basis for advocacy
- Conducting studies and surveys to support advocacy and strategic thinking
- Participate occasionally in working groups on cross-cutting topics
As a member of the Health Department, you analyze, communicate and make improvements to existing procedures, models, methods and tools in order to enable the optimal conduct of medical activities and increase the expertise of the Health Department.
Examples of tasks:
- Participate in the recruitment of positions with medical responsibilities (Health Coordinators, Health Focal Points, etc.)
- Provide briefings/debriefings for medical staff,
- Provide functional support to CoSanté/PMS Teams, supervise them, provide support, assess their skills
- Medical technical support for team health
- Actively participate in internal meetings (Universities, Mission Week, PB coordination, country teams, etc.)
- Collaborate in feeding and updating DS dashboards, guides and manuals
- Contribute to the organization of back-ups (absences, leave)
- Write minutes of meetings related to its activities and ensure the regularity of reporting documents
- Participate in the evaluation and development of the Annual Action Plans of the DS and the supported countries
- Carry out field/project visits (internal control, coaching, harmonization of practices, etc.)
YOUR PROFILE
Education and experience
- Master’s in Public Health or Tropical Medicine
- Minimum 3 years of experience in managing humanitarian and/or international development projects
- Field experience required with an international NGO, ideally in health
- Have experience in writing project proposals and donor reports
Specific skills
- Computers: Microsoft Office Suite, familiar with Excel in particular
- Understand the context and be able to develop new information and knowledge
- Able to organize and structure work, from the level of task organization to the level of their completion, ensuring their optimal progress.
- Manage relationships with other employees in a functional and/or hierarchical context, while ensuring the improvement of their services and the stimulation of their development
- Excellent command of spoken and written French. Good level of spoken and written English. Knowledge of Dutch, Arabic, Swahili or another language of our countries of intervention is an asset.
WE OFFER
- An enriching and essential role at the heart of Médecins du Monde Belgium’s projects
- A 3-month full-time replacement contract (100% – 5 days a week – 39 hours)
- Restaurant vouchers (€8, including €1.09 per employee and €6.91 per employer) – Hospital insurance – 100% reimbursement of public transport costs
- A gross salary of €4,208.89 for 5 years of experience; a gross salary of €4,423.59 for 10 years of experience; recognized relevant experience
- Holidays (to be prorated): 20 statutory days + 6 RTT days + 4 extra statutory days between Christmas and New Year
- Job location: Brussels, possibility of working 2 days from home
- Start date: early November
